Circular No. 26/2026/TT-BCT stipulates the decentralization, reduction, and simplification of administrative procedures covering eight areas: industrial explosives and explosive precursors; minerals; tobacco production and trading; petroleum trading; e-commerce; import and export; chemicals; and transportation of dangerous goods.
Abolish outdated provisions on gasoline and oil business.
Notably, regarding the petroleum sector, in Article 10 of the Circular, the Ministry of Industry and Trade repeals point c, clause 2, Article 6 of Circular No. 38/2014/TT-BCT dated October 24, 2014, which details some provisions of Decree No. 83/2014/ND-CP dated September 3, 2014, on petroleum business, as amended and supplemented by Circular No. 28/2017/TT-BCT, Circular No. 17/2021/TT-BCT, and Circular No. 18/2025/TT-BCT.
In Article 11, the Ministry of Industry and Trade repeals Clause 2 of Article 2 of Circular No. 18/2025/TT-BCT dated June 18, 2025, issued by the Minister of Industry and Trade, amending, supplementing, and repealing certain articles of the Circular regulating petroleum business.
In the field of import and export, the authority to issue transit permits for goods from China, Laos, and Cambodia through Vietnamese territory is decentralized to the People's Committees at the provincial level for most types of ordinary goods. However, in the case of transit goods that are industrial explosives, the Import-Export Department (Ministry of Industry and Trade) still receives and processes the applications. Furthermore, the issuance of Certificates of Origin (C/O) in the UAE-VN format within the framework of the Comprehensive Economic Partnership Agreement between Vietnam and the United Arab Emirates is also decentralized to the People's Committees at the provincial level.
In the chemical sector, the People's Committee of the province where the organization's head office or chemical storage facility is located is authorized to receive applications, organize assessments, and issue, reissue, and amend Certificates of Eligibility for Chemical Storage Services for storage facilities that are required to develop a Chemical Incident Prevention and Response Plan assessed by the Ministry of Industry and Trade.

Many procedures have had their processing times shortened, reducing paperwork and creating favorable conditions for businesses.
Significantly reduce the time required to process procedures.
In parallel with the decentralization of authority, Circular No. 26/2026/TT-BCT clearly stipulates that the time limit for resolving administrative procedures has been significantly shortened in many areas.
In the mining sector, the time limit for inspecting, evaluating, and approving risk management plans for mineral exploitation has been reduced to 7 working days from the date of receipt of a complete and valid application. For the issuance of certificates of technical safety training in mineral exploitation, the time limit is clearly defined in three steps: 3 working days for the provincial People's Committee to announce the inspection plan; 3 subsequent days for conducting the inspection; and 3 days after the inspection results are available to issue the certificate. For re-issuance, the time limit is only 2 working days from the date of receipt of a complete and valid application.
In the chemical sector, when an organization conducts production, business, or storage activities in a location different from its head office, the People's Committee of the province where the organization's facility is located has 8 working days to inspect the actual conditions and provide written feedback; after receiving the feedback, the People's Committee of the province receiving the application has 3 working days to review, assess, and issue the license.
Regarding the reduction of paperwork and forms, the Circular abolishes dozens of outdated appendices in the tobacco sector issued with Circular No. 57/2018/TT-BCT and Circular No. 43/2023/TT-BCT, replacing them with new, more streamlined forms. Several provisions on periodic reporting in the e-commerce sector and provisions on petroleum business have also been abolished to reduce the administrative burden on businesses.
The circular will take effect from May 29, 2026.
