Two-level local government: Continue to remove and resolve difficulties at the grassroots level

In Can Tho city, after 3 months of operating the 2-level local government, many localities have completed the personnel structure, stabilizing the situation at all levels and in all fields. The political and mass organization systems are tending to operate more and more effectively, but there are still difficulties that need to be resolved.

Mr. Diep Thanh Vinh, Chairman of Lieu Tu commune, spoke at the working session with the Can Tho City Party Committee's leadership delegation on the implementation of the 2-level local government model in recent times.

According to Mr. Diep Thanh Vinh, Chairman of the People's Committee of Lieu Tu commune (merged from Lieu Tu and Vien Binh communes of Tran De district, former Soc Trang province), the locality has a large population of Khmer people, and people's lives are still difficult. After merging the administrative unit, the Party Committee of the commune has focused on leading and directing smooth operations, completing the Party Congress at the commune level, the congress of the Fatherland Front, organizations, personnel, and the political system has been improved.

Up to now, Lieu Tu commune has a total staff of 60/66 cadres and civil servants (6 people short of the plan), of which the Party, Front and mass organizations have 24/27 cadres, the People's Committee has 36/39 cadres. The commune has received 23 non-professional workers, streamlining 5 people according to Decree No. 154/2025/ND-CP of the Government regulating staff streamlining with a total payment of nearly 695 million VND. The commune has settled the regime for 17 retired or resigned cadres and civil servants, with a total cost of more than 14.1 billion VND. Currently, the commune's office is temporarily stable but still limited in area and technical infrastructure, needs attention to investment and repair, the operating costs of the units are not stable and timely.

Tran De commune has the advantage of being located at the Tran De estuary, with a large fishing port and the largest offshore fishing fleet in Can Tho city. The commune's administrative area is "inherited" from the previous administrative area of ​​Tran De district, so it is spacious, airy and convenient for management and direction, and the local infrastructure is also guaranteed...

Party Secretary, Chairman of the People's Council of Tran De Commune Nguyen Trong Son informed that after merging and operating under the new model, the Standing Committee of the Party Committee of the Commune has been united, proactive, and quickly put the 2-level local government model into orderly and synchronous operation. The apparatus of the Party, government, Front and mass organizations has been streamlined and interconnected. The arrangement of concurrent positions has been implemented flexibly and in accordance with regulations, both promoting the cohesion in leadership and improving operational efficiency.

Tran De commune currently has 74 positions out of 86 assigned positions (12 are missing). Of which, the Party, Fatherland Front and mass organizations have 36/36 assigned positions. The commune government has 38/50 positions. The locality has resolved the regime for 51 cases of retirement and resignation with a total cost of more than 32 billion VND, ensuring publicity and transparency. The Party Committee has determined the development direction for the coming period to promote the strengths of the marine economy, high-tech agriculture, promote administrative reform, digital transformation and build advanced new rural areas...

In some other localities, there are also common proposals and recommendations revolving around difficulties such as: Human resources in some commune-level departments and offices are not guaranteed; operating costs of the new administrative model are not timely; central branches, ministries, provinces and cities need to pay attention and support resources to synchronously invest in traffic infrastructure in key production areas, smooth traffic for people to travel, including officials and civil servants after being arranged and transferred to work in new areas, many people have to travel several dozen kilometers every day, if traffic is not convenient, the weak infrastructure system will be very difficult to travel. Along with that, recommendations on regimes, policies, and allowances also need to be guaranteed, with clear regulations and regimes...

During a recent inspection trip to inspect the implementation of the two-level local government organization in coastal localities, where there are many ethnic minorities and people's lives are still difficult, Mr. Le Quang Tung, member of the Party Central Committee, Secretary of the Can Tho City Party Committee, highly appreciated the efforts to implement the two-level local government model of communes such as Lieu Tu and Tran De. He acknowledged the proposals and recommendations of local leaders and requested the City People's Committee to direct departments and branches to remove difficulties for communes, especially creating mechanisms and ensuring human resources to perform tasks according to the new model; consider supplementing funding to meet practical needs of operations at the grassroots level.

Local authorities at the grassroots level should promote the spirit of initiative, solidarity and creativity, continue to perfect the 2-level local government model in the direction of streamlining, effectiveness and efficiency, and strengthen administrative discipline and order.
