Unifying the motto "Diligence, positivity, striving for success, close to the people, for the people, innovation, high efficiency"

Regarding the main tasks and solutions in the coming time, the Resolution clearly stated that in the coming time, the world situation is forecast to continue to develop in a complicated and unpredictable manner; difficulties and challenges will outweigh opportunities and advantages, creating pressure on the direction and management of socio-economic development. In that situation, the Government and the Prime Minister request ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally run cities to continue to promote the spirit of responsibility, solidarity, unity, and consensus, to implement more synchronously, comprehensively and effectively the resolutions, conclusions and directions of the Central Committee, the Politburo , the Secretariat, the General Secretary and key leaders of the National Assembly, the Government and the Prime Minister.

At the same time, take advantage of the opportunities, advantages and effectiveness of newly issued policies and solutions and the 2-level local government model; unify the motto "Diligence, positivity, successful efforts, close to the people, for the people, innovation, high efficiency", accelerate breakthroughs in the last months of 2025 to strive to successfully implement the socio -economic development goals and targets for the whole year 2025. Based on the assigned functions, tasks and powers, focus on the following contents:

Focus resources, prepare carefully and thoroughly, ensure progress and quality of draft laws, resolutions, reports and projects to be submitted to the 10th Session of the 15th National Assembly; accelerate and make breakthroughs in completing the goals and tasks set out in the Resolution of the 13th National Congress and actively respond to and effectively organize the peak emulation campaign to achieve achievements in welcoming the 14th National Congress of the Party. Speed ​​up the implementation of preparatory tasks to serve the good organization of the 14th National Congress of the Party.

Prioritize maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and promoting growth. Closely monitor the international and domestic situation, proactively forecast, have flexible, timely and effective policy responses, avoid being passive and surprised; focus on promoting growth drivers, synchronously implementing solutions to strive to achieve the highest socio-economic development targets for 2025 set for each industry, field and locality. Proactively, flexibly, promptly and effectively operate monetary policy, closely and harmoniously coordinate with the expansionary fiscal policy, with focus and key points and other policies. Strengthen financial and state budget discipline and order; increase revenue, thoroughly save expenditure, especially regular expenditure; proactively cut unnecessary expenditures, ensuring savings and efficiency.

Proactively grasp the market situation, balance supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market, especially for essential goods, ensure supply at the end of the year, avoid shortages, supply disruptions, and sudden price increases. Focus on checking and supervising the implementation of legal regulations on prices, strictly handle violations. In case of adjusting prices of goods and services managed by the State, it is necessary to carefully and comprehensively assess the impact, ensuring inflation control according to the set target.

Ministers and heads of ministerial-level agencies directly direct the work of building, perfecting institutions and enforcing laws; focus on completing draft laws and resolutions to be submitted to the National Assembly at the 10th Session to be sent to the National Assembly agencies for review, and the National Assembly Standing Committee for consideration and comments, ensuring the deadline for sending them to National Assembly deputies as prescribed. For draft laws and resolutions submitted to the National Assembly and the National Assembly Standing Committee, it is necessary to closely coordinate with the National Assembly agencies to absorb, revise and perfect them; promptly report to the Government on issues arising beyond their authority.

Urgently develop and complete documents for submission to the Government and the Prime Minister for promulgation, detailing and guiding the implementation of laws and resolutions of the National Assembly, especially the 48 decrees and decisions detailing laws and resolutions that have come into effect; handle and remove difficulties and obstacles in backlogged projects; ensure that by 2025, the removal of "bottlenecks" caused by legal regulations will be basically completed.

Focus on effectively implementing solutions to promote basic industrial production

The Resolution clearly states the requirement to accelerate the progress of completing the synchronous and modern infrastructure system; further promote the role and responsibility of heads of agencies, units and localities, concentrate all resources, accelerate the progress of construction projects and works of ministries, agencies and localities, speed up the disbursement of public investment capital in the last months of the year. Urgently allocate the capital plan that has been assigned but has not yet been allocated in detail; regularly review and evaluate the disbursement situation for each project, clearly identify the problems and weaknesses at each stage to have timely solutions. Review and propose large-scale, meaningful projects and works that meet the prescribed conditions and procedures to commence and inaugurate on December 19, 2025, on the occasion of the 79th anniversary of National Resistance Day (December 19, 1946 - December 19, 2025) and to welcome the 14th National Congress of the Party.

In addition, focus on effectively implementing solutions to promote the production of foundational industries, new growth drivers of the economy, maximize external support resources to promote innovation, develop digital economy, digital transformation, green transformation, new industries and sectors such as semiconductors, hydrogen energy...; build a database system to ensure interconnectivity and efficiency. Urgently implement science and technology, innovation, and digital transformation projects that have been funded by the state budget; approve the list to implement projects allocated additional capital from the increased state budget revenue in 2024 to be implemented immediately in 2025.

Strengthen trade promotion, expand and diversify markets, export goods and supply chains; make the most of the domestic market. Effectively implement the campaign "Vietnamese people prioritize using Vietnamese goods", creating a movement and trend of using high-quality Vietnamese goods. Develop specific, regular and continuous plans to combat, prevent and repel smuggling, trade fraud, counterfeit goods, and intellectual property violations; promptly and promptly eradicate counterfeit drugs and fake foods; resolutely implement the directions and conclusions of competent authorities on consumer rights protection, including the tasks and solutions stated in Resolution No. 82/NQ-CP dated May 26, 2025 of the Government to ensure suitability with the new context and situation.

Urgently and effectively deploy work to overcome the consequences of storms No. 10, 11 and recent storms

The Government and the Prime Minister request ministries, branches and localities to proactively and actively monitor and promptly inform about natural disasters, especially storms, floods and landslides, to proactively deploy measures to respond to, prevent and combat natural disasters, rescue and salvage, ensure safety for people and for transportation activities at sea and on rivers, safety of dykes, reservoirs, irrigation dams, hydropower plants, electricity systems, telecommunications, educational and medical facilities, production, business and service establishments, etc.; direct and mobilize all local forces and resources to urgently and effectively implement the work of overcoming the consequences of storms No. 10 and 11 and the recent storms, and quickly stabilize the people's situation.

At the same time, effectively implement the Action Program to implement the Politburo's resolutions on breakthroughs, development of education and training, strengthening protection, care and improvement of people's health. Effectively implement policies for people with meritorious services, ensure social security, improve the material and spiritual life of the people. Organize the implementation of citizen reception, receive, handle complaints, denunciations, recommendations, reflections and resolve complaints and denunciations according to legal regulations, especially new regulations on the responsibilities of Chairmen of People's Committees at all levels, relevant agencies, resolve them thoroughly at the grassroots level, limit the occurrence of complicated complaints and denunciations.

Strengthen and enhance national defense and security, maintain social order and safety. Continue to proactively grasp the situation, coordinate with functional forces to firmly protect independence, sovereignty, and territorial integrity; ensure political security, social order and safety; prevent and respond promptly to situations; closely coordinate in exchanging information, inspecting, verifying, and strictly handling violations. Concretize international treaties and agreements of high-ranking leaders, promote economic cooperation in developing important industries and fields, emerging technologies, strategic infrastructure, etc.

In addition, it is necessary to strengthen information and communication work on important political, economic, cultural and social events; orient public opinion to serve the direction and management of the country's socio-economic development. Develop plans and implement communication programs before, during and after major events of the country, such as: the 14th National Party Congress, the 13th Central Conference of the 13th tenure, the 10th session of the 15th National Assembly, the National Patriotic Emulation Congress, the 79th Anniversary of National Resistance Day... ensuring rich and impressive content and forms, spreading positive motivation among the people, creating social consensus; praising new factors, good people, good deeds. Step up the fight against bad, toxic, untrue information, and distorted arguments of hostile forces.

Timely overcome shortcomings in regulations related to the operation of the new apparatus, especially at the grassroots level.

Regarding the Report on the implementation and operation of the 2-level local government model, the Government basically agrees with Report No. 8945/BC-BNV dated October 4, 2025 of the Ministry of Home Affairs on the implementation and operation of the 2-level local government model; request:

Ministries, agencies and localities, according to their assigned functions, tasks and powers, thoroughly grasp and strictly implement the Resolutions and Conclusions of the Politburo, the directions of the Government and the Prime Minister on the arrangement of administrative units and the implementation of the 2-level local government model, promptly remove difficulties, overcome inadequacies, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level. Actively advise on amending and supplementing legal documents related to the arrangement of administrative units at all levels and the organization of 2-level local governments.

Promote decentralization and delegation of authority along with resource allocation and design of monitoring and inspection tools. Promote administrative procedure reform; strengthen inspection, guidance, and professional and technical training; review and streamline the internal apparatus to ensure smooth, effective, and efficient operations, without interruption or omission of tasks.

The People's Committees at the provincial and communal levels shall closely follow the directives and orientations of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model; the guiding documents of the Ministry of Home Affairs and based on specific and practical conditions to arrange and assign cadres, civil servants and public employees, ensuring adequate arrangement at the grassroots level to effectively perform assigned functions and tasks, meeting the requirements of state management in the area, to be completed in October 2025.

Review and promptly implement assigned tasks, report to competent authorities on completed tasks and work; speed up the completion of specialized data to promote digital transformation, have solutions to overcome interruptions and lack of connection and communication between databases, and ensure consistency in reporting information.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Construction to urgently submit to the Government a Decree on the classification of administrative units, submit to the National Assembly Standing Committee on administrative unit standards and urban standards, to be completed in October 2025; complete the Salary and Allowance Project, report to competent authorities for decision to apply uniformly in the political system.
The Ministry of Finance reviews and guides localities to remove obstacles related to finance, public assets, and facilities, promptly implement the tasks assigned by the Prime Minister in Official Dispatch No. 180/CD-TTg dated September 30, 2025; report to competent authorities on issues beyond their authority (if any).
