This morning, December 18th, the Steering Committee for summarizing Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam and reorganizing the political system's apparatus in Quang Tri province (the Steering Committee) held a briefing conference to inform about the conclusions of the first meeting of the Steering Committee and to discuss some contents for implementation in the coming period.

The operation has ended, and several departments and agencies have been merged.
At the conference, Phan Van Phung, Head of the Provincial Party Committee's Organization Department and Deputy Head of the Standing Committee of the Steering Committee, informed that, based on the guidance of the Central Steering Committee and the local reality, in the meeting on November 13, 2024, the Provincial Steering Committee unanimously agreed on the direction and plan for reorganizing the organizational structure within the provincial political system.
Accordingly, for Party committees, Party organizations, and Party agencies, research should be conducted on merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. Research should also be conducted on terminating the operations of 8 Party groups (Provincial People's Council, Provincial Vietnam Fatherland Front, Provincial Women's Union, Provincial Federation of Labor, Provincial Farmers' Association, Provincial Veterans' Association, Provincial Literature and Arts Association, Provincial Union of Science and Technology Associations); 3 Party committees (Provincial People's Committee, Provincial People's Procuracy, Provincial People's Court); and terminating the operations of the Party Committee of the Provincial Agencies and Enterprises Bloc.
Two Party Committees were established directly under the Provincial Party Committee, including: the Party Committee of Party and mass organization agencies, the Provincial People's Council, and the Provincial Justice Department, comprising Party organizations in advisory and support agencies and public service units of the Provincial Party Committee; the Provincial People's Council; the Fatherland Front ; political and social organizations; the Provincial People's Procuracy; the Provincial People's Court; and mass organizations assigned tasks at the provincial level by the Party and the State.
The provincial Party Committee of the government includes Party organizations in specialized agencies and public service units under the Provincial People's Committee; some central government agencies located in the province; and some state-owned enterprises (other enterprises are transferred to be directly under the district-level Party committees).
The structure and number of the Executive Committee, Standing Committee, secretary, and deputy secretary; and the number of advisory and support agencies of the two Party committees will be studied in accordance with the central government's guidelines, but with careful consideration and adjustments to suit the scale, nature, functions, and tasks of each Party committee.
The study concludes the operation of the Provincial Health Protection and Care Board, transferring its functions and responsibilities to the Provincial Party Committee's Organization Department, the Department of Health, and the Provincial General Hospital.

For departments and agencies under the Provincial People's Committee, consider ending the operations of the Department of Labor, War Invalids and Social Affairs; transferring the state management functions regarding labor, wages, employment, war invalids, occupational safety and health, social insurance, and gender equality to the Department of Internal Affairs; transferring the state management functions regarding vocational education to the Department of Education and Training; transferring the state management functions regarding social protection, children, and prevention of social evils to the Department of Health; and transferring the poverty reduction function to the Ethnic and Religious Affairs Committee.
Eight departments were merged: the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology. The names of the merged departments will follow the Government's decree. The Provincial Religious Affairs Committee, currently under the Department of Internal Affairs, was transferred to the Provincial Ethnic Affairs Committee, establishing the Ethnic and Religious Affairs Committee.
For district, town, and city Party committees, research and proposals for restructuring and streamlining the organizational apparatus should be similar to those at the provincial level. For public service units and associations assigned tasks by the Party and State, although not included in the central government's guidelines, the Steering Committee has also set the task of researching and proposing restructuring and streamlining of the organizational apparatus in accordance with the central government's directives.
The Provincial Steering Committee is expected to finalize the plan for reorganizing the provincial political system before January 15, 2024, to report to the Provincial Party Standing Committee and the Provincial Party Committee.
At the conference, Acting Chairman of the Provincial People's Committee Ha Sy Dong provided information on the progress of implementing the plan to reorganize government agencies; leaders of departments, branches, and localities also reported on the progress of implementation and proposed plans to streamline the organizational structure in their respective organizations and units according to the conclusions of the Steering Committee.
High determination and great effort to complete the project on schedule.
In his concluding remarks, Provincial Party Secretary Nguyen Long Hai emphasized that the central government has issued decisive directives, so the province must demonstrate high determination and make the utmost effort to complete the project on schedule. Every organization, every official, and every Party member must participate and work together with a spirit of dedication to the common task and the development of the homeland and the country. It is necessary to unify understanding that restructuring must be linked to streamlining, ensuring efficient, effective, and effective operation.

"General Secretary To Lam emphasized that this is a revolution, not only in organization but also in awareness; not just a change in the number of agencies and units, but the goal is to improve the quality of the organizational structure of the political system."
This requires the province to simultaneously carry out many tasks, including reviewing and streamlining the administrative apparatus, and arranging and assigning the right personnel to the right jobs, ensuring they possess the necessary qualities and capabilities to meet the requirements of their tasks. This is an ongoing task, not only for agencies subject to restructuring according to the central government's direction, but also for continued research throughout the entire political system,” affirmed Provincial Party Secretary Nguyen Long Hai.
The Provincial Party Secretary requested that departments, agencies, and localities do a good job of propaganda, political work, and ideological work to create the highest level of consensus and unity. The heads of agencies and units subject to restructuring must set an example and accept sacrificing their own interests if they are not offered suitable positions. At the same time, they must spread this spirit and responsibility to the cadres, civil servants, and Party members under their authority.
Organizations, units, and localities are urged to promptly direct the implementation of tasks, adhering closely to the viewpoints, policies, principles, orientations, and roadmaps of the central government, the Provincial Party Standing Committee, and the Provincial Steering Committee. For matters that do not require waiting for central or provincial directives, proactive and determined action should be taken.
Party organizations will set an example, implementing the restructuring first, followed by other agencies and units, ensuring a scientific and unified roadmap. For the government sector, due to the larger number of agencies subject to restructuring compared to other sectors, the Party Committee of the Provincial People's Committee is requested to focus its efforts to ensure overall progress.
The Provincial Party Committee's Organization Department – the standing agency of the Steering Committee – is requested to preside over, monitor, and guide agencies, units, and localities in the implementation process; proactively advise on the arrangement and placement of cadres under the management of the Provincial Party Standing Committee; and promptly report to the Steering Committee any issues arising in practice.
