In September-October 2025, Vietnam experienced a series of widespread natural disasters, including typhoons number 8 (Mitag), 9 (Ragasa), 10 (Bualoi), and 11 (Matmo), along with heavy rain and flooding following the storms.
Typhoons No. 8 and No. 9 made landfall in central and northern Vietnam in early September, causing initial damage to agriculture and infrastructure. Notably, Typhoon No. 10 (Bualoi) made landfall in Nghe An and Ha Tinh provinces on September 28-29, causing severe damage.
Subsequently, Typhoon No. 11 (Matmo) continued to make landfall in the northern provinces, pushing river levels to alarming levels, even exceeding historical records in some areas. Particularly severe consequences were recorded in Bac Ninh and Thai Nguyen provinces, where serious flooding occurred, infrastructure was heavily damaged, and numerous dike failures occurred.
To help people quickly stabilize their lives and overcome the consequences of the natural disaster, the Japanese government has provided aid under the Japan Disaster Relief Program (JDR). Essential items delivered include water purification equipment, blankets, multi-purpose plastic sheets, and plastic containers.
These relief supplies were transferred from JICA's warehouse and arrived at Noi Bai International Airport on October 13th. A handover ceremony was held on the same day at Noi Bai Airport. Representatives from the Department of Dyke Management and Disaster Prevention and Control (VDDMA), under the Ministry of Agriculture and Environment , officially received the shipment.
The Department of Dyke Management and Disaster Prevention and Control will be responsible for coordinating the distribution of relief supplies to Bac Ninh province, one of the provinces identified as having suffered heavy damage.
Speaking at the ceremony, Mr. Kobayashi Yosuke, Chief Representative of the JICA Office in Vietnam, expressed his commitment to supporting the Vietnamese people during this difficult period. He hoped that emergency relief supplies would quickly reach those in need and help them overcome difficulties and stabilize their lives.
This timely assistance once again affirms the strong partnership and solidarity between Japan and Vietnam in the context of a natural disaster emergency.
