
* On the morning of November 18th, Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh, Head of the Central Steering Committee for National Target Programs for the 2021-2025 period, chaired a meeting with ministries and agencies on the progress of drafting the Report proposing investment policies for national target programs on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026-2035 period. Deputy Prime Minister Tran Hong Ha also attended.
Emphasizing that the integration of programs is not intended to reduce preferential policies but rather to increase them in various aspects, the Deputy Prime Minister highly appreciated the efforts of the Ministry of Agriculture and Environment in preparing the program proposal as directed by the Government; and requested the Ministry to supplement, refine, and develop the proposal focusing on key issues and priorities, while also addressing difficulties and bottlenecks.
* On the afternoon of November 18th, during a meeting with Dr. Marcin Czepelak, Secretary-General of the Permanent Court of Arbitration (PCA), who was on a working visit to Vietnam, Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh congratulated the PCA on establishing a representative office in Vietnam and expressed his hope that this representative office would increasingly assert its position in Vietnam and Asia.

The Deputy Prime Minister stated that the PCA's intention to bring many cases to Vietnam for trial demonstrates the PCA's position and prestige, as well as Vietnam's contributions to the PCA. The Vietnamese government always supports activities aimed at upholding justice. The PCA Secretary-General affirmed that the PCA is ready to support and cooperate with Vietnam within the framework of the International Finance Corporation.
* On the afternoon of November 18th, Comrade Nguyen Duy Ngoc, Member of the Political Bureau and Secretary of the Hanoi City Party Committee, chaired a conference to announce the decision to establish the Steering Committee and the Working Group assisting the Steering Committee for the implementation of the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the General Planning of Hanoi Capital City until 2045, with a vision to 2065.

Speaking at the conference, Comrade Nguyen Duy Ngoc emphasized that this planning process needs to comprehensively exploit the advantages of underground space, aviation, land, and water. The city must clearly identify the location and value of resources, minerals, and land to have a basis for mobilizing resources and creating new value, ensuring sustainable development.
The comrade stated that Hanoi will develop a publicly displayed planning document to help citizens and businesses understand the capital's development direction. This aligns with international experience in showcasing modern planning linked to a long-term development vision, minimizing the need for future adjustments and revisions, which is a very difficult task.
* On the morning of November 18th, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired the 22nd meeting of the National Steering Committee on combating illegal, unreported, and unregulated (IUU) fishing, connecting online with 21 coastal provinces and cities.

The Deputy Prime Minister emphasized the leading role of the Ministry of Agriculture and Environment in state management of fisheries, and requested relevant agencies to directly supervise and inspect to overcome delays in the implementation of assigned tasks. Regarding the national fisheries database, the Deputy Prime Minister directed the urgent completion of the project to build a synchronized, unified, interconnected, and shared national fisheries data system before December 31st.
The Deputy Prime Minister requested the Government Inspectorate to review all legal instruments and sanctions for handling administrative violations related to IUU fishing, select a number of localities for inspection and guidance to resolve 100% of outstanding cases... In the long term, localities need to assess the livelihood transformation for fishermen and build sustainable fisheries policies.
* On the afternoon of November 18th, Ms. Nguyen Thi Thanh, Member of the Central Committee of the Party and Vice Chairwoman of the National Assembly, received the high-level delegation of the Belarusian Women's Union led by Ms. Shpilevskaya Olga Aleksandrovna, President of the Union.

The Vice Chairwoman of the National Assembly highly appreciated the signing of the Memorandum of Cooperation between the Vietnam Women's Union and the Belarusian Women's Union, and the many coordinated programs; expressing confidence that this visit would be an opportunity for the two women's organizations to exchange valuable experiences on national development, especially gender equality and promoting the role of women.
The President of the Belarusian Women's Union emphasized the similarities between the two countries in their views on peace, mutual respect, and understanding; expressing confidence that, after the Vietnam Women's Union and the Belarusian Women's Union sign the cooperation agreement, both sides will actively promote bilateral relations in various fields, from economics and culture to social affairs.
