Perfecting the process of coordinating innovation in school governance

GD&TĐ - Decree 142/2025/ND-CP on the division of authority of two-level local authorities in the field of State management has assigned the Department of Education and Training to manage the personnel of the General School Council.

This is considered a remarkable step in the process of innovating school management, creating unity in personnel management in the whole industry. Previously, the Department of Education and Training was the agency assigned to be responsible for appointing, rotating, and transferring staff in the industry, so the organization of personnel in the School Council under the authority of the department was assessed as reasonable and consistent with its functions and tasks.

However, in reality, members of the School Board are not only people in theeducation sector, but also people outside the school. Among them, representatives of local authorities are an important component.

In recent times, in general schools, local representatives participating in the School Council have been quite diverse, such as heads and deputy heads of education-related departments of the District People's Committee (Department of Internal Affairs, Education and Training, Inspection, Finance, Construction), Vice Chairmen of wards/communes, etc.

In particular, if a member of the School Council is the Vice Chairman of the ward/commune, it often works effectively, because this person has a good grasp of the local situation, is closely involved in directing and coordinating, and connecting the school with the locality.

“Although they are only members, in terms of the government, they are Vice Chairmen of the People's Committee of the ward/commune. Even in the implementation, supervision, and when the principal has any difficulties implementing the resolution, they receive help, so the school's educational activities are more favorable,” a principal shared.

Although Decree 142/2025/ND-CP stipulates that the Department of Education and Training is responsible for authorizing the People's Committee at the commune level to perform one or several tasks and powers under the State management authority of education, many people wonder whether the department has the right to make decisions to direct officials not in the education sector such as commune officials to supplement members of the General School Council or not?

Especially now in the context of the recent merger of provinces, with increased workload, can the Department of Education and Training with limited staff and far from the base closely monitor the School Council members who are outside the school in each unit? The School Council personnel work changes quite frequently, and needs to be resolved promptly so as not to affect the management activities. So can the Department promptly direct and approve when the number of schools under management is very large?

The above concerns are understandable from the grassroots level. Because by creating a pluralistic management environment and increasing community participation in building and developing the school, the School Council has an important function in guiding the development of the organization.

The selection and timely approval of School Council members outside the school, especially local representatives, is a mandatory requirement. If local representatives participate in the School Council just to fill the number of members, the School Council's activities will be difficult to be effective and will be difficult to connect well with the locality.

For the School Council to truly be the highest body, helping the school develop, the participating members must ensure quality, in which, members outside the school, especially local representatives, must be those who can bring vitality from the outside into the school.

Therefore, in parallel with developing more public administrative tools to make the implementation of approval procedures more convenient and effective, it is necessary to consider perfecting coordination processes, especially between the Department of Education and Training and commune-level authorities and schools, to ensure the selection of the best and most timely personnel for school administration.
