According to the report of the People's Committee of Kim Boi district, as of March 2024, the whole district has 6/16 communes meeting the NTM standards. In 2024, the district strives to have 2 more communes meeting the standards, namely Kim Lap and Xuan Thuy, and 1 commune meeting the advanced NTM standards, namely Dong Bac commune. By December 31, 2023, Kim Lap commune has met 13/19 criteria; Xuan Thuy commune has met 12/19 criteria.
The report also shows that the total central budget capital and that of Hoa Binh province assigned to the district to implement the National Target Program on New Rural Construction in 2021 - 2023 is over 79.4 billion VND; the result as of April 16, 2024, the disbursement was over 79.2 billion VND; reaching 99.7%; the total central and provincial budget capital assigned in 2024 is over 4.1 billion VND.
According to the leader of the district People's Committee, although important results have been achieved, the total number of criteria for achieving NTM in the communes in the area is still low. Notably, many criteria have not met the standards and are relatively difficult to complete in 2024, such as: criterion No. 11 on multidimensional poverty; criteria on infrastructure have financial difficulties in implementation...
During the inspection, the members of the Working Group focused on discussing and analyzing the achieved results; frankly pointing out the remaining shortcomings and limitations. At the same time, they proposed a number of solutions to improve the quality and effectiveness of the implementation of the national target program on new rural construction in Kim Boi district.
On the side of Kim Boi district, the representative of the district People's Committee proposed that the People's Committee of Hoa Binh province consider supplementing the reserve capital of the National Target Program on New Rural Construction to support communes in completing the criteria on infrastructure as prescribed; allocating capital for New Rural Construction in 2024 so that localities can promptly implement the contents of the National Target Program on New Rural Construction to ensure the set plan; providing specific instructions and regulations for competent authorities to approve the pilot model project under the program to strengthen environmental protection, food safety and clean water supply for New Rural Construction... In addition, the district also recommended that relevant departments and branches of the province assigned to be in charge of criteria promptly issue instructions for implementing the revised and supplemented criteria according to Decision No. 211/QD-TTg dated March 1, 2024 of the Prime Minister .
Concluding the inspection, Vice Chairman of the Provincial People's Committee Dinh Cong Su requested that Kim Boi district continue to accelerate the progress of the national target program on new rural construction; in which, priority is given to communes that reach the new rural target by 2024. At the same time, he assigned relevant departments and branches to continue to coordinate with the District People's Committee to carry out procedures on land and environment; integrate and mobilize resources in new rural construction. Regarding the recommendations and proposals of Kim Boi district, the departments and branches will receive, study and advise the Provincial People's Committee to remove difficulties in the process of new rural construction.
During the working program, the working delegation of the People's Committee of Hoa Binh province also inspected some rural infrastructure works of Kim Lap and Xuan Thuy communes.
