26th Conference of the Provincial Party Committee Executive Board, 20th Term

On the afternoon of June 25th, the Executive Committee of the Provincial Party Committee, 20th term, held its 26th meeting. Comrades Nguyen Anh Tuan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation to the National Assembly; Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; and Vuong Quoc Tuan, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, presided over the meeting.

In her opening remarks, the Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, Nguyen Huong Giang, emphasized: The 26th Conference of the Provincial Party Committee's Executive Committee, 20th term, is taking place amidst a complex and unpredictable global situation, and significant changes domestically and within the province (the US tariff policy; armed conflicts; the implementation of the reorganization of the administrative apparatus and units according to the two-tiered local government model, which will come into operation on July 1, 2025…), presenting both opportunities and intertwined difficulties and challenges. Given the demands of the tasks at hand, she urged all comrades to uphold their sense of responsibility, focus on researching, discussing, analyzing, and clarifying the subjective and objective causes, contribute ideas, and concentrate on comprehensively completing all socio-economic development tasks. Maintaining national defense and security, and successfully building the Party and socio-political system in the last six months of 2025 (after the merger of Bac Ninh and Bac Giang provinces into the new Bac Ninh province) will create a foundation for the successful organization of the new Bac Ninh Provincial Party Congress for the 2025-2030 term.

Ms. Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, delivered the opening remarks at the conference.

The conference adopted reports on the results of work in the first six months of the year and tasks for the last six months, covering: the implementation of political tasks; the implementation of the public investment plan; and the implementation of the state budget estimates. It also heard presentations on the explanation of the 2024 budget settlement; reports on the results of implementing the overall environmental protection plan for Bac Ninh province for the period 2019-2025; the results of three years of implementing Resolution No. 52-NQ/TU dated March 18, 2022, of the Provincial Party Committee on the digital transformation of Bac Ninh province by 2025, with orientation to 2030; and provided feedback on 15 reports and presentations in various fields.

In the first six months of 2025, the Provincial Party Committee focused on leading, directing, disseminating, and seriously implementing the resolutions, directives, and conclusions of the Central Committee and the province. The focus was on Announcement No. 119-TB/TW of General Secretary To Lam at the working session with the Bac Ninh Provincial Party Committee; Resolution No. 60-NQ/TW of the Central Committee of the Party, and the conclusions of the Politburo and the Secretariat on streamlining the organizational structure for efficient and effective operation. As a result, the economy showed many positive signs: GRDP increased by 9.18% compared to the same period in 2024; industrial production recovered and showed high growth, with the Industrial Production Index (IIP) increasing by 10.46% compared to the same period; total retail sales of goods and service revenue increased by 20.7%. The New Rural Development Program has been implemented vigorously, and to date, 100% of communes and districts have completed the task of building new rural areas.

Investment promotion and attraction activities continued to be intensified; for the first time, a mechanism for streamlining and shortening the processing time for documents and procedures was applied to achieve an 8% growth target; FDI attracted six times the registered capital; domestic investment attracted 20 times the registered capital; state budget revenue was estimated at 23,210 billion VND, reaching 60% of the projected target, an increase of 50.8% compared to the same period. Planning management received attention, focusing on accelerating the completion of the revised Bac Ninh Provincial Planning documents for the period 2021-2030, with a vision to 2050; land resource and environmental management was decisively directed, especially the handling of environmental pollution in craft villages; and Resolution No. 57 of the Politburo was seriously and effectively implemented…

Cultural, artistic, and sports activities are organized in diverse ways, meeting the cultural and spiritual needs of the people. The quality of advanced education continues to affirm its top position nationwide (81 out of 86 candidates won national-level excellent student awards, including 12 first prizes, leading the country; 1 gold medal in the Asian Physics Olympiad). Concluding the conference, Provincial Party Secretary Nguyen Anh Tuan affirmed that the achievements in the first six months of the year are an important foundation, source of confidence, and motivation for the Bac Ninh Provincial Party Committee (after the merger) to lead and direct the implementation of the two-tiered local government model. Regarding tasks and solutions for the last six months of 2025, he requested that Party committees and governments at all levels closely follow the directives of the Central and Provincial authorities in all aspects of Party building and the political system, ensuring effectiveness and efficiency; uphold the spirit of exemplary conduct, responsibility, and a firm stance in implementing the organizational restructuring, avoiding half-hearted work and personal gain, ensuring effective, efficient, and effective operation; and continue to spread the spirit of innovation to localities and specialized agencies. Focus on directing the completion of the Party Congresses at the grassroots level; and prepare well the documents for the Party Congresses at all levels for the 2025-2030 term. Accelerate the implementation of key projects (Ring Road 4, Gia Binh Airport, and the road connecting Gia Binh Airport to Hanoi); continue to effectively implement the "Green Channel" mechanism, prioritizing the handling of key projects with a wide-ranging impact; pay attention to directing the high school graduation exam to ensure quality and safety; strengthen the capacity of the health system and the quality of medical examination and treatment services; effectively implement social welfare policies and take care of the material and spiritual lives of the people.
