My school conducts experiential teaching and career guidance 3 periods/class, officially in the timetable, assigning 2 periods to the full-time teacher and 1 period to the homeroom teacher. The homeroom teacher's period is scheduled on Saturday morning, every month the homeroom teacher teaches 1 Saturday session - including 4 periods. In addition, the school still maintains 2 flag-raising and first-class activities periods each week, which means the homeroom teacher must add these 2 periods.
The flag-raising and homeroom classes are now “integrated” to teach experiential and career-oriented subjects. In addition, there is one separate class period taught according to the timetable. Therefore, the timetable of other schools no longer shows the flag-raising and class activities, but instead shows experiential and career-oriented classes.

Experiential and career guidance activities are compulsory educational activities in the 2018 General Education Program, built on separate topics and organized flexibly in terms of time and form, not necessarily fixed by period/week.
In the 2018 General Education Program, flag salute and class activities are two of the types of organization of Experiential and Career Guidance Activities; therefore, these two forms are not identical or confused with: The flag salute period at the beginning of the week of the whole school (organized by the school, launching competitions, honoring...); Class activities of an administrative nature - student management by the homeroom teacher.
Homeroom teachers do not necessarily have to organize this period strictly weekly, because each homeroom teacher is reduced by 4 periods/week to do homeroom work according to Circular No. 28/2009/TT-BGDDT, amended by Circular No. 15/2017/TT-BGDDT.
Official dispatch 5636/BGDĐT-GDTrH dated October 10, 2023 on developing teaching plans for the subjects of Natural Sciences , History and Geography, Experiential activities, and career guidance clearly stated: "The development of the timetable ensures flexibility (it is not required to divide the number of periods/week equally...)". It is not required to maintain a fixed 2 periods/week for class activities and flag salute activities as before, especially if these two periods are not included in the specific plan of experiential activities.
According to your letter, the school is implementing 3 periods/week for each class to carry out experiential and career guidance activities; in which 2 periods are undertaken by specialized teachers and 1 period is undertaken by the homeroom teacher, which is not wrong but is rigid and difficult to ensure the effectiveness required to be achieved according to the program.
