In recent years, in parallel with socio-economic development to become one of 16 provinces and cities that can balance their own budgets and regulate the central budget, and determine that only development on a cultural foundation can be sustainable, Ninh Binh province has focused on investing in grassroots culture and other cultural forms, including traditional art forms. The total regular budget expenditure for the 2015-2020 term for culture accounts for 30% of the budget. The total medium-term public investment for culture in the 2021-2026 period accounts for about 24% of the province's total public investment. Therefore, Ninh Binh culture in recent times has made remarkable and remarkable developments.
In addition, based on the provincial planning approved by the Prime Minister in Decision 218, the Provincial Party Committee has issued a Resolution on cultural industry, aiming to build Ninh Binh into one of the national cultural and event industry centers of international stature. Strive to build cultural and tourism industries into key economic clusters. To concretize the goal of cultural development in the province, in which performing arts is one of the 10 key orientations.
In recent years, Ninh Binh province has built Pham Thi Tran Theater, issued special preferential policies for artists of Cheo Theater, increased the number of plays and performances, opened many Cheo singing classes for thousands of students of grassroots Cheo clubs, built and maintained nearly 300 art clubs, including 115 traditional Cheo clubs in operation with thousands of members participating in regular practice and activities. These clubs will receive monthly financial support if they participate in performances for tourists according to the province's own policies. In the province, many Cheo singing artists have been awarded the title of Meritorious Artist in practicing intangible cultural heritage.
In order to continue researching, identifying, supplementing and clarifying the historical and cultural values considered as typical cultural symbols in the development stages of the ancient capital of Hoa Lu, today's scientific conference hopes to listen to experts, managers, scientists, researchers, artists and artisans discuss, analyze and clarify a number of issues to clarify the background, life, career and contributions of Mrs. Pham Thi Tran, one of the historical figures of the Dinh Dynasty, assess the historical, cultural and artistic importance expressed through her background and career to Vietnamese stage art in general and Vietnamese Cheo singing art in particular, and at the same time propose directions and solutions to recognize, continue to preserve and promote the heritage of Mrs. Pham Thi Tran in the construction and development of the economy, culture and society in the current period.
Speaking at the workshop, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, affirmed: Since its founding, our Party has always consistently considered culture, literature and art as the spiritual foundation of society, the goal and driving force for the sustainable development of the country. Through the revolutionary periods, many important resolutions, directives and conclusions have been issued, affirming the special role of culture and art in building Vietnamese people to develop comprehensively, improving the spiritual life of the people, effectively serving the political, defense and security tasks of the country.
In that context, the organization of today's Scientific Conference has important and profound significance both in theory and practice. This is not only an opportunity for us to study, look back and honor a special historical figure - a person who has made great contributions to the national culture, literature and art, but also an opportunity to reflect together on the responsibility in preserving and promoting traditional cultural values, specifically in the field of theater, especially the art of Cheo.
In the context of the country entering a new era with many intertwined opportunities and challenges, the preservation and promotion of national cultural values are more urgent than ever. He suggested that ministries, branches and localities pay attention to a number of orientations: Continue to thoroughly grasp the Party's resolutions and conclusions on the fields of culture, literature and art; concretize them into tasks and solutions for implementation; strengthen research, preservation and promotion of the values of traditional art forms, including Cheo art. It is necessary to build systematic and sustainable programs and projects, while strongly applying science and technology in the work of preserving, communicating and popularizing heritage; encourage artistic creativity, create conditions for a harmonious combination between tradition and modernity, between folk culture and contemporary culture, thereby forming new theatrical works with Vietnamese identity and widespread power; Focus on traditional cultural education in schools, helping the younger generation understand, love and be proud of their ancestors' cultural heritage. Promote experiential activities, research competitions, and community art programs to spread love for national culture...
He also expressed his belief that with the leadership of the Party, the attention of authorities at all levels, the participation of professionals and the whole society, traditional cultural values, including the Cheo stage art that Madam Pham Thi Tran has pioneered, will continue to be preserved, promoted and shine in the spiritual life of the people, contributing to building an advanced Vietnamese culture imbued with national identity.
The introduction at the workshop presented by researcher Nguyen The Khoa, Deputy Director of the Institute for Research on Preservation and Promotion of National Culture, showed that: Although Upasaka Pham Thi Tran has long been recognized as the founder of Cheo art, the first founder of Vietnamese stage art, her death anniversary has been recognized by the Government as the death anniversary of the founder of Vietnamese stage. However, the life and career of Upasaka Pham Thi Tran are still not fully and widely known. Even in the Cheo and stage circles, many people still do not know who Upasaka Pham Thi Tran is. Compared to our ancestors, who canonized Upasaka Pham Thi Tran, established temples to worship Upasaka like many other founders of the Mother Goddess religion or Saint Tran, the honor that today's generation gives Upasaka Pham Thi Tran is perhaps not worthy.
Therefore, the Workshop is an opportunity for us to learn more deeply and thoroughly about the life and career of the Upasika, to better assess the significance of the appearance of a Vietnamese theater founder in the 10th century, and to find more extensive and effective forms of honoring Upasika Pham Thi Tran. Following our ancestors, we need to most appropriately evaluate the founder of Cheo art, the oldest theater genre, the richest in national identity, the most widely admired, and the most enduring in the homeland of the nation.

The presentations focused on the following contents: the life, career and significance of the appearance of the first founder of Vietnamese theater - Upasaka Pham Thi Tran; analyzing and evaluating the contributions and legacy of Upasaka Pham Thi Tran in the development of Cheo singing art in particular and Vietnamese theater art in general; proposing directions and solutions for research, preservation and promotion of the value of theater art and the legacy of Upasaka Pham Thi Tran in the construction and development of the province's economy, culture and society in the current period.
At the Workshop, researchers, experts and artists also proposed a number of issues: Ninh Binh Province should soon name a street after Madam Pham Thi Tran; after merging the three provinces of Ninh Binh, Nam Dinh and Ha Nam, develop a project to build a cultural and artistic space of Madam Pham Thi Tran - the founder of Cheo singing to honor the merits of Madam Pham Thi Tran and artists who have contributed to the national Cheo art, a place for artists from all over the country to gather to honor the founder of the profession on the 12th day of the 8th lunar month, contributing to preserving the national cultural identity...
Speaking at the Workshop, Associate Professor, Dr. Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: The opinions presented at the Workshop are very valuable not only for the Vietnamese theater industry but also for the locality of Ninh Binh province. These opinions are suggested to be summarized by the units organizing the Workshop and added to the plan for implementing the development of cultural industry set out in Resolution No. 22/NQ-TU dated February 28, 2025 of the Provincial Party Committee Executive Committee with the goal of cultural industry and tourism becoming a key economic cluster, in which the performing industry belongs to 10 areas of cultural industry development of the locality.
The Provincial Party Secretary also shared about the background, life, and career of Mrs. Pham Thi Tran as a Lady, the role of women in the social structure of the Dinh-Tien Le period, the first live theater in Vietnam... Thereby affirming: The story of the Lady is a much bigger story than the story of the Cheo profession's founder, but is a story about the revival of national culture, about the need for Vietnamization to build the national soul. The development of cultural industry in Ninh Binh province is determined to include 10 fields, in which the performing industry is a field based on entertainment, artistic creativity, production of products to reach the market and serve tourism development. Hopefully, after this workshop, researchers, experts, and central agencies will help Ninh Binh province to elevate the performing industry from traditional performing arts to the true nature of a product of the cultural industry.
Concluding the Workshop, on behalf of the Workshop Organizing Committee, Comrade Tong Quang Thin, Permanent Vice Chairman of the Provincial People's Committee emphasized: The results of the Workshop have affirmed the role, importance and contributions of Madam Pham Thi Tran to the art of Cheo as well as Vietnamese stage art. On the basis of absorbing the contributions from the Workshop and the research results of experts and scientists, it will be a necessary premise, an objective scientific basis for the province to carry out the tasks of building and perfecting solutions to promote the heritage values of Madam Pham Thi Tran in the current economic, cultural and social development; step up propaganda, promotion and education to raise awareness of preserving and promoting the traditional cultural values, good customs and practices of the nation, of the land and people of the ancient capital Hoa Lu. Thereby arousing the tradition of patriotism, national pride and self-respect, building Ninh Binh homeland to become more and more beautiful, contributing to the overall development of the country.
