Minister and Head of the Government Office Tran Van Son, the Government Spokesperson, chaired the press conference. Also present were representatives of the leadership of ministries and agencies, and a large number of reporters and editors from central and local news agencies and newspapers.
Opening the press conference, Minister and Head of the Government Office Tran Van Son, the Government Spokesperson, stated: Earlier that day, Prime Minister Pham Minh Chinh chaired the Government's online conference with localities in October 2025 to discuss the socio- economic situation, allocation and disbursement of public investment capital, implementation of national target programs in October and the first 10 months of 2025; and key tasks and solutions for the remainder of 2025.
At the Conference, delegates noted that the world situation continues to be complex, unpredictable and has many major challenges: (1) The United States tends to reduce reciprocal tariffs, increase agreements with countries but still has many uncertainties; (2) Many countries and regions continue to reduce policy interest rates, support growth but global financial sustainability has many risks; (3) Risks in financial and monetary markets are increasing; (4) Strategic competition is becoming more complex, leading to an increase in protectionism and changes in global economic rules.
Domestically, many important national events are taking place, especially the 13th and 14th Central Committee Conferences, and the 10th Session of the 15th National Assembly. At the same time, we are making every effort to successfully achieve the socio-economic goals for 2025 and the entire 2021-2025 term; implementing the Politburo's strategic resolutions; operating the two-tiered local government system; decisively addressing stalled and long-standing projects and lifting the IUU yellow card; and preventing, mitigating, and overcoming the consequences of successive storms and floods…

The meeting unanimously assessed: In the context of difficulties, thanks to the correct and timely leadership of the Central Committee, and regularly and directly from the Politburo and the Secretariat, headed by General Secretary To Lam; the coordination, support, and supervision of the National Assembly; the involvement of the entire political system; the correct, decisive, practical, and effective direction and management of the Government, the Prime Minister, ministries, sectors, and localities; the support and active participation of the people, the business community, and the cooperation and assistance of international friends, the socio-economic situation continues its positive trend, with each month better than the previous month, and the first 10 months better than the same period in 2024 in most areas, notably:
(1) Macroeconomic stability; inflation is controlled; growth is promoted; major balances of the economy are ensured.
- The average consumer price index (CPI) for the first 10 months increased by 3.27%.
- State budget revenue for the first 10 months reached 2.18 trillion VND, exceeding the forecast by 9.1% and increasing by 28.5% compared to the same period last year, while approximately 217.3 trillion VND (about 10% of total state budget revenue) was exempted, reduced, or extended.
- Total import and export turnover for the first 10 months reached over 762.4 billion USD, an increase of 17.4%; trade surplus was nearly 19.6 billion USD.
- All three sectors—agriculture, industry, and services—developed well; the agricultural sector remained stable despite many localities being affected by storms and floods; industrial production increased by 9.2% (compared to an 8.3% increase in the same period last year); total retail sales of goods and consumer service revenue increased by 9.3% (compared to an 8.8% increase in the same period last year).
(2) Focus on accelerating infrastructure projects; expect to complete 3,245 km of expressways and 1,711 km of coastal roads in 2025; prepare to organize the inauguration and commencement ceremonies for all works and projects on December 19, 2025.
(3) Investment and development achieved positive results. In 10 months, disbursement of public investment capital reached 491 trillion VND, reaching 54.4% of the plan. Total registered FDI capital increased by 15.6% compared to the same period; implemented FDI capital increased by 8.8%.
(4) Business development continues to flourish. In 10 months, 266,000 businesses registered for new establishment and resumed operations, an increase of 26.5%. The Purchasing Managers' Index (Manufacturing PMI) in October increased to 54.5 points (compared to 50.4 points in September).
(5) Tourism continues to recover strongly; in 10 months it attracted 17.2 million international visitors, an increase of 21.5%.
(6) The two-level local government generally operates smoothly; administrative procedure reform is promoted.
(7) Cultural and social fields are given priority, social security is ensured, and people's lives are improved. The percentage of households with increased and unchanged income is 96.1%. Since the beginning of the year, 12,300 tons of rice have been provided to alleviate famine and overcome natural disasters; 4,244 billion VND has been disbursed from the central budget reserve to promptly support localities. Many localities have done well in building social housing such as Bac Ninh, Hanoi, Hai Phong, Ninh Binh, Da Nang, Binh Duong… (to date, the whole country is implementing 648,000 units, and over 127,000 units have been completed)
(8) Political and social stability; national defense and security are consolidated and strengthened; social order and safety are ensured.
(9) Foreign relations and international integration were strengthened; the Hanoi Convention on combating cybercrime was successfully organized; relations with the UK were upgraded to a comprehensive strategic partnership; activities in ASEAN and APEC yielded many positive results.
(10) Many localities achieved high growth rates; 16 localities had GRDP growth of 8% or more in the first 9 months (including 6 localities with growth of over 10%, namely Quang Ninh, Hai Phong, Ninh Binh, Phu Tho, Quang Ngai, and Bac Ninh).
Many international organizations continue to give positive and optimistic assessments of Vietnam's economic situation and forecast that by 2025 Vietnam will be among the top high-growth countries in the region and the world.
However, besides the achievements, the economy still has limitations, shortcomings and many difficulties and challenges: (1) The pressure of inflation, exchange rates and interest rates is still great; (2) Production and business activities in some sectors are still difficult, especially small and medium-sized enterprises; the number of enterprises ceasing operations is still large (over 190,000); (3) The two-tier local government model is still confusing and not synchronized in some places; (4) Natural disasters, storms, floods, and prolonged heavy rains have severely affected production, business and people's lives (preliminary estimated damage is about 40 trillion VND, reducing the country's GDP growth by about 0.2 percentage points in 2025); (5) Gold prices and real estate prices are still high…

Speaking at the session, the Prime Minister emphasized: In the coming period, it is necessary to continue to closely monitor the situation, respond with proactive, timely, flexible, and effective policies; resolutely not back down or become pessimistic in the face of difficulties; not be complacent in the face of advantages; and remain steadfast in the set goals.
Regarding key tasks and solutions for the coming period, the Prime Minister requested ministries, sectors, and localities to decisively, promptly, and effectively implement the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat, especially Conclusion No. 199-KL/TW of the Central Committee dated October 10, 2025, on socio-economic development in 2025-2026, the resolutions of the National Assembly and the Government, and the directives of the Prime Minister, most recently Resolution 86/NQ-CP of the Government on implementing key tasks in the remaining months of 2025, focusing on:
(1) Carefully prepare proposals, projects, and reports to be submitted to the Central Committee, the Politburo, the Secretariat, and the National Assembly at the 10th Session. Prepare to organize the National Emulation Congress well; continue to review and carefully prepare tasks and work to serve the 14th Party Congress.
(2) Focus on maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, creating a solid foundation for rapid and sustainable growth.
- Continue to implement a proactive, flexible, timely, and effective monetary policy, coordinating closely and synchronously with expansionary fiscal policy and other policies.
- Focus on controlling inflation according to the set target, ensuring a harmonious and reasonable balance between growth and inflation in both the short and long term; Maintain reasonable, flexible, and effective exchange rates and interest rates; Ensure the gold and foreign exchange markets operate stably and healthily, and tightly control risks; Focus credit capital on production and business, and growth drivers; Strictly control credit, preventing risks for individual credit institutions and systemic risks.
- Further boost public investment, accelerate the disbursement of FDI and private investment; take advantage of the remaining public debt and low government debt to mobilize capital for development investment.
(3) Renew traditional growth drivers and strongly promote new growth drivers
- Strive to disburse 100% of the planned public investment capital; cut down on all cumbersome administrative procedures, strongly attract FDI, especially implemented capital; and vigorously promote private investment.
- Strongly develop the domestic market, especially e-commerce; strengthen trade promotion, discounts, trade fairs, tax and fee exemptions and reductions, especially during holidays and Tet (Lunar New Year).
- Implement large-scale, high-quality trade promotion programs in key markets; accelerate negotiations and strive to sign FTA agreements with the Mercosur bloc and the Gulf Cooperation Council (GCC) in 2025. Effectively implement the Protocol to upgrade the ASEAN-China FTA (ACFTA 3.0) recently signed in Malaysia.
(4) Implement decisively, promptly and effectively the Resolutions of the Politburo; at the same time, urgently complete and submit to the Politburo in November to issue new Resolutions on state economy, FDI and culture.
(5) Promote economic restructuring, focusing on improving the quality of growth and labor productivity; strengthen research and application of science and technology, innovation, digital transformation, green transformation, and creative economy; improve the competitiveness and resilience of the economy; strongly develop strategic industrial sectors and supporting industries.
(6) Effectively deploy and operate the 2-level local government model.
(7) Focus on resolving difficulties and obstacles for long-standing projects.
(8) Focus on preventing, combating, and overcoming the consequences of storms and floods, quickly restoring production, and stabilizing people's lives.
(9) Focus on developing culture and society, ensuring social security, and improving people's lives. Promote increased revenue and reduced expenditure to have funds to propose to competent authorities to increase salaries, allowances, and subsidies right from the beginning of 2026. Focus on starting construction of nearly 100 boarding and semi-boarding schools of all levels in border communes on the morning of November 9, 2025.
(10) Consolidate and strengthen national defense and security; maintain social order and safety; strengthen foreign relations and international integration.
(11) Continue to promote the implementation and disbursement of national target programs.
(12) Strengthen and improve the effectiveness of information and communication, especially policy communication, contributing to creating social consensus.
In addition, the Prime Minister also assigned a number of specific tasks to ministries, departments, and localities.
