At the meeting, the leaders of the Department of Home Affairs presented a report and proposed a plan to reorganize public service units, state-owned enterprises and focal points within agencies and organizations. Accordingly, among the departments, branches and sectors, 13 agencies proposed to maintain the internal organization and 01 agency proposed to adjust and reorganize.

For public service units, the Department of Home Affairs proposed: Merging the ODA Project Management Board with the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works; transferring 12 Management Boards of Investment Projects for Construction of Areas to 12 central communes and wards; maintaining the Management Board of Investment Projects for Construction of Civil, Industrial and Urban Development Works, together with the Management Board of Investment Projects for Construction of Traffic Works; reorganizing the Communication - Cultural Center of Central Communes and Wards and the Agricultural Technical Center to establish a General Service Center in 75 communes; establishing Medical Stations in 75 communes; dissolving the Center for Investment Promotion, Trade and Tourism, and at the same time establishing 2 service units under the Department (Investment Promotion Center under the Department of Finance; Industrial Promotion and Trade Promotion Center under the Department of Industry and Trade), the tourism promotion function is transferred to the Department of Culture, Sports and Tourism.

Regarding state-owned enterprises, the province currently has 03 enterprises in which the State holds 100% of the charter capital; 02 enterprises in which the State holds controlling shares; 02 enterprises in which the State holds no more than 50% of the charter capital. The Department of Home Affairs proposes to maintain the status quo.

At the meeting, delegates discussed and gave their opinions on the merger plans proposed by the Department of Home Affairs. At the same time, they focused on analyzing the feasibility and practicality of the plans for effective implementation.

Concluding the meeting, the Chairman of the Provincial People's Committee requested the Department of Home Affairs to absorb the opinions of the delegates, complete the plan to arrange public service units, state-owned enterprises and organizations within the state administrative system under the authority of the Provincial People's Committee, ensuring the principles of streamlining, effectiveness and efficiency to drastically reduce focal points, overcome overlaps, dispersion and duplication of functions and tasks. Advise the Provincial People's Committee to submit to the Standing Committee of the Party Committee of the Provincial People's Committee the plan for the Standing Committee of the Party Committee of the Provincial People's Committee to submit to the Provincial Steering Committee 389 and the Standing Committee of the Provincial Party Committee for consideration and decision.
