On December 12, at Hanoi National University of Education, the Ministry of Education and Training (MOET) held a conference to evaluate the socialization of textbook compilation in the 2018-2024 period. Deputy Minister Pham Ngoc Thuong chaired the conference.
Attending the conference were leaders of units under the Ministry of Education and Training, representatives of the Ministry of Information and Communications , leaders of 63 Departments of Education and Training and specialized departments under the Departments, and publishers participating in compiling and publishing textbooks.

For the first time, the most rigorous process in textbook compilation was implemented.
In the report assessing the socialization of textbook compilation, Director of the Department of PrimaryEducation Thai Van Tai said: Implementing the Resolutions of the Party, the National Assembly and the Government, for the first time textbooks were compiled in the form of socialization; the compilation and appraisal of textbooks were carried out according to a strict and methodical process.
Implementing the work of socializing textbook compilation, up to now, there are 7 publishing houses and 12 joint stock companies participating in the compilation and joint compilation of textbooks.
The socialization of textbook compilation has attracted a large number of editors-in-chief, editors-in-chief and authors, a total of 2,656 authors. The diverse structure of the author team includes experts, lecturers from universities, research institutes and for the first time, a team of general education teachers participating in textbook compilation, contributing to promoting the intelligence of teachers.

The authors who compile textbooks work in different regions. The textbooks are compiled with different approaches, suitable to the educational characteristics of each region, close to the teaching reality of the localities under the same general education program.
The socialization of the experimental teaching organization of textbook compilation organizations is evaluated as successful, the coordination between the Departments of Education and Training and textbook compilation organizations is good, the experimental area ensures coverage of different regions across the country. The number of experimental periods and the experimental organization process are guaranteed according to regulations. The feedback from the experimental teaching process and the teachers' comments have contributed significantly to making the textbooks more accurate in terms of materials and more suitable for the actual teaching conditions of the localities.
The compilation of socialized textbooks has ensured that all subjects and educational activities have textbooks compiled in a socialized manner, with each subject having at least 1 textbook and each subject having at most 10 textbooks, meeting the diverse needs of learners, suitable for socio-economic conditions and different teaching organization conditions between regions across the country.
Affirming that textbook appraisal is organized according to strict procedures stipulated in circulars, Director Thai Van Tai said that the Ministry of Education and Training has developed a set of standards and criteria for textbook evaluation to help evaluate textbooks objectively, fairly and accurately. For the first time, a large number of members have been mobilized to participate in the National Council for Textbook Appraisal, about 1,404 members, coming from universities, research institutes, academies and high schools from different regions and advising the Minister of Education and Training for approval.

The selection of textbooks is carried out according to strict procedures stipulated in circulars, respecting and promoting teachers' intelligence, creating conditions for teachers to proactively choose textbooks suitable to socio-economic conditions and teaching organization conditions in the locality. The process of selecting textbooks helps localities, educational management agencies and educational institutions to be more proactive and responsible for teaching and learning activities in their localities and educational institutions.
Many more individuals and organizations have been mobilized to participate in publishing textbooks. Competition helps to promote innovation and creativity among publishers, organizations and individuals, thereby improving the quality of textbooks and helping to reduce the cost of textbooks. Publishers also have programs to donate textbooks and shared bookshelves to help reduce difficulties for students in difficult circumstances.
Socialization of textbook compilation is the right policy and needs to continue to be implemented.
From the practical implementation of the socialization of textbook compilation in the past time, representatives of leaders of Departments of Education and Training and publishers exchanged and shared experiences, implementation methods, difficulties that need to be further resolved and proposed solutions to continue implementation in the coming time.
One of the assessments emphasized by many Departments of Education and Training and publishers is the close, timely and responsible direction of the Ministry of Education and Training with a "new, difficult and complicated" task in the recent period. "Socialization of textbooks is the right policy and needs to continue to be implemented" is also affirmed in many opinions.

According to Mr. Nguyen Ba Cuong, Director of the Pedagogical University Publishing House, the entire education sector from central to local levels has made great efforts to participate in this work. “Representing the Pedagogical University Publishing House and in my personal capacity, I can affirm that the policy of socializing textbooks is extremely correct, and it is necessary to continue implementing this policy because it has been put into practice, affirming its practicality and effectiveness,” Mr. Nguyen Ba Cuong shared.
Emphasizing the importance of the team of authors, as well as the strict assessment work in compiling textbooks, Mr. Le Hoang Hai, Deputy General Director of Vietnam Education Publishing House, said that the Director of Vietnam Education Publishing House has mobilized nearly 1,000 authors to participate in compiling textbooks with experienced experts, university lecturers, scientists, and teachers.
With the close direction of the Ministry of Education and Training and functional units, Vietnam Education Publishing House has completed 2 sets of books, with 485 textbooks approved by the Minister of Education and Training.
Appreciating the initiative and responsibility of the Ministry of Education and Training in issuing directives and instructions, Director of the Department of Education and Training of Quang Nam province Thai Viet Tuong shared that the Ministry of Education and Training has provided specific instructions through detailed documents with clear functions and tasks from the Ministry, to the People's Committees of the provinces, the Departments of Education and Training, educational institutions, and publishers, so that units can easily implement them.

“The Ministry of Education and Training has promptly adjusted and overcome the limitations and shortcomings arising during the implementation process; the approval and publication of textbook lists have been improved in a more timely manner; the organization of book introductions by publishers has also been more timely and of better quality... demonstrating the closeness of the Ministry of Education and Training in listening to the grassroots as well as public opinion on this issue,” said the Director of the Quang Nam Department of Education and Training.
Regarding the selection of textbooks, Mr. Thai Viet Tuong said that Quang Nam province has always proactively studied the documents and instructions of the Ministry, and has issued detailed instructions for the implementation of the facilities; directed the reading and research of textbooks in full, serious and quality; respected the proposals of educational institutions in selecting textbooks. Therefore, the results of textbook selection are always consistent with the proposals of educational institutions, without errors, and are highly appreciated and agreed by society.
Affirming the outstanding advantage of implementing a program with many textbooks is to create many approaches to teaching content for teachers and students, creating conditions for teachers to promote initiative and creativity in implementing teaching methods, testing and evaluation to develop students' qualities and abilities, Deputy Director of the Department of Education and Training of Nam Dinh province Bui Van Khiet said that teachers and students have many choices of textbooks suitable for the teaching and learning process and conditions.

According to Mr. Bui Van Khiet, the competitive prices of textbooks have ensured optimal benefits for students; there is no longer a monopoly in publishing textbooks, thereby improving and perfecting the quality of textbooks.
More importantly, according to the Deputy Director of the Department of Education and Training of Nam Dinh province, implementing a program with many textbooks helps teachers and educational managers change their thinking and understand correctly that "the new program is a law, textbooks are only reference materials in the teaching process, only for guidance" thereby being more proactive, creative and flexible in directing, organizing and implementing the 2018 General Education Program.
Discussing the work of distributing textbooks in a locality with difficult economic and travel conditions like Ha Giang, Mr. Nguyen Ngoc Son, Deputy Head of the Secondary Education Department, Department of Education and Training of Ha Giang province, said that the Department of Education and Training has strictly implemented the regulations of the Ministry of Education and Training, guided schools in choosing textbooks, and coordinated well with textbook suppliers in the province to support parents.
For many families who have to wait for support and are not proactive in registering for textbooks, the Department of Education and Training will work with schools to ensure that there are enough textbooks for students. At the same time, it will mobilize sponsors, organizations and individuals to donate textbooks to areas with special difficulties.

As an area with a large number of students, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, shared that the distribution of textbooks in Ho Chi Minh City is actively coordinated by educational institutions with many textbook suppliers, promptly meeting the demand for statistics on quantity and ensuring the supply progress before the new school year begins.
Great determination, complete well a new, difficult, complex task
Concluding the conference, Deputy Minister Pham Ngoc Thuong assessed: In the past time, with great determination, sense of responsibility, high professional qualifications, participating subjects such as managers, teachers, publishers... have successfully completed the work of socializing textbook compilation - a new, difficult, complicated, and sensitive task.
According to the Deputy Minister, despite the challenges, up to now, the socialization of textbook compilation has achieved remarkable results. The entire sector has seriously implemented the Resolutions of the Party, the National Assembly, and the Government; thereby affirming that the policy of socialization of textbook compilation is completely correct.
The Ministry of Education and Training has issued a system of legal documents regulating, guiding, and organizing the compilation of textbooks, organizing the appraisal of textbooks, selecting textbooks, and documents guiding the training and fostering of teachers in using textbooks to serve the innovation of programs and textbooks... During the implementation process, always listen to promptly make close and thorough adjustments.
The process of socializing textbook compilation has attracted many agencies, units and organizations to participate in the compilation. Authors participating in textbook compilation have increased in both quantity and quality. The number of authors with academic titles and degrees from doctorate and above accounts for nearly 3/4 of the total number of authors.

“In particular, for the first time, the compilation of textbooks has attracted teachers who are teaching at general schools to participate in the compilation. This is also an opportunity to improve the quality of general school teachers,” said the Minister.
Referring to the appraisal process with very strict, thorough and scientific steps "implemented for the first time", the Deputy Minister affirmed that the appraisal work was carried out seriously and effectively; receiving high appreciation from scientists and experts through each appraisal.
Textbooks are selected in accordance with the socio-economic characteristics of the locality and the conditions for organizing teaching and learning at educational institutions; the socialization of textbook compilation has achieved results in terms of expertise, economic efficiency and social efficiency, receiving high consensus; raising awareness of textbook compilation, not only in the education sector, but also for the whole society... are also important results recognized by Deputy Minister Pham Ngoc Thuong.
To continue to do better the "new, difficult" work of socializing textbook compilation, Deputy Minister Pham Ngoc Thuong requested the Department of Secondary Education to coordinate with relevant departments and bureaus to synthesize opinions at the conference and report to the Ministry's leaders for absorption, direction, and appropriate adjustment.
Regarding publishers, the Deputy Minister suggested continuing to review the stages related to textbook compilation under their authority and functions; saving intermediate stages, diversifying the stages of distribution so that textbooks reach students and teachers correctly, sufficiently, promptly, with quality, and at reasonable prices; enhancing social responsibility, supporting textbooks for students in disadvantaged areas, remote areas, ethnic minorities, and areas affected by natural disasters, etc.
For teacher training institutions, the Deputy Minister emphasized the output requirements for pedagogical students regarding high adaptability and foreign language proficiency.
The Deputy Minister requested the Departments of Education and Training to continue to raise awareness of managers and teachers about educational innovation in general and textbook compilation in particular. The Departments of Education and Training should focus on directing management and teaching work to ensure quality. At the same time, they should continue to coordinate better with publishers, promptly advise the Provincial People's Committee in approving the list of textbooks, and organize the selection of textbooks well.
