Review meeting on the draft resolution of the Provincial People's Council.

(Baoquangngai.vn) - On the morning of April 16th, Mr. Vo Thanh An, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of Quang Ngai province, and Mr. Nguyen Ba Minh, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Ngai province, chaired a conference to review the draft Resolution of the Provincial People's Council on "Regulations on the collection rates, collection methods, and management of fees for issuing land use right certificates and certificates for assets attached to land in Quang Ngai province".

Representatives from the Provincial Department of Natural Resources and Environment exchanged views at the conference.

At the conference, representatives from the Department of Natural Resources and Environment presented a brief report on the implementation of Resolution No. 08/2021/NQ-HĐND dated March 12, 2021, of the Provincial People's Council, which stipulates the collection rates, collection methods, management, and use of fees for issuing land use right certificates, house ownership certificates, and certificates for assets attached to land in the province; and the draft Resolution on "Regulations on the collection rates, collection methods, management, and use of fees for issuing land use right certificates and certificates for assets attached to land in Quang Ngai province." Delegates agreed that the Provincial People's Council's issuance of a new Resolution to replace Resolution 08 is appropriate given the current socio -economic situation. Delegates specifically requested that the drafting agency clearly state the payment methods, collecting agencies, and payment accounts to facilitate payment for organizations and individuals. Maintaining the previous fee levels and reducing the fee by 50% for administrative procedures conducted through online public services, as outlined in the draft Resolution, is appropriate in order to encourage organizations and individuals to utilize online public services.

Delegates contributed their opinions at the conference.

The delegates also suggested that the drafting agency should further clarify specific cases of fee exemption and reduction for each category, in order to prevent arbitrary abuse of exemptions and reductions. Adding ethnic minority people in particularly difficult areas as an exemption category is appropriate given their economic conditions.

Vo Thanh An, Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of the province, delivered a speech at the conference.

Speaking at the conference, the Head of the Provincial Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of Quang Ngai province, Vo Thanh An, stated that the draft Resolution of the Provincial People's Council on "Regulations on the collection rates, collection methods, and management of fees for issuing land use right certificates and certificates for assets attached to land in Quang Ngai province" is closely related to the rights and interests of organizations and people. Therefore, the Standing Committee of the Vietnam Fatherland Front Committee of Quang Ngai province fully accepts the contributions of the delegates attending the meeting. The Democracy and Law Committee of the Vietnam Fatherland Front Committee of Quang Ngai province needs to compile all the contributions of the delegates and send them to the drafting agency for further study and completion of the draft before submitting it to the competent authority for promulgation of the resolution.
