Although the construction of the Biên Hòa - Vũng Tàu expressway embankment is urgently needed to be completed in May to avoid the rainy season, many contractors have not yet met the requirements, despite having the land and materials available.
On March 28th, at the construction site of component 2 of the Bien Hoa - Vung Tau expressway section passing through Long Thanh district ( Dong Nai province), most contractors mobilized manpower and equipment to accelerate progress during the dry season.
The project site has been largely cleared, and sufficient earth and stone materials are available for construction. As a result, the progress achieved so far is approximately 36%. Contractors are currently focusing on constructing the roadbed, bridges, culverts, and crushed stone base.
Currently, the contractors in component project 2 are basically focusing on laying the road embankment.
However, some contractors are still behind schedule and have not met the requirements. Project Management Board 85 has conducted numerous inspections and urged these units to increase equipment and personnel and accelerate construction.
For example, in package number 9, the contractor Truong Son Construction Corporation has still not met the requirements. This unit was assigned the task of filling the foundation with 5,000 m3/day but in reality only achieved about 2,400 m3, and at its peak only reached 3,500 m3. Similarly, the crushed stone aggregate portion required 610 m3/day but the contractor only managed to complete less than 80 m3/day.
At the construction site, many areas remain vacant, lacking construction equipment, especially in sections where granular materials are being laid, underpasses are constructed, and box culverts are located. The contractor also lacks a range of equipment, including 3 road rollers, 1 grader, 2 bulldozers, 2 excavators, and a cement-stabilized crushed stone aggregate construction line.
In response to this situation, Project Management Board 85 requested Truong Son Construction Corporation to add 3 technical staff and mobilize 5 additional vibratory rollers, 2 excavators, 2 bulldozers, and 1 grader to work continuously in "3 shifts, 4 teams" to catch up on the progress.
The Truong Son contractor is also constructing the initial section of the route, which is component 1 of the project, but has also been reprimanded by the investor for its slow mobilization of equipment. According to observations, although the site is basically ready, the number of machines and personnel from this company at the construction site remains very limited.
Truong Son Construction Company is working on many important projects, including a major interchange with the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
Also in package number 9, in component project 2, the Central Vietnam Construction Group Joint Stock Company faced a similar situation as it had not mobilized enough machinery and equipment. During an on-site inspection, Project Management Board 85 discovered that the contractor's construction area had sparse equipment, with some sections overgrown with grass and left vacant.
The contractor was assigned to fill the foundation at a rate of 5,200 m³/day, but in reality, they only achieved 2,400-3,000 m³/day. Furthermore, the unit is lacking 7 vibratory rollers, 1 paving machine, and has almost no stockpiled crushed stone aggregate, while the required volume is up to 100,000 m³.
Currently, a significant amount of land has been delivered to the construction site, so the Central Vietnam Construction Group Joint Stock Company is trying to speed up the process after being reprimanded.
Mr. Hoang Van Kien, Commander of the Central Vietnam Construction Group Joint Stock Company, acknowledged the slow progress due to initial difficulties with materials. However, the company has increased equipment and organized continuous shift work to compensate for the lost output.
While the aforementioned contractors were reprimanded, it was noted that in component project 2, several units were still mobilizing sufficient vehicles, equipment, and personnel, filling more than 5,000 cubic meters of soil daily, including Vinaconex (at the end of the route bordering component 3) and Truong Long Joint Stock Company. Thanks to this, the roadbed is now gradually rising and taking shape clearly.
According to Project Management Board 85, the supply of earth materials is now sufficient, and quarries are also providing the basic materials for the highway construction.
According to Mr. Pham Van Minh, Director of Project Management Board 85, the project site is basically ready for construction. The People's Committee of Dong Nai province has granted licenses to exploit three earthworks mines in Phuoc Binh and Bau Can communes (Long Thanh district) and Long Giao town (Cam My district), helping to ensure the supply of materials. "The Board is urging contractors to accelerate progress to compensate for delays and ensure the project is basically completed by the end of 2025," Mr. Minh said.
Regarding land acquisition, Mr. Tran Van Than, Vice Chairman of the People's Committee of Long Thanh District (Dong Nai province), said that the district has handed over 94% of the land for the expressway so far.
The site for component project 2 is now basically sufficient for construction.
Of the total handover, component project 1 has reached 87%, while component project 2 has reached 95% (with over 40 households yet to hand over their land). "From now until March 31st, we will continue to persuade people to hand over the land, and at the same time, we will implement enforcement measures against those who are reluctant," Mr. Than said.
The Bien Hoa - Vung Tau expressway section through Dong Nai province is 34km long, of which component project 1 is over 16km long and component project 2 is over 18km long. The project commenced in June 2023 and is expected to be completed by the end of 2025.
