What should Hoa Binh do to attract investment projects from 2024 onwards?

Hoa Binh province comprises 1 city and 9 districts, of which the districts of Cao Phong, Da Bac, Mai Chau, Tan Lac, Yen Thuy, and Lac Son are in the process of developing and finalizing their district-level planning projects (the coverage rate of the province's district-level planning is 40%). All urban areas have had their general planning projects approved.

The province has identified 7 areas for the preparation of general planning for functional zones, of which 1 area, the Hoa Binh Lake National Tourist Area, has already had its plan approved.

According to assessments, the province's planning work currently faces difficulties and obstacles, such as a low planning coverage rate. Many areas in the province lack construction plans or have inconsistent plans, leading to unbalanced infrastructure development and reduced attractiveness to investors. Funding for planning remains limited, causing many important plans to be delayed, affecting the effectiveness of investment attraction. The conference "Solutions for developing construction plans to attract investment projects to Hoa Binh province from 2024" was organized to concretize urban planning, district-level regional planning, and the development of functional areas in the Hoa Binh Provincial Planning for the period 2021-2030, with a vision to 2050. It aims to identify areas with potential and advantages to attract investment, ensuring efficient use of land resources, synchronization and seamless connection between specialized plans, and making a significant contribution to the overall economic development of Hoa Binh province. Strategic planning prioritizes the locations requiring general urban planning, urban sub-area planning, general functional area planning, and functional sub-area planning for each locality; serving as a basis for proactive management according to priority lists, introduction, and promotion to attract investment. Selecting highly competent consulting firms is crucial for effective planning, avoiding frequent adjustments, wasted state budget, and inefficiency in investment.

At the conference, delegates focused on discussing opportunities, challenges, recommendations, and proposed solutions to accelerate the progress of planning and planning management to attract investment resources and promote socio-economic development.

In his concluding remarks at the conference, Comrade Bui Duc Hinh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized that provincial planning and sectoral planning play a crucial role in guiding spatial development, providing a legal basis for planning management, attracting investment resources, exploiting potential and advantages, and promoting sustainable socio-economic restructuring.

It is suggested that all levels, sectors, and localities should uphold their responsibilities, strengthen administrative discipline and order; effectively implement and ensure consistency and synchronization between the provincial planning for the period 2021-2030, with a vision to 2050, and national-level plans, regional plans, land use plans, and other related plans.

Promote transparency, dissemination, and widespread promotion of the core contents of planning projects to all levels, sectors, the business community, and all segments of the population. Based on the planning content, all levels, sectors, and localities need to coordinate and organize the implementation of planning projects to ensure consistency, synchronicity, and smooth operation. Expeditiously review and adjust specialized plans, especially land use plans.

Simultaneously, strengthen cooperation and linkages between training institutions in the province and domestic and foreign institutions in training leading experts in key industries and professions. Call on organizations, investors, and businesses to continue to pay attention to, choose, and decide to invest and expand investment in Hoa Binh province; in addition, continue to accompany, support, and create the most favorable conditions for businesses and investors in the process of investing in production and business in the province.
