25th Meeting of the Standing Committee of the Provincial Party Committee

On the afternoon of May 26th, Comrade Phan Thang An, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, presided over the 25th meeting of the Standing Committee of the Provincial Party Committee , 20th term, 2025-2030.

Hearing reports on the progress of constructing multi-level boarding schools in border communes of the province; giving opinions on the draft Decision on establishing the Steering Committee for the construction of multi-level boarding schools for border communes of the province; the submission from the Provincial Party Committee's Internal Affairs Department requesting opinions on the draft Project of the Provincial Party Standing Committee on "Strengthening the leadership of Party committees at all levels in the work of receiving citizens, resolving complaints and denunciations in the political system at all levels of Cao Bang province in the period 2026 - 2030". Submissions from the Provincial Military Party Committee on: considering, giving opinions on, and issuing the Directive of the Provincial Party Standing Committee on organizing activities to commemorate the 80th anniversary of the traditional day of the provincial armed forces (April 15, 1947 - April 15, 2027); requesting consideration and signing of the Directive on organizing exercises in the provincial defense zone in 2026; Provide feedback on certain aspects of Party inspection, supervision, and disciplinary work.

Concluding the conference, Provincial Party Secretary Phan Thăng An basically agreed with the contents, drafts, and proposals presented at the conference. He requested that relevant agencies and units continue to carefully review the contents to ensure they are well-structured, comply with regulations, and are appropriate to the practical situation.

Regarding the issuance of the Provincial Party Standing Committee's Directive on leading and directing the implementation of the reorganization of villages and residential areas, and the arrangement, utilization, and policies for part-time officials at the commune, village, and residential area levels, relevant agencies and units are requested to fully incorporate the feedback, review and revise the wording to ensure accuracy and adherence to Conclusion No. 34-KL/TW of the Politburo , guaranteeing the direct and comprehensive leadership of the Party in the process of reorganizing the organizational structure and administrative units. The reorganization plan should carefully consider naming administrative units appropriately, flexibly handling special cases while ensuring stability and social consensus. The Party Committee, People's Committee, and relevant units should promptly finalize the draft document after incorporating the feedback and submit it for issuance as soon as possible.

Regarding the construction of multi-level boarding schools in border communes, the Provincial Party Secretary requested a thorough review of all reports, a frank assessment of limitations and difficulties, and lessons learned from the previous phase to avoid delays caused by inconsistent preparation, site surveys, mobilization of resources, and contractor coordination. It was agreed to establish a streamlined provincial-level Steering Committee, directly led by the Provincial People's Committee, minimizing intermediate levels. The Steering Committee must operate regularly, closely monitor progress, hold periodic meetings, and promptly address difficulties. All departments, agencies, and localities are required to focus intensely, treating this as a special construction campaign, working day and night, making the most of favorable weather conditions to accelerate progress; publicly disclosing progress at each milestone, and strictly controlling quality. During the implementation process, it is necessary to fully prepare the conditions for school operation, including: teaching staff, management staff, boarding students, dormitories, teaching equipment, water supply, electricity, transportation, and safety conditions, to avoid the situation where "the school is built but lacks personnel and equipment".

The request calls for enhanced coordination among various forces, including contractors, the military, police, and local authorities, to support construction at locations facing difficulties in terms of terrain, materials, and infrastructure. Simultaneously, it emphasizes the need to resolutely replace incompetent contractors who lack the necessary capabilities or violate project timelines. Relevant agencies are required to expedite disbursement and payment based on actual work completed, preventing backlogs and delays that could hinder project progress. Further efforts to raise public awareness and foster social consensus are also necessary. The Inspection Committee and relevant agencies are tasked with regularly inspecting, monitoring, and supporting the project to ensure transparency and efficiency.
