(Baoquangngai.vn) - On the morning of April 16, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Vietnam Fatherland Front Committee Vo Thanh An and Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Ba Minh chaired the Conference to review the draft Resolution of the Provincial People's Council on "Regulations on collection rates, collection, payment and management of fees for granting certificates of land use rights and assets attached to land in Quang Ngai province".

At the conference, representatives of the Department of Natural Resources and Environment briefly reported on the implementation results of Resolution No. 08/2021/NQ-HDND dated March 12, 2021 of the Provincial People's Council stipulating the collection rates, collection, payment, management and use of fees for granting certificates of land use rights, house ownership rights, and assets attached to land in the province; Project and draft Resolution "Regulating the collection rates, collection, payment and management of fees for granting certificates of land use rights, assets attached to land in Quang Ngai province". Delegates said that the Provincial People's Council's issuance of the Resolution replacing Resolution 08 is suitable for the current socio -economic situation. In particular, delegates requested that the drafting agency should clearly state the payment method, collection agency and payment account for organizations and individuals to conveniently pay money. Keeping the previous collection rate unchanged and reducing the fee by 50% when performing administrative procedures through online public services in the draft Resolution is appropriate to encourage organizations and individuals to perform online public services.

Delegates also suggested that the drafting agency should clarify specific cases of exemption and reduction of fees for each subject, in order to avoid arbitrary abuse of exemption and reduction. The addition of exemption for ethnic minorities in particularly difficult areas is consistent with the economic conditions of the people.

Speaking at the conference, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Vietnam Fatherland Front Committee Vo Thanh An said that the draft Resolution of the Provincial People's Council on "Regulations on collection rates, collection, payment and management of fees for granting certificates of land use rights and assets attached to land in Quang Ngai province" is closely related to the interests of organizations and people. Therefore, the Standing Committee of the Provincial Vietnam Fatherland Front Committee fully accepts the comments of the delegates attending the meeting. The Democracy - Law Committee of the Provincial Vietnam Fatherland Front Committee needs to fully synthesize the comments of the delegates and send them to the drafting advisory agency to study, supplement and complete the draft to submit to the competent authority to issue the resolution.
