In 2025, administrative reform continued to receive strong leadership and direction from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee. Provincial levels and sectors focused on implementing a comprehensive range of solutions regarding institutional and administrative procedure reform, organizational restructuring, improving the quality of cadres, civil servants, and public employees, and promoting digital transformation in the operations of state agencies. As a result, many targets achieved positive results. The average reduction in processing time for administrative procedures reached 33.23%; the rate of timely and early processing of applications reached 98.86%. Areas such as administrative procedure control, implementation of the one-stop shop and integrated one-stop shop mechanisms, decentralization and delegation of authority in state management, and investment attraction were assessed as having made significant progress. Survey results showed that over 90% of respondents affirmed they did not encounter situations where officials or civil servants caused inconvenience, harassment, or required them to pay fees outside of regulations.

According to the Department of Internal Affairs' report, Lai Chau province's PAR INDEX in 2025 reached 85.51 points, a decrease of 0.46 points compared to 2024. Specifically, the assessment score reached 60.24/68.0 points (88.59%), an increase of 0.14 points, while the sociological survey score reached 25.27/32.0 points (78.96%), a decrease of 0.6 points compared to 2024. Compared to 2024, 3 out of 8 component indices increased in score; 5 out of 8 component indices decreased, with the administrative procedure reform component index showing the largest decrease of 1.77 points.
The average administrative reform index for departments and agencies in 2025 reached 85.57%, an increase of 8.82% compared to 2024 (76.75%). Three out of 15 units were rated excellent, and 12 out of 15 units were rated good. Overall, administrative reform showed positive and consistent progress across many areas. Four out of eight areas assessed for administrative reform in departments and agencies scored above 90, while three out of eight scored below 80%.
Regarding the SIPAS index results for citizens' satisfaction with the services of state administrative agencies, Lai Chau province achieved 77.92%, a decrease of 3.59% compared to the previous year. Specifically, the index for policy development and implementation reached 78.51%, a decrease of 2.98%; and the index for public administrative service delivery reached 77.07%, a decrease of 4.47%.

At the conference, delegates focused on discussing, analyzing, and clarifying the reasons for the decline in scores of some component indicators, especially those related to administrative reform and citizen satisfaction. Based on this, they proposed numerous solutions to improve the effectiveness of administrative reform, enhance service quality, and better meet the needs of citizens and businesses.

Concluding the conference, Comrade Ha Quang Trung – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee – emphasized that the province's PAR INDEX and SIPAS results for 2025 are still low and have not met the set requirements. The SIPAS index decreased by 3.59% compared to 2024, indicating low public satisfaction with the services provided by the two-level local government. To create significant improvements in 2026, he requested that departments, agencies, and localities urgently review the criteria and component indices that have seen a decline in scores; develop specific solutions to address these issues, and hold leaders accountable for the results achieved. Simultaneously, focus on improving the quality of administrative procedures, promoting digital transformation, enhancing the efficiency of online public service delivery, and using the satisfaction of citizens and businesses as a measure of the effectiveness of state administrative agencies.
