Specifically, Party committees and organizations should focus on implementing several key areas, such as effectively promoting and disseminating information about the role, position, requirements, and tasks of building and developing Party organizations and socio-political organizations in non-state-owned enterprises; and doing a good job of developing Party members who are skilled and reputable managers and workers within the enterprises.

The Standing Committee of the Hoi An City Party Committee requested the City Labor Union to take the lead and coordinate with relevant agencies to monitor the implementation of the Labor Code and the Trade Union Law; to promote guidance, propaganda, and mobilization of workers to comply well with the regulations of the law, internal rules, and regulations of enterprises; and to launch emulation movements in labor production and improve skills.

Simultaneously, effectively carry out the work of developing union membership and establishing grassroots trade unions in non-state enterprises in accordance with the law and the Charter of the Vietnam Trade Union; strive for 100% of enterprises with 25 or more employees to have a trade union organization.

The plan also aims for each grassroots trade union to annually recommend at least one outstanding union member—a skilled manager or employee with prestige within the enterprise—for the Party organization to consider, train, and admit into the Party.
