Previously, these projects were managed by the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works, but construction progress was delayed due to Anh Vinh Group Joint Stock Company's breach of contract. The investor has decided to terminate the contract with this contractor in accordance with Clause 11, Article 117 of Decree 63/2014/ND-CP.

Following the selection of new contractors, construction on the projects has resumed. Accordingly, Section 2 restarted in September 2025 and is expected to be completed in March 2026; Section 3 resumed construction on June 25, 2025, and is expected to be completed in December 2025; and Section 4 is being restarted on August 22, 2025, and is expected to be completed in February 2026.

Mr. Nguyen Kien Giang affirmed that replacing the contractor was necessary to expedite the completion of the embankment system protecting the Saigon River banks, ensuring the safety of residents in the Thanh Da peninsula area.

In addition, the Ho Chi Minh City Department of Construction has coordinated with the Ho Chi Minh City Civil Defense - Disaster Prevention and Search and Rescue Command, the People's Committee of Binh Quoi Ward, the Waterway Management Center, and the Transport Department to conduct on-site inspections of landslide areas along the Saigon River.

Following the inspection, the Department of Construction requested the Department of Transportation to promptly address the landslide areas, erect barriers, and install warning signs; and to coordinate with local authorities to prevent encroachment that could affect the construction progress.

The Ho Chi Minh City Department of Construction also requested an investigation into the responsibilities of relevant units for the delay in progress, handling the matter according to the contract and legal regulations; and at the same time, strengthening riverbed monitoring and closely supervising load-bearing structures to promptly report any unusual developments.

In response to the rising tide affecting the lives of residents in the Thanh Da area, the Traffic Management Board has reinforced temporary embankments, erected barriers, and deployed personnel on duty 24/7 along with machinery and equipment ready to respond to incidents and ensure the safety of the riverside residential area.
