Located in a prime location in the east of Ho Chi Minh City, in Thu Duc City with an area of about 200 hectares, of which An Phu - An Khanh Urban Area has an area of (131 hectares) and An Phu Development Urban Area (87 hectares).
According to the Ho Chi Minh City Department of Construction, the implementation of the above project has lasted for 20 years, gone through many stages and encountered difficulties mainly in compensation, site clearance, and resettlement support, so the implementation of technical infrastructure construction is still slow.
Disrupted and unmaintained infrastructure is one of the remaining problems in these two urban areas.
Accordingly, the reason is because the investor is holding the right to control the infrastructure, not handing over the management rights to the State agency. The An Phu - An Khanh urban area is invested by the Housing Development and Trading Joint Stock Company (HDTC). Meanwhile, the An Phu urban area is invested by Thu Thiem Real Estate Joint Stock Company as the representative of the main technical infrastructure investor.
For many years, these two investors have been passing the buck to each other, causing roads to not be maintained. As a result, infrastructure and traffic have not been upgraded, causing disruptions and inconvenience to the people.
A section of Vu Tong Phan Street has not been cleared of houses yet, the road is "broken" making it impossible to connect traffic in the area.
The dead-end location of Vu Tong Phan Street right next to the Ho Chi Minh City Tax Department is temporarily fenced off with corrugated iron. When Vu Tong Phan Street is opened, it will connect directly to Mai Chi Tho Street, opening up another direction to Ba Son Bridge (Thu Thiem 2 Bridge) into District 1.
Nguyen Hoang Street, about 1.2km long from Hanoi Highway to Luong Dinh Cua Street, has been damaged for many years. According to the plan, Nguyen Hoang Street is 37.5m wide, dividing the two urban areas of An Phu - An Khanh and An Phu Urban Area.
Of which, the 17.5m width is under the investment responsibility of HDTC Company, currently invested in construction, not yet completed. The remaining 20m is under the responsibility of the investor of An Phu Urban Development Project but not yet invested in construction.
In addition to the lack of infrastructure, the quality of roads has also deteriorated significantly. Many plots of land have been turned into garbage dumps. Some manhole covers on the roads have also become loose and warped, posing a danger to road users.
Vu Tong Phan Street at the junction from Nguyen Hoang Street to Mai Chi Tho Street is also blocked by the project gate. Vu Tong Phan Street is expected to be completed soon to relieve traffic pressure on Luong Dinh Cua Street when constructing An Phu intersection.
Tran Luu - West Belt Road is also not completed. Some internal roads are even dirt roads. Along Tran Luu Road, many project land plots of thousands of square meters are left empty, fenced with corrugated iron for many years but have not been developed.
The Lancaster Eden project consists of a cluster of 14 fully built villas. However, to date, the entire complex has been abandoned and surrounded by corrugated iron for many years.
According to the plan, An Phu - An Khanh urban area is divided into 5 functional zones (zones A, B, C, D, E). After 25 years, only zone B has a basic traffic system connected and filled with residents. The remaining zones have not yet completed the traffic infrastructure, many constructions are still covered with corrugated iron and overgrown with grass.
In the coming time, the Department of Construction will coordinate with departments, branches and the People's Committee of Thu Duc City to urge the investor to promptly complete the technical infrastructure system at the project and hand it over to the State management agency for management according to regulations.
