In addition, the 20th Party Congress of the General Department's Agency was successfully and exemplarily organized; the combat readiness duty system was strictly maintained and implemented; and the building of a regular and disciplined management system was promoted. Training and inspections of regulations, physical fitness, and live firing achieved high results and absolute safety. Guidance was provided to agencies and units to review and report on proposals for organizational structure towards a lean, efficient, and strong force; the decision to establish a symphony orchestra was implemented on schedule. Simultaneously, the review of requests for recruitment, transfer, selection, salary increases, promotion, and transfer of military personnel was carried out according to principles; and the management and use of national defense land was strictly and appropriately implemented.

Law enforcement agencies have closely followed political tasks and practical issues, conducting inspections, investigations, verifications, and resolving cases objectively and in accordance with the law. Functional agencies and units have actively researched and coordinated the development and implementation of the Digital Ecosystem Project and databases serving the digital transformation of Party and political work. Administrative reform and digital transformation within the General Political Department have made significant progress. Simultaneously, regulations on education, training, and management of trainees have been strictly implemented; directives, orders, and regulations on logistics, technical, financial, economic activities, and material reserves and equipment have been strictly enforced to promptly meet the needs of combat readiness and regular and unexpected tasks. The work of nurturing, managing, caring for, and protecting the health of soldiers has been carried out effectively. Major General Tran Ngoc Anh, Deputy Secretary of the Party Committee of the General Political Department, and Director of the Political Department, launched the Emulation Movement for Victory in 2026 within the General Political Department.

After listening to the report, the delegates discussed and focused on evaluating, analyzing, and clarifying the outstanding results; pointing out existing shortcomings and limitations, stating the objective and subjective causes, and supplementing and proposing many solutions to help the General Political Department successfully complete its regular and extraordinary tasks in 2026.

In his address to the conference, General Nguyen Trong Nghia summarized and emphasized the outstanding results achieved by the General Political Department in 2025; acknowledging and commending the efforts, determination, innovation, and creativity in the emulation of successfully completing tasks by the agencies, units, and each officer, employee, and soldier within the General Political Department.

On behalf of the President of Vietnam, General Nguyen Trong Nghia presented the Third-Class Order of National Defense to individuals who achieved outstanding results in performing their duties in 2025.

Regarding the key directions and tasks for 2026, General Nguyen Trong Nghia requested that the General Political Department play a central role and innovate its thinking in strategic planning on Party and political work within the Army. He emphasized strengthening research and thoroughly understanding the main tasks and functions of the agency to proactively direct, advise, and propose solutions to maintain and strengthen the Party's leadership over the Army, and build a politically strong Army. Alongside this, he stressed the importance of building the character, stance, motivation, attitude, and responsibility of each officer and Party member; and fostering unity and cohesion within each agency and unit.

General Nguyen Trong Nghia presented the flag of the Ministry of National Defense to collectives with outstanding achievements in the Emulation Movement for Victory in 2025.

General Nguyen Trong Nghia requested that Party committees, agencies, and units quickly put the resolutions, programs, and plans of the Party congresses at all levels into practice; and effectively carry out self-criticism and criticism. He also urged proactively improving the quality of coordination between the General Department's agencies and central ministries and departments, agencies of the Ministry of National Defense, and between agencies and units within the General Department to effectively carry out assigned tasks.

At the same time, continue to focus on building strong, comprehensive, "exemplary and outstanding" agencies and units, linked with building clean and strong Party organizations. Agencies and units need to continue to improve the quality of implementing regulations and procedures, and adhering to discipline; accelerate administrative reform, breakthroughs in science and technology, and digital transformation in a substantive way; and strictly manage weapons, equipment, and national defense land.

In addition to the above points, General Nguyen Trong Nghia noted that agencies and units need to focus on doing a good job in logistics and technical support, paying attention to and ensuring a good material and spiritual life for the troops. In particular, they should concentrate on effectively implementing investment and basic construction projects, ensuring good progress, quality, aesthetics, and strict compliance with the law and regulations of the Ministry of National Defense.

Lieutenant General Do Xuan Tung presented awards to collectives and individuals who have achieved many accomplishments in building a culturally advanced unit and fulfilling their professional duties.

At the conference, the leaders of the General Political Department awarded commendations to collectives and individuals who had achieved outstanding results in performing their duties and in the Emulation Movement for Victory in 2025. Prior to this, the conference launched the Emulation Movement for Victory in 2026 within the General Political Department with the theme "Unity, Discipline, Breakthrough, Creativity, and Victory," and the overarching guiding principle: Strengthening unity, maintaining discipline, resolutely achieving breakthroughs, innovating, and successfully completing tasks.
