The Ministry of Construction has just released a report on the road sector, stating that to date, approximately 3,803km of expressways have been put into operation and opened to traffic nationwide (including 3,345km of main expressways and 458km of interchanges and access roads).

Over 3,800km of highways completed.

Road transport continues to play a dominant role, accounting for approximately 70-75% of domestic freight transport and about 91% of passenger transport.

Specifically, the Ministry of Construction directly manages key national highways with inter-regional and international significance (approximately 4,875km, accounting for 20%, with the remainder managed by BOT investors and routes currently being handed over to investors for renovation and upgrading) and has decentralized management to local authorities for over 70% of the national highway length (17,520km).

Currently, the whole country is implementing investment in 38 road infrastructure projects with a total length of approximately 2,111 km.

Specifically, the Ministry of Construction is implementing 8 projects with a total length of 284km, local authorities are implementing 29 projects with a total length of 1,797km, and the Vietnam Expressway Investment and Development Corporation (VEC) is implementing 1 project with a length of 30km.

Prioritize investment in key gateway seaports and strategic shipping routes.

In the maritime and inland waterway sector, maritime infrastructure has been invested in and improved, with throughput and transport capacity increasing rapidly (from 706.1 million tons in 2021 to 955.5 million tons in 2025) with 309 ports, a total wharf length of approximately 107km, and 14 offshore oil and gas ports, along with a relatively synchronized system of shipping channels, navigation aids, and dikes, meeting 100% of import, export, and domestic transport needs.

The inland waterway infrastructure, with a total operational length of approximately 25,108.6 km, despite not receiving adequate investment for a long time, has formed key transport routes connecting major economic regions.

Currently, the Ministry of Construction is reviewing and refining planning towards integration and close linkage between maritime and inland waterways; prioritizing investment in gateway ports and key routes; accelerating the completion and ensuring the quality of seaport projects: Gemalink Port Phase 2; Cai Mep Ha Port, Lien Chieu Port, Lach Huyen Port No. 7, 8, 7, 10, Hon Khoai Port…; and promoting decentralization and delegation of authority while enhancing local capacity.

Accelerate aviation projects.

In the aviation sector, the Ministry of Construction is accelerating the implementation of key aviation projects to bring them into operation as soon as possible, such as Phase 1 of the Long Thanh International Airport Project; the Ca Mau Airport upgrade and expansion project; the runway renovation and upgrade project at Vinh and Lien Khuong International Airports; the Phu Quoc International Airport upgrade project to serve the APEC Summit in 2027; and the investment project to build the second runway at Phu Cat Airport…

Simultaneously, the plan involves reviewing and refining the airport system's planning towards synchronization and modernization; accelerating the progress of key projects; strengthening decentralization and delegation of authority while improving management capacity; and vigorously developing air transport, expanding the international flight network, linked with the development of air logistics and digital transformation, green transformation, enhancing the capacity of airlines, and adjusting the aircraft fleet appropriately, thereby creating important momentum to promote rapid and sustainable economic growth in the new period.

Selecting a partner to provide high-speed rail technology transfer.

Regarding railways, the Ministry of Construction is actively urging and directing units to expedite the implementation of related procedures to carry out Component 2 of the Lao Cai-Hanoi-Hai Phong railway project; the Hanoi-Lang Son railway line and the Hai Phong-Ha Long-Mong Cai railway line; and actively guiding and directing investors to coordinate with localities in land clearance, support, and resettlement work.

The Ministry of Construction is finalizing a report to be submitted to the Party Committee of the Government regarding the selection of a partner to supply and transfer technology for the North-South high-speed railway project, in order to report to the competent authorities.

In the coming period, to achieve the national GDP growth target of 10% or more by 2026, the Ministry of Construction will continue to closely monitor developments in the conflict in the Middle East, coordinate with relevant agencies and units to promptly synthesize, research, and assess the impact, and advise and propose response solutions within its functions and areas of state management to ensure the uninterrupted supply chain of services, production and business activities, and price stability in the transportation and construction materials sectors, while also ensuring the progress of investment and construction projects.
