After harvesting, people take advantage of the hot weather to dry agricultural products right on traffic routes from inter-commune and inter-district roads to national and provincial highways...

Along with encroaching on the roadway and sidewalk, people also use countless objects as warning "posts" to prevent vehicles from entering the area where agricultural products are dried.

Drying agricultural products on the highway poses a potential traffic safety risk.

As a person who regularly drives cars on the Nghi Son - Tho Xuan airport route, Mr. Bui Minh Thuan said: Every year, when the harvest season comes, the situation of people putting agricultural products on the road to dry, on the side... When passing through the sections where people dry agricultural products, drivers are forced to go into the middle of the road, obstructing the traffic of other vehicles, this is very dangerous, potentially causing traffic accidents. For the locations where rice and paddy are dried, if a motorbike driver accidentally passes through, it is easy to lose control of the steering wheel, causing an accident, Mr. Thuan worried.

In fact, traffic accidents caused by people using the roadside to dry agricultural products are not rare. Some car fires while in motion are caused by straw being caught under the car and causing a fire.

According to Point b Clause 1 Article 12 Decree 100/2019/ND-CP stipulates: "A fine of VND 100,000 to VND 200,000 shall be imposed on individuals and VND 200,000 to VND 400,000 shall be imposed on organizations that dry rice, paddy, straw, stubble, agricultural, forestry and seafood products on roads; place rice threshing machines on roads". In addition, in cases where drying rice, paddy, straw on roads causes loss of life or serious damage to the health or property of others, violators may be prosecuted for criminal liability for "Crime of obstructing road traffic" as prescribed in Clause 4 Article 261 of the Penal Code 2015.
