The economy is showing signs of improvement at the beginning of the year.
During the 2024-2025 winter-spring crop season, the entire district planted 9,938 hectares of short-term crops. Of this, 3,542 hectares used high-yield, high-quality rice varieties, and 246 hectares of rice land were converted to other crops, achieving 100.4% of the plan. While pests and diseases did appear during the winter-spring season, the damage was minor. Harvesting of winter-spring crops reached 6,206 out of 9,938 hectares, or 62.44%. Rice yields increased, but rice prices decreased compared to the previous winter-spring season. Currently, the district has a plan to re-clear and unblock the flow of flood drainage canals and natural rivers and streams in 2025, especially in Thuan Minh commune and bordering areas… Simultaneously, a campaign was launched to improve inland irrigation systems along 14 routes/10.77 km. Accordingly, in Ham Chinh commune there are 8 routes/2 km, Ham Duc 1 route/0.27 km, La Da 3 routes/5.5 km, Dong Giang 1 route/1.5 km and Dong Tien 1 route/1.5 km.
Furthermore, the district consistently focuses on directing and supervising the implementation of the National Target Program for New Rural Development. The Provincial People's Committee recognized Da Mi commune as achieving the new rural standard and Ham Liem commune as achieving the advanced new rural standard; and registered Dong Giang commune as achieving the new rural standard and Ham Phu and Hong Son communes as achieving the advanced new rural standard in 2025. The value of development investment from the beginning of the year to date has reached 1,500 billion VND, achieving 18.75% of the annual plan (8,000 billion VND). Focus on directing the preparation of documents and inspecting and urging the acceleration of construction progress for transitional projects and the disbursement of capital for basic construction projects, especially key projects and projects serving the construction of new rural areas... To date, the value of basic construction work completed in the first quarter of 2025 has reached VND 72.922 billion, achieving 24.71% of the planned capital (VND 210.08 billion) and 9.12% of the annual plan (VND 800 billion). VND 38.44 billion has been disbursed, reaching 18.5% of the capital plan for projects where the district is the investor (VND 207.685 billion)...
Overcoming difficulties to achieve targets
Implementing the socio-economic development tasks for the first quarter of 2025 in the district faces difficulties, especially with limited resources for investment and development. However, all levels and sectors, from the district to the grassroots, have made significant efforts in leadership, direction, and implementation of socio-economic development tasks in accordance with Conclusion No. 1834 dated December 19, 2024, of the District Party Committee and Resolution No. 42 dated December 20, 2024, of the District People's Council. This is also linked to the district's 2025 theme: "Strictly implementing the policy of streamlining the political system's organizational structure to be lean, efficient, effective, and efficient; strengthening the planning and management of planning; and decisively implementing administrative reforms associated with improving the investment environment."
Key achievements include the completion of the organizational restructuring and streamlining according to Resolution No. 18, dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam. Construction began on the road connecting the district center to National Highway 1A. Attention was paid to directing production and preventing and controlling diseases in crops and livestock. Prices of some basic agricultural products remained stable. State management in various fields was strengthened; regular inspections were conducted to promptly detect and handle violations. Efforts were actively directed in preparing dossiers and projects for works in the 2025 plan and the implementation of ongoing projects. Cultural, information, and propaganda activities were maintained, and the Lunar New Year celebration in 2025 was organized to ensure it was "joyful, healthy, safe, and economical." Public health care was prioritized, and food safety and hygiene were enhanced. Social security and welfare policies were well implemented, especially in caring for policy beneficiaries, poor households, disadvantaged households, and ethnic minority households during the Lunar New Year 2025…
In the coming period, the district will focus on directing and accelerating the progress of preparing documents and constructing basic infrastructure projects, as well as the disbursement of public investment capital. It will direct the review of difficulties and obstacles to promptly resolve outstanding issues in compensation and land clearance for projects, especially for some items passing through the district under the Phan Thiet Military Airport Project, the bridge over the Cai River embankment, and the road from the district center to National Highway 1A. It will also intensify and urge the collection of budget revenue to ensure that targets are met. Furthermore, it will effectively implement the elimination of dilapidated and substandard housing in the district, and comprehensively implement policies for people with meritorious service and sustainable poverty reduction…
