According to Decision No. 6440/QD-UBND dated December 16, 2024, of the Hanoi People's Committee approving the list of roads and streets where a portion of the road surface may be temporarily used for parking, Hanoi currently has 234 roads and streets that meet the conditions for temporary use of a portion of the road surface for parking.
However, due to the rapid increase in the number of private vehicles, the static transportation infrastructure (parking spaces, vehicle storage, passenger pick-up and drop-off points, etc.) has not kept pace with the development. Statistics from the Hanoi Department of Construction show that the number of private vehicles increases by 4-5% annually, ten times faster than the growth of transportation infrastructure serving the people's travel needs. Meanwhile, current parking spaces are not distributed rationally. Many parking lots and spaces do not meet the technical standards and safety regulations for fire prevention and control as stipulated by the Ministry of Construction , and have not applied advanced technology to parking operations.

Based on the above situation, Hanoi City has officially increased the fee for using road and sidewalk space for parking by 1.5 to 2 times the current rate, with the highest rate reaching 400,000 VND/ m² /month (if used for car parking). This adjustment of temporary road and sidewalk usage fees is expected to help reduce traffic volume in the inner city, alleviate traffic congestion, gradually discourage the use of private vehicles, and encourage the use of public transportation. Simultaneously, the fee increase will partially offset the city's infrastructure investment costs, encourage businesses to invest in building modern parking lots, contribute to increasing parking space, and reduce pressure on static traffic in the capital.
However, according to many experts, simply increasing fees will not achieve the goal of reducing traffic congestion in the inner city. Why is that? Let's look at the data on temporary road and sidewalk usage fees collected and paid during the period 2022-2025.

Accordingly, in 2023, the projected revenue was over 39 billion VND, while the actual revenue reached 46 billion VND, exceeding the projected target. 2024 continued to record stable growth. The projected revenue was 40 billion VND, while actual revenue reached 51 billion VND. For the first 10 months of 2025 alone, the projected revenue was 40 billion VND, and actual revenue reached 42 billion VND, continuing the upward trend.
Thus, it can be seen that the demand for parking is very high. Many people are willing to pay extra for parking, as long as there is a space. According to Mr. Le Dinh Thanh (residing in Ba Dinh ward, Hanoi), currently, unauthorized parking lots are already charging exorbitant prices, potentially up to 200,000 VND per parking session on the streets during holidays and Tet (Lunar New Year). However, due to the demand, he still accepts it. "Sometimes, just finding a parking spot is difficult, so paying extra is not a problem," Mr. Le Dinh Thanh said.
Therefore, in addition to increasing fees for using sidewalks and streets for parking, the city needs to implement a comprehensive set of solutions, with the core task being the development of a public transportation network, from ride-hailing services and taxis to trams. A widespread, convenient, and high-quality public transportation network is the primary factor in changing people's transportation habits.
