Thanks to the attention and support of the State, the Party Committee, and the local government, the family of Ms. Bui Thi Gam, in Cao Phong neighborhood, Ngoc Lac commune, has been able to build a spacious house.
In 1986, Mr. Quach Van Chuc, residing in Cao Phong neighborhood, enlisted in the army and was assigned to unit HT.5NK.3015 stationed in Hanoi . He later participated in international missions in Upper Laos. In September 1989, while on duty, Mr. Chuc was killed, leaving behind his parents, young wife, and young children. From then on, Mrs. Bui Thi Gam, Mr. Chuc's wife, single-handedly took care of and managed her husband's family affairs. In 2024, with the support of the State, local Party committees and authorities, relatives, and the family's savings, Mrs. Gam was able to build a spacious and sturdy house.
Ms. Bui Thi Gam shared: "The pain of losing my life partner is immense. But with the care and encouragement from the State, the Party committee, the local government, and our neighbors, the pain has eased somewhat. My family has built a sturdy house, which provides motivation for us to overcome difficulties, develop our economy , and stabilize our lives."
Currently, Ngoc Lac commune has 230 people who have rendered meritorious services to the revolution and families receiving preferential treatment. Recognizing that caring for these families and individuals is both a responsibility and a deeply humane act, Ngoc Lac commune has strengthened its propaganda efforts to raise awareness among officials, Party members, and the people regarding the gratitude and repayment movement. Simultaneously, it has fully and promptly implemented the State's policies for these families and individuals. In addition, the commune always focuses on mobilizing businesses and individuals to actively contribute to the "Gratitude and Repayment Fund"; supporting families and individuals who have rendered meritorious services to the revolution in building and repairing houses. From 2022 to the present, 11 families and individuals who have rendered meritorious services to the revolution in the commune have received support for building and repairing their houses.
With the full implementation of state policies and local support, the material and spiritual lives of policy beneficiary families and those who have rendered meritorious services to the revolution in Ngoc Lac commune have gradually improved. Currently, the percentage of policy beneficiary families and those who have rendered meritorious services to the revolution with a living standard equal to or better than the average living standard of the local population is over 98%. Many war invalids, sick soldiers, and families of martyrs have strived to overcome grief and loss, overcome difficulties to develop the economy, increase income, raise successful children, and contribute to building their homeland. Typical examples include war invalid Pham Ngoc Thanh in Tam Dong village, with his integrated economic development model generating several hundred million dong in annual income and creating jobs for many workers; and war invalid Nguyen Xuan Bao in Giang Son village, who has strived to overcome difficulties to raise successful children.
According to Le Cong Tam, Chairman of the People's Committee of Ngoc Lac commune: "In the coming time, the commune will continue to promote the dissemination and education of the tradition of 'Drinking water, remembering the source'; mobilize agencies, businesses, and individuals to actively participate in supporting the 'Gratitude Fund' and organize many activities to express gratitude to policy beneficiary families and those who have contributed to the revolution. We will coordinate with provincial departments and agencies to effectively implement policies supporting the military and policies for those who have contributed to the revolution, contributing to improving the material and spiritual lives of policy beneficiary families and those who have contributed to the revolution in the area."
