Hai Lang is striving even harder to live up to its reputation as a key industrial district of Quang Tri province.

This morning, February 6th, Nguyen Long Hai, Alternate Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Quang Tri Provincial Party Committee, held a working session with the Standing Committee of the Hai Lang District Party Committee to discuss the socio-economic development, national defense and security, Party building, and the political system in 2024, as well as key tasks for 2025. Also in attendance were Ho Dai Nam, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Le Duc Tien, Vice Chairman of the Provincial People's Committee; and representatives from relevant departments, agencies, and units.

Two targets for budget revenue and average per capita income in 2024 exceeded the plan.

Reporting at the meeting, Hai Lang District Party Secretary Nguyen Khanh Vu stated that in 2024, the District Party Standing Committee issued and implemented the 2024 work program with 76 key tasks. Notably, the focus was on directing economic recovery and development, stabilizing people's lives, and achieving 16 out of 16 socio-economic targets. Specifically, the local budget revenue exceeded the set plan with a total revenue of VND 109.85 billion/96 billion VND, and per capita income reached VND 74.52 million; the growth rate of agricultural production value increased by 6.5% compared to 2023; and land clearance for two key projects – the Quang Tri Industrial Park and the My Thuy Port Area (Phase 1) – was completed and handed over to investors.

In addition, total social development investment is estimated at approximately 1,290 billion VND; cultural, social, information, and communication activities continue to have many new developments; the poverty reduction rate has met the set target of 0.55%. The district has intensified efforts to eliminate temporary housing by mobilizing over 4.5 billion VND to build 47 new houses and repair 11 dilapidated houses for the people. National defense and security, and social order and safety are maintained; Party building work continues to achieve many results.

Regarding the New Rural Development Program, all 14/14 communes in the district have met the New Rural Development standards, the town has met the standards for a civilized urban area; 3 communes have met the advanced New Rural Development standards; the district has completed all 9/9 criteria for a New Rural Development district and has submitted the dossier for central government appraisal.

Regarding preparations for the Party Congresses at all levels for the 2025-2030 term, to date, the district has 8 grassroots Party committees that have directed the congresses of their subordinate Party branches, with 19 branches having completed their congresses; the District Party Committee Standing Committee selected the Hai Hung Commune Party Committee and the District Education and Training Department Party Branch to hold pilot congresses to gain experience for the congresses of communes, towns, and grassroots Party branches in agencies and schools.

At the meeting, the leaders of Hai Lang district provided information on the coordination and implementation of key provincial projects in the area; efforts to direct the implementation of measures to ensure a joyful, healthy, and safe Lunar New Year celebration in 2025; and preparations for organizing the 50th anniversary of the liberation of Hai Lang district and the district's achievement of New Rural Area standards. They also outlined several key tasks for 2025 and made recommendations and proposals. These included focusing on leading and directing the preparation and successful organization of Party Congresses at all levels and the 17th District Party Congress, term 2025-2030, in accordance with regulations. In the immediate future, they will focus on successfully directing the pilot congresses of Party branches and Party committees under the District Party Committee in February 2025.

Complete the restructuring and streamlining of the political system's apparatus; direct the acceleration of socio-economic targets; organize well the activities to celebrate the 50th anniversary of the liberation of Hai Lang district on March 19 (1975 - 2025) and the 35th anniversary of the re-establishment of the district on May 1 (1990-2025); continue to mobilize resources to invest in the development of industry and small-scale handicrafts; promote the construction of new rural areas, striving to have 30% of communes achieving advanced new rural area standards and 25% of villages achieving model new rural area standards by the end of 2025...

Regarding the recommendations, Hai Lang district requests the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to pay attention and propose to the Government to adjust the beneficiaries of the policy under Decree 178/2024/ND-CP so that those involved in the restructuring and organization of the administrative apparatus are entitled to the policy as prescribed, or to direct the issuance of local policies to increase the support level for those not belonging to agencies and units subject to restructuring, in order to create favorable conditions for the locality in the work of streamlining the administrative apparatus; and requests the Provincial People's Committee to continue directing and promptly implementing solutions to remove obstacles in land clearance for key projects in the district to help the locality organize and implement local political tasks to achieve results...

Concluding the meeting, Provincial Party Secretary Nguyen Long Hai highly appreciated the efforts of the entire political system of Hai Lang district in leading and directing the implementation of socio-economic development tasks, ensuring national defense and security, and carrying out Party building and political system building work over the past year.

Hai Lang district has been identified as a key industrial district of the province, and 2025 is the year to achieve the goals, targets, and tasks of the District's 16th Congress Resolution and the 17th Provincial Party Congress Resolution. Therefore, it is requested that the locality focus on effectively implementing the plans, resolutions, and conclusions of the Central Government, the province, and the district regarding socio-economic development and ensuring national defense and security; setting forth directions and tasks for 2025 in conjunction with reviewing the main goals, targets, and tasks of the congress resolutions at all levels, especially those projected to be difficult to achieve, in order to focus leadership and guidance on their implementation. The goal is to achieve high economic growth to help the province raise this target to over 8% as directed by the Government.

Focus on leadership and guidance in preparation work, paying attention to personnel matters to successfully organize the Party congresses at all levels, including the 17th District Party Congress for the 2025-2030 term. The restructuring and streamlining of the district's political system will be carried out according to the Central Committee's requirements, while ensuring that the system operates synchronously and smoothly immediately after the restructuring.

Continue to promote administrative procedure reform, digital transformation, and strengthen investment promotion to attract key projects that are driving forces in the locality. Decisively direct the removal of difficulties in land clearance for key provincial projects, avoiding situations where delays in land handover affect project progress. Specifically, resolve the remaining 0.37 hectares of land and some assets on the land that are not yet completed in phase 1, the area belonging to the wastewater discharge pipeline and the expansion of National Highway 1 related to the Quang Tri Industrial Park project; the remaining area of ​​phase 1 of the My Thuy Port area project; closely coordinate in arranging resettlement in the district, paying attention to creating livelihoods and stabilizing the lives of people in resettlement areas...

Implement synchronized programs, projects, and policies to support poverty reduction; prioritize support for production development, job creation, household economic development, and helping the poor develop their livelihoods; mobilize and integrate resources to achieve the goals of the program to eliminate temporary and dilapidated houses in the district.
