Through guidance and training activities on using digital technology and accessing online public services, Ha Nam is gradually building a foundational community of digital citizens – proactive, adaptable, and ready to participate in the comprehensive digitalization process of the locality and the country.
Ms. Lai Thi Hanh (Group 4, Le Hong Phong Ward, Phu Ly City) is currently a member of a Savings and Loan Group implemented by the Youth Union in coordination with the Provincial Branch of the Social Policy Bank. Monthly, Ms. Hanh is responsible for monitoring the use of loan funds by borrowers according to their intended purpose, directly collecting interest and monthly savings deposits from borrowers… To support effective credit management, the Social Policy Bank Branch has launched the “Grassroots Credit Management” application and requires members of the Savings and Loan Group to enter monthly interest into the application. However, using this application on a smartphone presents some difficulties and limitations for someone over 60 years old like Ms. Hanh. Like many other elderly people, Ms. Hanh is unfamiliar with technology and smartphone applications, leading to a lack of confidence in using it.
Ms. Lai Thi Hanh shared: “Initially, when I started using this application, I was quite confused, and my work of entering interest was affected. But after the young members of the ward's youth union came to my house to guide me, I am now very proficient in using not only the Social Policy Bank application but also other applications such as VNeID, PhuLy-S, etc. The young people guided me very thoroughly, not just demonstrating the operations for me but patiently teaching me to do it myself repeatedly until I memorized all the steps and became proficient and confident in using them.”
Not only Ms. Lai Thi Hanh, but many elderly people, small business owners, and those with limited access to technology in Le Hong Phong ward have received guidance and support from the ward's youth union members on how to use smart applications proficiently through the "Digital Literacy Team" of the People's Union. Mr. Pham Quang Khanh, Secretary of the Le Hong Phong Ward Youth Union, said: "With the motto 'going to every alley, knocking on every door, guiding every citizen,' the 'Digital Literacy Team' of Le Hong Phong ward has actively implemented many campaigns to educate, support, and guide people in getting acquainted with, installing, and proficiently using many practical applications on smartphones such as VNeID, the Party Member's Handbook software, the PhuLy-S field reporting application, VNPT SmartCA digital signature, etc."
One such initiative is the "Cashless Urban Street" model, implemented for nearly 70 small businesses and service providers on De Yem Street. Targeting those with limited access to technology, the ward's "Digital Literacy Team" proactively chose appropriate communication methods, such as hands-on guidance and simple, easy-to-remember infographic leaflets. Encouragingly, through this model, small business owners such as vegetable vendors and tire repairmen have received support in setting up bank accounts, printing QR codes, and mastering the use of payment applications.
In response to the 2025 Summer Youth Volunteer Campaign, the Ha Nam Provincial Youth Union has launched many diverse and practical activities, aiming to establish at least one effective "Digital Literacy Team" in each commune. The campaign, running from May to August 2025, focuses on supporting the enhancement of digital skills, promoting cashless payments, and reforming administrative procedures for over 20,000 young people and citizens. These "Digital Literacy Teams" will guide people in using computers, smartphones, accessing the internet, using social media safely, and mastering basic office software; they will also assist in accessing online public services such as registering administrative documents, making health declarations, registering social insurance digitally, and paying taxes electronically. At the same time, organize training on e-commerce, guide cashless payments, online shopping, transfer scientific and technological advancements, and apply digital technology in agricultural, forestry, and fisheries production.
The movement also focuses on guiding people to apply digital technology in production management, product quality, traceability, and promoting the value of local OCOP products. In addition, youth projects will participate in digitizing historical relics, tourist sites, and library materials in schools, and organize free open classes teaching digital citizenship skills to students and the general public. The Provincial Youth Union also strengthens propaganda and encourages Youth Union officials to use the "Youth Union's AI" artificial intelligence assistant tool for their work, while simultaneously deploying and expanding "Youth AI" Club models to promote innovation, creativity, and technological mastery among Youth Union members and young people.
The "Digital Literacy Movement" has become one of the key drivers of digital transformation in Ha Nam province, contributing to improving the quality of life and integration of people in the digital age. Through practical activities and the active participation of all levels and sectors, the movement not only supports people in developing digital skills but also builds a proactive, creative community that strongly adapts to technological advancements. This is a solid step in building a digital society, aiming for a sustainable future where all citizens are equipped with the knowledge and tools to thrive in the digitized world.
