
Wide-open space for development
In recent years, Hai Phong has consistently maintained a high economic growth rate, ranking among the leading localities nationwide. Urban transportation infrastructure has been invested in comprehensively, including the Lach Huyen deep-water seaport, Cat Bi International Airport, inter-regional expressways, and a network of large-scale industrial and economic zones. The port city's appearance is becoming increasingly modern, dynamic, and full of job opportunities.
This transformation is attracting more and more young intellectuals to choose Hai Phong as their place to settle down and build their careers. Tran Van Hung, a third-year student majoring in Logistics and Supply Chain Management at Vietnam Maritime University, originally from Ninh Binh province, said that the demand for logistics, trade, and service personnel in Hai Phong is rapidly increasing. Therefore, after graduation, Hung hopes to stay and work in Hai Phong because the city offers many opportunities in his field of study.
Many young people with an entrepreneurial mindset also see Hai Phong as a "land of opportunity." Tran Kieu Anh (24 years old), from Hung Yen, a final-year student in the Business Administration Faculty at the Foreign Trade University (Hanoi), said she is nurturing a tourism project focused on experiential tourism linked to local culture and sports: "Hai Phong is attracting a large number of domestic and international tourists. I believe that with a good idea, young people can absolutely start a successful business in this livable city."
From a business perspective, Mr. Nguyen Trung Kien, Director of WINLOGS Import-Export Co., Ltd. (Ngo Quyen Ward), believes that Hai Phong's biggest advantage is its production and business environment closely linked to practical realities. “After more than 10 years of starting our business in Hai Phong, our company currently employs nearly 30 people, with an average income of about 15 million VND per person per month. The transportation infrastructure, seaports, airports, and the stability of the investment environment help businesses develop sustainably, while also creating stable jobs for young workers.”
Along with existing industrial zones, Hai Phong is preparing to welcome a new wave of development from the Southern Coastal Economic Zone, logistics centers, and free trade zones. This creates a wide-open space for skilled and highly qualified workers to find long-term career opportunities.
Talent attraction policy

Recognizing the crucial role of high-quality human resources in sustainable development, Hai Phong not only relies on its infrastructure advantages but also proactively improves mechanisms and policies to attract and utilize talent. Recently, the City People's Council passed a Resolution stipulating policies to attract and utilize talented individuals and high-quality human resources in the city until 2030, with a vision to 2050.
According to the Resolution, Hai Phong will implement many specific and groundbreaking policies. The city will provide one-time financial support to experts, scientists, and highly qualified individuals who come to work long-term at agencies, units, and businesses in priority fields such as high technology, logistics, digital economy, automation, and high-quality healthcare. The level of support will be determined based on professional qualifications and job positions, ensuring competitiveness compared to other major cities.
In addition, the city provides financial support for training and professional development, both domestically and internationally, for young, capable, and promising officials and civil servants; and encourages outstanding students, postgraduate students, and young engineers to return to work in Hai Phong after graduation. The resolution also stipulates policies to support housing and social housing rentals, creating stable living conditions so that talented individuals can confidently dedicate themselves to long-term service.
For innovative startups, Hai Phong continues to apply preferential policies on taxes, land, and credit; provide non-refundable support for potential startup projects; and create conditions for science and technology enterprises and startups owned by young people to access the city's innovation ecosystem.
Alongside its "hard" policies, Hai Phong is boosting investment in "soft" infrastructure for young human resources: developing co-working spaces and business incubators; organizing Techfest Hai Phong, "Creative Startup Coffee," and "Student Entrepreneurship Journey" programs to connect ideas, businesses, and investors.
Mr. Chu Minh Cuong, Vice Chairman of the Hai Phong Young Entrepreneurs Association, commented: “Hai Phong possesses an increasingly complete ecosystem to attract talented young workers: supportive government, dynamic businesses, and a working environment closely linked to production and business practices. More importantly, the city not only attracts young people to work but also creates conditions for their long-term development, advancement, and commitment.”
