
Having been involved with forests since childhood, Ninh Van Chan quickly realized that, for sustainable development, enhancing forest value, and adapting to climate change, traditional forest planting experience alone was insufficient; scientific and technical knowledge was also needed. After graduating from high school, he studied forestry at the Quang Ninh Agricultural, Forestry, and Fisheries Vocational School, now the Foreign Trade University (Quang Ninh campus).
After completing his training program and returning to his hometown to start his own business, Mr. Chắn was entrusted with 30 hectares of his family's planted forest. Combining advanced silvicultural techniques with local expertise helped him improve the productivity, quality, and economic value of his planted forest. Income from the forest not only stabilized his life but also provided resources for reinvestment and wealth creation. To date, he has acquired an additional 20 hectares of planted forest, bringing his total forest area to 50 hectares. With his acacia planting model, he earns an average of 800 million VND per year.
Besides being a successful businessman, Mr. Chắn actively participates in local movements and activities. In 2015, he was honored to join the Party; from 2017 to the present, he has been trusted by Party members and the people to be elected as Deputy Secretary of the Party Branch and Head of the Village Front Committee.
Khe Long Trong village is home to 55 Dao ethnic households. With a high sense of responsibility in his work, Mr. Chan has become a unifying force, actively promoting and encouraging villagers to comply with the Party's guidelines and the State's policies and laws, especially national target programs on building new rural areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous regions, and to unite in implementing ethnic policies, preserving ethnic identity, and eliminating outdated customs…

Through the propaganda and mobilization efforts of the Party branch, the Front Committee, and various mass organizations, the people of Khe Long Trong village have contributed hundreds of man-days of labor alongside the government to build and repair houses for two disadvantaged households: Mr. La Van Tron's household and Ms. Ninh Thi Ngan's household.
Furthermore, the people voluntarily donated thousands of square meters of forest land, rice paddies, and many perennial forestry and fruit trees to upgrade and beautify the main village road, which is 1.3 km long and has its roadbed width expanded from 3.5 to 5.5 meters, creating favorable conditions for transportation and promoting local socio-economic development. Among them, Mr. Chan's family set a leading example by donating over 300 square meters of forest land along with hundreds of forestry trees, creating a positive ripple effect in the community.
Mr. Chắn also made his mark in mobilizing people to plant large timber trees and native species. In 2023, implementing the policy of the former Ba Chẽ district to make forestry a key economic sector, Mr. Chắn registered to participate in planting 3 hectares of cinnamon, and at the same time encouraged other households to actively participate. By the end of 2023, 10 households in the village had participated in planting cinnamon with an area of 1-2 hectares per household. In addition, he also encouraged and guided people to apply high-tech methods from selecting seedlings, fertilizing to caring for the planted forest to increase income, sustainably alleviate poverty and protect the environment. Currently, the village no longer has poor or near-poor households; there are 15 households classified as well-off or wealthy, many of whom have purchased trucks and cars to provide transportation services and businesses.
Mr. Chắn shared: "The greatest joy in being involved in front-line work is that I always have the trust of the people. Front-line work is also about mobilizing the masses. To mobilize effectively, you must be close to the grassroots, understand the thoughts, aspirations, and opinions of the people. The important thing is that cadres working in front-line work must be exemplary leaders, their words must match their actions, and they must always put the interests of the community first. Only then will propaganda and mobilization be effective, and people will trust and follow."
