Over 29,000 officials received briefings on action programs to implement the Central Committee Resolution.

On the afternoon of May 9th, the Standing Committee of the Hanoi City Party Committee held an online conference to disseminate the Action Program for implementing the Resolutions of the 8th Conference of the Central Committee of the 13th Party Congress; Resolution No. 23-NQ/TU dated November 16, 2023, of the City Party Committee on “Strengthening the Party's leadership in promoting learning and talent development, and building a learning society in Hanoi from now until 2030, with a vision to 2045”; and Directive No. 30-CT/TU dated February 19, 2024, of the Hanoi City Party Committee on “Strengthening the leadership of Party committees in building elegant and civilized Hanoi people” throughout the city.

The conference was held online, connecting the Hanoi City Party Committee headquarters to 618 locations including district and town Party committees, Party committees directly under the City Party Committee; political and social organizations, departments, and agencies of the city; and communes, wards, and towns, with over 29,000 participants.

Attending the conference at the Hanoi City Party Committee headquarters were Central Committee member and Standing Deputy Secretary of the Hanoi City Party Committee Nguyen Thi Tuyen; Deputy Secretary of the Hanoi City Party Committee Nguyen Van Phong; Standing Committee member and Head of the Propaganda Department of the Hanoi City Party Committee Nguyen Doan Toan; Vice Chairman of the Hanoi City People's Council Pham Qui Tien; and Vice Chairman of the Hanoi City People's Committee Vu Thu Ha.

Set specific goals for implementing the program.

At the conference, leaders of the city's departments and agencies thoroughly reviewed the Hanoi City Party Committee's Action Programs to implement the Resolutions of the 8th Conference of the Central Committee of the 13th Party Congress.

In this session, the Director of the Department of Science and Technology of Ho Chi Minh City, Nguyen Hong Son, presented Action Program No. 30-Ctr/TU dated March 8, 2024, on implementing Resolution No. 45-NQ/TW on "Continuing to build and promote the role of the intellectual workforce to meet the requirements of rapid and sustainable national development in the coming period." The program clearly outlined solutions for implementing Resolution No. 45-NQ/TW, building upon Resolution No. 27-NQ/TW on "Building the intellectual workforce in the period of accelerated industrialization and modernization of the country." It also supplemented and clarified the definition of intellectuals in terms of qualifications, moral character, and contributions; and the position, role, and responsibilities of the intellectual workforce.

Ms. Bach Lien Huong, Director of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, presented Action Program No. 32-Ctr/TU dated April 4, 2024, implementing Resolution No. 42-NQ/TW of the Central Committee on "Continuing to innovate and improve the quality of social policies to meet the needs of national construction and defense in the new period".

Specifically, the goal is to achieve the following basic objectives by 2030: 100% of people with meritorious service and their families receiving monthly allowances will receive comprehensive care in both material and spiritual aspects; the unemployment rate will be below 3%; 100% of schools will meet national standards; 100% of people eligible for social assistance will receive social assistance; and 70% of the working-age labor force will participate in social insurance…

Deputy Secretary of the City Party Committee Nguyen Van Phong delivered the concluding remarks at the conference.

Mr. Nguyen Sy Truong, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, presented Action Program No. 29-Ctr/TU dated February 16, 2024, implementing Resolution No. 43-NQ/TW on “Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy.” The program emphasized that the Party plays the most important role; the Vietnam Fatherland Front and other socio-political organizations play a core role in gathering, uniting, and strongly promoting all resources, potential, and creativity of the people.

Next, Deputy Head of the Standing Committee of the Hanoi City Party Committee's Propaganda Department, Pham Thanh Hoc, presented Resolution No. 23-NQ/TU and Directive No. 30-CT/TU. Resolution No. 23-NQ/TU is an important legal basis to support the education sector in making significant progress in the coming period. The Resolution addresses three viewpoints, objectives, and nine key tasks and solutions, most notably the research and proposal of specific mechanisms and policies tailored to local realities and units… to implement the Resolution. Directive No. 30-CT/TU emphasizes and outlines key tasks and solutions, starting with reforming thinking, raising awareness, and unifying action on the task of building elegant and civilized Hanoi citizens.

In his concluding remarks at the conference, Deputy Secretary of the City Party Committee Nguyen Van Phong welcomed the relevant units for organizing the conference online to effectively study and implement important directives and resolutions of the Central Committee and the City Party Committee, spreading them to locations throughout the city.

Pham Thanh Hoc, Deputy Head of the Standing Committee of the City Party Committee's Propaganda Department, presented the content of Resolution No. 23-NQ/TU and Directive No. 30-CT/TU.

In particular, the Deputy Secretary of the City Party Committee emphasized the contents of the Action Program implementing Resolution No. 45-NQ/TW on "Continuing to build and promote the role of the intellectual workforce to meet the requirements of rapid and sustainable national development in the new period" to meet the development requirements of the Capital City in the new period.

According to the Deputy Secretary of the City Party Committee, Resolution No. 45-NQ/TW contributes to creating a new environment to attract and encourage the creativity of the intellectual workforce working in the capital city. In particular, to connect with and leverage the strength of this large intellectual workforce, specific mechanisms and policies are needed. At the same time, units need to create an environment and opportunities for intellectuals to contribute and work.

Regarding the City Party Committee's Action Program to implement Resolution No. 42-NQ/TW, the Deputy Secretary of the City Party Committee stated that the city always pays attention to policy beneficiaries, those who have contributed to the revolution, and those in difficult circumstances, with the goal of ensuring that all citizens benefit from the socio-economic development of the capital. In particular, many targets for implementing the Resolution in Hanoi are set higher than in other localities to increase support for these groups.

Regarding Directive No. 30-CT/TU of the Hanoi City Party Committee, the Deputy Secretary of the City Party Committee emphasized that building elegant and civilized Hanoi citizens is a long-term process requiring persistent and consistent effort, focusing on several key areas such as: building and nurturing family values; a healthy educational environment; and a healthy social environment. From there, the Deputy Secretary of the City Party Committee urged delegates to uphold a high sense of responsibility, fully absorbing the contents disseminated at this conference in order to achieve high unity in understanding and action, promptly concretize, and provide close and decisive leadership and guidance to effectively implement action programs at the Party committee, agency, unit, and local levels. At the same time, they should do a good job of propaganda and promote emulation movements throughout the Party organization to resolutely achieve the goals and tasks set forth in the Congress Resolution.

The Deputy Secretary of the City Party Committee requested that immediately after the conference, Party committees, government agencies, the Fatherland Front, and political and social organizations promptly develop specific action programs, plans, and projects, and organize the implementation of the City Party Committee's Programs, Resolutions, and Directives with clear assignments, responsibilities, and timelines, ensuring feasibility, effectiveness, and especially reaching every citizen.
