Japan provides emergency aid to Vietnam to overcome storm and flood consequences

According to a statement from the Japanese Embassy in Vietnam on October 13, the Japanese Government, through the Japan International Cooperation Agency (JICA), has decided to send emergency relief goods to Vietnam to support people affected by the recent series of serious natural disasters.

During September-October 2025, Vietnam suffered consecutive large-scale natural disasters, including storms No. 8 (Mitag), 9 (Ragasa), 10 (Bualoi) and 11 (Matmo), along with heavy rain and floods following the storms.

Storms No. 8 and No. 9 made landfall in the central and northern regions of Vietnam in early September, causing initial damage to agriculture and infrastructure. Notably, Storm No. 10 (Bualoi) made landfall in Nghe An and Ha Tinh provinces on September 28-29, causing severe damage.

Then, storm No. 11 (Matmo) continued to make landfall in the northern provinces, pushing river water levels to alarming levels, even exceeding historical records in some areas. Particularly serious consequences were recorded in Bac Ninh and Thai Nguyen provinces, where severe flooding occurred, infrastructure was severely damaged and many dike incidents occurred.

To help people stabilize their lives and overcome the consequences of natural disasters, the Japanese Government has provided goods under the Japan Emergency Disaster Relief (JDR) Program. The essential items delivered include water purifiers, blankets, multi-purpose plastic sheets and plastic cans.

The relief goods were transferred from JICA’s warehouse and arrived at Noi Bai International Airport on October 13. The handover ceremony was held on the same day at Noi Bai Airport. Representatives of the Department of Dyke Management and Disaster Prevention (VDDMA), under the Ministry of Agriculture and Environment , officially received the shipment.

The Department of Dyke Management and Natural Disaster Prevention and Control will be responsible for coordinating the distribution of relief goods to Bac Ninh province, one of the provinces identified as suffering heavy damage.

Speaking at the ceremony, Mr. Kobayashi Yosuke, Chief Representative of JICA Office in Vietnam, expressed his commitment to supporting the Vietnamese people in this difficult period. He hopes that the emergency relief goods will quickly reach those in need and help them overcome and stabilize their lives.

This timely support once again affirms the strong partnership and solidarity between Japan and Vietnam in the context of urgent natural disasters.
