Hoa Binh province consists of 1 city and 9 districts, of which the districts of Cao Phong, Da Bac, Mai Chau, Tan Lac, Yen Thuy, Lac Son are in the process of establishing and completing the District Regional Planning Project (the coverage rate of the province's regional planning level is 40%). All basic urban areas have had their General Planning Projects approved.
The province has identified 7 areas for general planning to build functional areas, of which 1 area has had its project approved, which is the Hoa Binh Lake National Tourist Area.
According to the assessment, the province's planning work is currently facing difficulties and obstacles such as low planning coverage rate. Many areas in the province do not have construction planning or planning is not synchronous, leading to unbalanced infrastructure development, reducing attractiveness to investors. Capital for planning work is still limited, causing many important plans to not be implemented on schedule, affecting the effectiveness of investment attraction. The conference "Solutions for establishing construction plans to attract investment projects in Hoa Binh province from 2024" was held to specify the urban planning plan, district planning, and development of functional areas in the Hoa Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050. Determining the planning one step ahead to thereby identify areas with potential and advantages to attract investment, ensuring efficiency in land resources, synchronization and seamless connection between specialized plans, greatly contributing to the overall economic development of Hoa Binh province. Strategic planning on prioritizing locations that need to establish general urban planning, urban zoning planning, general functional planning, and functional zoning planning of each locality; is the basis for proactive management according to the priority list, introduction and promotion to attract investment; Select highly qualified consulting units for effective planning, avoid multiple adjustments, waste of state budget, and inefficiency in investment.
At the conference, delegates focused on discussing, presenting opportunities, challenges, recommendations, and proposing solutions to speed up planning progress and planning management to attract investment resources and develop the economy and society.
Concluding the conference, Comrade Bui Duc Hinh - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: Provincial planning and sectoral planning play an important role in orienting development space, serving as a legal basis for planning management, attracting investment resources to exploit potentials and advantages to promote sustainable socio-economic restructuring.
It is recommended that all levels, sectors and localities need to uphold their responsibilities, strengthen discipline and administrative order; effectively implement and ensure consistency and synchronization between the provincial planning for the 2021-2030 period, with a vision to 2050, with national planning, regional planning, land use planning and other related planning.
Promote publicity, propaganda, and widespread dissemination of the core contents of planning projects to all levels, sectors, business communities, and people. Based on the planning content, all levels, sectors, and localities need to coordinate in organizing and implementing plans to implement planning projects to ensure consistency, synchronization, and rhythm. Urgently review and adjust specialized planning, especially land planning.
At the same time, strengthen cooperation and linkage between the province's training institutions with domestic and foreign institutions in training leading experts in key industries. Call on organizations, investors and enterprises to continue to pay attention, choose, decide to invest and expand investment in Hoa Binh province; in addition, continue to accompany, support and create the most favorable conditions for enterprises and investors in the process of investing in production and business in the province.
