The industry and trade sector lays the foundation for accelerating and breaking through in the new phase.

On the morning of December 18th, the Party Committee of the Ministry of Industry and Trade held a conference to summarize Party work in 2025 and implement tasks for 2026. The conference took place in a special context: the first year of implementing the comprehensive leadership model of the Party committee, and also the final year of the 13th Party Congress term, a year of accelerated preparation for the 14th Party Congress and a new phase of national development.

In his opening remarks, Member of the Central Committee of the Party, Secretary of the Party Committee, and Minister of Industry and Trade Nguyen Hong Dien emphasized: 2025 is the first year of implementing the model of comprehensive leadership by Party committees in all aspects of political work, and it is also the final year of the 13th Party Congress term.

In this context, alongside fundamental advantages, the Ministry of Industry and Trade also faces numerous difficulties and challenges. However, with a high sense of responsibility, the Party Committee and the leadership of the Ministry of Industry and Trade have focused on decisive leadership and direction, thereby achieving many important results and outstanding achievements, leaving a clear mark not only on 2025 but also on the entire term, leaving valuable lessons learned in leadership, direction, and organization of the industry's political tasks.

Presenting the report summarizing the Party's work in 2025 and outlining the tasks for 2026, Mr. Phan Van Ban, Deputy Secretary of the Party Committee of the Ministry of Industry and Trade, stated that, based on a thorough understanding of the resolutions of the Party, the National Assembly, and the directives of the Government and the Prime Minister, the Party Committee of the Ministry has led the industry and trade sector in flexibly and effectively implementing key tasks, making important contributions to the socio-economic development of the whole country.

In 2025, institutional building and improvement continued to be a highlight. The Ministry of Industry and Trade advised on, submitted, and had approved many important laws and resolutions such as the Law on E-commerce, the Law amending the Law on Economical and Efficient Use of Energy, and the Law on Chemicals; especially Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security.

The major balances of the economy are ensured, especially energy security. Many key power generation and grid projects have been accelerated, making Vietnam's power system the leading system in ASEAN and among the top 20 largest power systems in the world. Industrial production has recovered strongly, with the industrial production index estimated to increase by 9.5%, the highest level since the COVID-19 pandemic.

Total import and export turnover reached approximately US$920 billion, placing Vietnam among the top 15 trading economies in the world. The domestic market continued to be a pillar of support with a growth rate of around 9-10%, while e-commerce surpassed US$31 billion, ranking among the fastest-growing globally. Simultaneously, international economic integration and trade defense measures were implemented in a coordinated manner, contributing to an effective response to external tariff measures and protecting the legitimate interests of Vietnamese businesses.

At the conference, Mr. Tran Quang Huy, Head of the Party Committee's Organization Department and Director of the Personnel and Organization Department, clearly stated the advisory role in reorganizing the organizational structure in line with the two-tiered local government model. Accordingly, the Ministry of Industry and Trade has completed the drafting and submission to the Government of Decree No. 40/2025/ND-CP, which stipulates the functions, tasks, powers, and new organizational structure of the Ministry, reducing the number of departments by more than 21%. In particular, the closure of the General Department of Market Management and the reorganization of public service units have been implemented synchronously and systematically.

"The new system will go into operation immediately, without disrupting work or affecting citizens and businesses," Mr. Tran Quang Huy affirmed, while emphasizing the importance of doing a good job in ideological work and personnel policies to create high consensus throughout the sector.

Another important highlight at the conference was the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and digital transformation. According to Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation, and Industrial Promotion, the Ministry's Party Committee has issued comprehensive implementation plans, established a Steering Committee chaired by the Minister, and strengthened the Ministry's Council for Science, Technology, and Innovation.

Many outstanding achievements have been recorded; including the National Assembly's approval of the E-commerce Law, the development of the Key Industries Law, and the completion of policies to promote supporting industries, manufacturing industries, and digital transformation. The Ministry of Industry and Trade has also risen to the top among ministries and sectors in terms of serving citizens and businesses, providing 168 comprehensive public services.

However, Ms. Nguyen Thi Lam Giang stated that the implementation of science, technology, and innovation still faces certain limitations, requiring continued prioritization of resources, increased accountability of leaders, and implementation in the spirit of "Discipline - Resources - Results" in the future.

The conference also acknowledged the initial results in implementing Resolution No. 68-NQ/TW of the Politburo on the development of the private economy. Mr. Bui Huy Son, Director of the Planning, Finance and Enterprise Management Department, stated that the Party Committee of the Ministry had quickly concretized the resolution with an action plan and implementation program of the Ministry. The focus is on shifting strongly from a management mindset to a mindset of accompanying and supporting businesses; improving the investment and business environment; and creating conditions for private enterprises to access resources and participate more deeply in the global value chain. The development of the "Go Global" program to support businesses in reaching out to the world market was assessed as a concrete and practical step.

Concluding the conference, the Party Committee of the Ministry of Industry and Trade identified 2026 as a year of special significance, marking the first year of implementing the Resolution of the 14th National Congress of the Party and the socio-economic development plan for the period 2026-2030. The targets set are an industrial production index increase of approximately 11%; export turnover increase of over 8%, with a trade surplus of approximately 25 billion USD; total retail sales increase of 11%; and e-commerce growth of approximately 20%. Simultaneously, Party building continues to be identified as a key task, ensuring comprehensive and unified leadership throughout the entire sector.

With the foundations laid in 2025, coupled with a determination to innovate thinking and take decisive and effective action, the Party Committee of the Ministry of Industry and Trade is expected to continue to play its role as the political nucleus, leading the industry and trade sector to accelerate and make breakthroughs, contributing significantly to the rapid and sustainable development of the country in the new period.
