Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo set a specific goal: "From 2026, people will receive free periodic health check-ups or screenings at least once a year, and will have electronic health records created to manage their health throughout their lifecycle, gradually reducing the burden of healthcare costs."

Regular health check-ups and screenings for the population at least once a year is a sound policy, based on scientific principles and with humanitarian significance. If implemented effectively, this policy will help provide healthcare to the people early, remotely, and throughout their lives, while also contributing to reducing the burden on medical facilities.

To effectively implement the above-mentioned content, on May 6th, the Prime Minister issued Directive No. 17/CT-TTg on organizing free periodic health check-ups or screenings for the people. Accordingly, the Prime Minister requested the Secretaries of Provincial and City Party Committees and the Chairmen of the People's Committees of provinces and cities to urgently lead and direct the implementation of tasks related to free periodic health check-ups or screenings in accordance with Resolution No. 72-NQ/TW; clearly defining this as a key, regular, and long-term task linked to programs and plans for socio -economic development, ensuring social security, and improving the lives of the people in their respective areas. The goal is to ensure that by the end of 2026, all citizens receive free periodic health check-ups or screenings and have electronic health records created.

The Prime Minister has assigned the Ministry of Health to take the lead, in coordination with relevant ministries, agencies, and localities, in continuing to review and issue guidelines for units and localities on organizing periodic health check-ups and free screening for the people, ensuring effectiveness, feasibility, and achievement of the set objectives. The Ministry will guide medical facilities in establishing and managing electronic health records; ensuring data connectivity and integration with the VNeID application; and developing and issuing a standard data format for output data from periodic health check-ups and free screening to ensure unified management, interconnection, and synchronization of data with the social insurance database, to be completed by May 2026. The Ministry will also strengthen and improve the capacity of the primary healthcare and preventive medicine systems; ensure the availability of human resources, medical equipment, medicines, and chemicals; and organize training, workshops, and technology transfer for healthcare personnel involved in implementation.

The Prime Minister requested relevant ministries, agencies, the Vietnam Fatherland Front, and socio-political organizations to implement specific tasks to achieve the set goals. The Ministry of Public Security, in coordination with relevant ministries and agencies, is directed to implement the connection, exploitation, and effective use of the National Population Database and the electronic identification and authentication system to facilitate the creation and updating of electronic health records on VNeID and the verification of citizens' information when participating in periodic health check-ups or free screening examinations.

The Ministry of Education and Training, in coordination with relevant ministries and agencies, will direct and guide localities and educational institutions to organize and implement free periodic health check-ups for students and trainees in accordance with regulations, in collaboration with medical facilities; this will be completed by June 2026 to be implemented at the beginning of the 2026-2027 academic year.

The People's Committees of provinces and cities shall develop plans and direct, guide, and coordinate the organization and implementation of free periodic health check-ups and screenings for people in their areas according to target groups.

According to Deputy Minister of Health Vu Manh Ha, implementing the Ministry of Health's plan, people will receive free periodic health check-ups or screenings at least once a year according to a schedule and priority groups to proactively detect, prevent, and treat diseases early, reducing the burden of disease and healthcare costs; creating a national health management database to manage health and ensure that every citizen is protected, cared for, and has their health comprehensively and continuously improved throughout their life cycle.

The scope, target groups, priority routes, examination facilities, and funding sources for implementing the policy of free periodic health check-ups or screenings shall be in accordance with the Government Decree detailing and guiding the implementation of certain articles of the Law on Disease Prevention. Agencies, enterprises, organizations, or individuals employing workers as stipulated in Clauses 1, 2, and 3 of Article 2 of the Law on Occupational Safety and Health 2015 shall organize periodic health check-ups or screenings in accordance with the law on occupational safety and health.

The Ministry of Health has assigned provincial and city health departments to coordinate with education and training departments and schools to develop and submit to the People's Committees of provinces and cities plans for organizing health check-ups for residents in their respective areas, within their local jurisdiction, health stations, or medical facilities. Notably, the check-up results are compiled and recorded in electronic health records; data from periodic health check-ups and specialized medical databases are interconnected and shared with the health insurance claims information system; and integrated into the VNeID application according to the guidelines of the Ministry of Health and Vietnam Social Security…
