
Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment of Khanh Hoa province, said that the Resolution stipulating policies on occupational retraining and decommissioning for fishing vessels that no longer need to operate in the province is necessary. This Resolution aligns with the Party's guidelines and the Prime Minister's directives on combating illegal, unreported, and unregulated (IUU) fishing and promoting sustainable fisheries development, demonstrating the determination to lift the European Commission's (EC) "Yellow Card". In Decision No. 2310/QD-TTg dated October 17, 2025, the Prime Minister assigned localities to develop policies on occupational retraining and decommissioning for fishing vessels that no longer need to operate in the province.
According to the resolution, the scope of the policy to support vocational retraining and decommissioning (which is the State's recovery and disposal of fishing vessels through dismantling and destruction in accordance with the law) applies to fishing vessels with a length of 6 meters or more that are no longer needed to operate in Khanh Hoa province.
The eligible subjects include: organizations and individuals operating in the fisheries sector who legally own fishing vessels with a maximum length of 6 meters or more, registered in Khanh Hoa province, and who voluntarily apply to dismantle their fishing vessels, switch to other occupations, and cease fishing activities; and household members of the fishing vessel owner who are directly involved in or dependent on fishing activities and have a need for vocational training, job change, or seeking alternative livelihoods outside of fishing.
The support levels for dismantling fishing vessels are as follows: fishing vessels with a maximum length from 6 m to less than 12 m: 50 million VND/vessel; fishing vessels with a maximum length from 12 m to less than 15 m: 100 million VND/vessel; fishing vessels with a maximum length of 15 m or more: 200 million VND/vessel.
Khanh Hoa province only provides support for fishing vessels legally owned by the vessel owner (based on legal documents and records as prescribed by the law on fisheries; in cases where there are no documents, a self-declaration and commitment regarding the status of the fishing vessel is required, with confirmation from the local commune/ward authorities regarding ownership and actual use); the fishing vessel must not be subject to disputes, seizure, temporary detention, mortgage, or financial guarantee with credit institutions.
A one-time financial support payment will be provided to fishing boat owners and their household members who are actively involved in or dependent on fishing activities, but not exceeding four people per household, and who own decommissioned fishing boats and participate in vocational training. The maximum amount is 5 million VND per person per course. The vocational training support funds will only be disbursed upon completion of the training course and confirmation from the training institution.
