Ho Chi Minh City Academy of Cadres achieves Level 1 standard after merger.

On the afternoon of May 20th, a delegation from the Ho Chi Minh National Academy of Politics, led by Associate Professor Dr. Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics, surveyed and assessed the Ho Chi Minh City Cadre Academy (after merger) to ensure it meets Level 1 standards.

During the inspection, Associate Professor Dr. Nguyen Van Y, Director of the Ho Chi Minh City Academy of Cadres (hereinafter referred to as the Academy), presented a summary of the results of building the Academy to meet Level 1 standards after the merger.

Proposal to expand the target group for intermediate-level political theory training.

Speaking at the meeting, Vice Secretary of the Ho Chi Minh City Party Committee Van Thi Bach Tuyet said that immediately after the merger, the Standing Committee of the City Party Committee directed the Academy to quickly stabilize the morale of its staff and lecturers, thoroughly address policies for those retiring under the prescribed regulations, and assign new personnel to positions that match their expertise and professional skills.

Simultaneously, the Academy is reviewing and streamlining its current organizational structure to ensure efficiency and effectiveness; focusing on training and developing commune-level officials to directly meet local requirements and tasks…

He emphasized that the Standing Committee of the City Party Committee regularly works with the Academy to promptly resolve difficulties and address the Academy's requests.

Regarding professional orientation, the City Party Committee continues to assign the Academy the highest priority to the task of training city officials; and assigns it additional tasks in research, consultation, and policy advice for the city.

Evaluating the current task of training cadres in Party and mass organizations, the leaders of the Ho Chi Minh City Party Committee acknowledged the positive changes made by the Academy in innovating teaching methods and strengthening practical situation-handling skills instead of just focusing on theoretical training.

Comrade Van Thi Bach Tuyet proposed that the Ho Chi Minh National Political Academy provide support in training and updating the Academy's teaching staff on new viewpoints and teaching methods.

The comrade pointed out the significant need for political theory training among key personnel in the city, such as: reporters and editors working for the City Party Committee's media agencies; team leaders of the Youth Union at primary and secondary schools; and youth assistant teachers at high schools.

According to him, these are individuals who need to be equipped with theoretical knowledge to better perform their professional duties, but are currently hindered by regulations on job title planning, preventing them from accessing intermediate-level political theory courses.

Based on that, the Deputy Secretary of the Ho Chi Minh City Party Committee suggested that the Ho Chi Minh National Political Academy research, consider, and propose solutions to remove obstacles in the mechanism, allowing for the expansion of the target group for intermediate-level political theory training to include these groups, based on the city's funding.

During the inspection, the working group also conducted a vote and recognized the Ho Chi Minh City Cadre Academy (after merger) as meeting Level 1 standards.

Prior to the merger, the Ho Chi Minh City Cadre Academy was recognized as meeting Level 1 standards in 2023; the Binh Duong Provincial Political School was recognized as meeting Level 1 standards in 2024. The Ba Ria - Vung Tau Provincial Political School is currently undergoing the review process.

Training grassroots officials in conjunction with addressing practical needs.

In his concluding remarks, Deputy Director of the Ho Chi Minh National Academy of Politics, Hoang Phuc Lam, congratulated the Academy on achieving Level 1 standard as stipulated.

Referring to the continued plan to merge the Ly Tu Trong Youth Union School and the City Development Research Institute into the Academy, Associate Professor Hoang Phuc Lam noted that the unit needs to proactively streamline its internal structure for efficiency, ensuring the highest goal is to effectively serve the training and development of cadres, civil servants, and public employees of the city.

Regarding financial institutions, the academy must coordinate with the Ho Chi Minh City Department of Finance to develop a suitable self-management plan. Associate Professor Hoang Phuc Lam noted that the academy should not pursue opening classes solely for economic gain , in order to ensure the quality of teaching and learning. Simultaneously, the academy's staff and lecturers must be exemplary, leading the way in building internal unity and actively embracing digital transformation in teaching.

Associate Professor Hoang Phuc Lam pledged that the Ho Chi Minh National Academy of Politics is ready to support training courses to further enhance the professional capacity of the Academy's lecturers.

Acknowledging the recommendations from Ho Chi Minh City, Associate Professor Hoang Phuc Lam affirmed his support for expanding the target group for intermediate-level political theory training and stated that he would propose this matter to the Central Government.

Associate Professor Hoang Phuc Lam also noted that the Academy focuses on innovating practical teaching methods, opening short-term training courses on weekends or evenings for officials in 168 communes, wards, and special zones.

The training content must directly address practical problems at the merged site, such as land management skills, public asset management, investment project management, and building "digital party branches"... in order to optimize the development resources of a large city.
