Accordingly, the City People's Council has resolved to approve the List of land areas planned to implement the pilot project, including 148 land areas with a total area of about 840.36 hectares, of which the rice-growing land area is about 169.54 hectares.
The City People's Committee shall announce and publicly post the List of land areas planned to implement the pilot project on the City's Electronic Information Portal and direct the Department of Agriculture and Environment to publicly post it on the Department of Agriculture and Environment's Electronic Information Page.
At the same time, issue a Notice on approval for real estate business organizations to implement pilot projects and direct the Department of Agriculture and Environment to notify cases of projects that do not meet the requirements to be included in the List of land areas expected to implement pilot projects.
In case there are still real estate business organizations proposing land plots that meet the provisions of Clause 1, Article 4, Resolution No. 171/2024/QH15, the City People's Committee directs the Department of Agriculture and Environment to continue implementing the provisions of Article 4, Decree No. 75/2025/ND-CP dated April 1, 2025 of the Government to propose to supplement the List of land plots expected to implement the pilot project.

This Resolution takes effect from the date of adoption until March 31, 2030.
Previously, the Inspection Report of the Economic - Budget Committee of the City People's Council stated that the People's Council Committees highly appreciated the determination in the direction of the City People's Committee and the urgent working spirit of the departments and branches, members of the Working Group, in implementing the review and synthesis to submit to the People's Council for approval of the list of land plots expected to pilot the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights according to the regulations and instructions of the Central Government.
This decision demonstrates the city's strong determination to remove difficulties and obstacles in real estate business activities, create conditions to increase the supply of houses and land, and contribute to the implementation of the target of high economic growth in 2025 and the following years.
