Human resource development is a top priority
The working session with Hoa Thiet Group took place in the context of Deo Ca Group promoting cooperation with international partners to improve the quality of human resources and apply modern technology to be ready to participate in upcoming key transport projects in Vietnam. Mr. Ho Minh Hoang, Chairman of Deo Ca Group affirmed that the cooperation with Hoa Thiet Group is an important move to realize the proactive and creative spirit of private enterprises to implement Resolution 68 of the Politburo and the direction of General Secretary To Lam to create a breakthrough in infrastructure in the new era.
Currently, the domestic consulting and design sector needs to be further improved in terms of quality and efficiency, towards the widespread application of digital technology , especially in projects that Deo Ca Group is implementing. Therefore, the support of capable and experienced partners such as Hoa Thiet is necessary. In addition, the two sides also set a goal of building a joint venture to provide consulting services for infrastructure projects in Vietnam, aiming to list on the Vietnamese stock market in the next 5 years and internationalize operations.
“For us, human development is the top priority, from which we establish work and benefits,” Mr. Ho Minh Hoang emphasized and affirmed that the important foundation for the two sides to establish a sustainable relationship is to adhere to the principle of “harmonious benefits and shared risks”.

China Design Group (CDG) was founded in 2005, headquartered in Nanjing (China), providing consulting services throughout the project life cycle from planning, design to project management, including transport infrastructure, smart urban solutions and the environment. By July 2025, CDG's market capitalization will reach approximately 789 million USD; in 2024, it will record revenue of 599 million USD and net profit of 48.248 million USD.
CDG has many imprints in key projects in China and the world such as Jiangyin, Runyang, Taizhou, Sutong bridges - symbols of crossing the Yangtze River which are considered technical miracles. In addition, CDG also participated in automatic train system projects at Beijing Capital Airport, Chengdu Tianfu Airport, Hong Kong Airport, etc., demonstrating multidisciplinary and international design capabilities.
According to Professor Duong Ve Dong, Chairman of the Board of Directors of Hoa Thiet Group, Hoa Thiet and Deo Ca have many things in common, from business development orientation, corporate culture, to the enthusiastic ideology of contributing to the development of their country. Agreeing with the proposal of Deo Ca Group, Professor Duong Ve Dong hopes that in the near future, the two sides will build a long-term training program, or organize training right at the project. and said that he will quickly send a team of experts to Vietnam to participate in Deo Ca's projects.
This time, Hoa Thiet Group identified the main goals: Strengthening the relationship with Deo Ca Group, promoting the strengths of each side to move towards comprehensive cooperation; preparing a team of leading experts and technicians to deeply research projects implemented by Deo Ca Group, learning and being ready to participate in a number of major projects in Vietnam; discussing and clarifying the methods and plans of cooperation between the two sides.

Many large bridge and tunnel traffic projects not only in China but also in the world have the participation of Hoa Thiet Design. From practical operations, Hoa Thiet also participates in contributing to policy planning for China and we believe we can coordinate and actively support key projects in Vietnam,” said Mr. Duong Ve Dong.

In addition, to share and transfer technology, the two sides will establish a mechanism for exchanging expert-level personnel to handle key projects, exchange expertise, train human resources, transfer technology (TBM tunnel design, railways, digital technology applied in design, project management); periodically organize technical exchange seminars, share the latest development trends in the industry.
Take work efficiency to build sustainable relationships
Discussing further about the prospects of cooperation, Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of Deo Ca Group, presented a number of projects that the two sides could jointly research. For example, the project to build a boulevard and landscape along the Red River in Hanoi, the project aims to start construction at the end of this year, oriented towards a multi-modal integration model (road, rail, waterway, air, metro), connecting urban areas within the capital.

The goal is to form a modern, sustainable, and integrated Red River spatial axis, connecting traffic, urban areas, and landscapes, thereby creating a new driving force for Hanoi’s development. With many tasks that need to be implemented soon, Deo Ca Group has “ordered” Hoa Thiet Group to send personnel to coordinate in order to optimize the design.
Deo Ca Group is also studying the implementation plan of the project to build rest stops on highways with the company as the investor, Hoa Thiet Design Group can cooperate in consulting and designing. Specifically, Deo Ca's rest stops will have a large area, integrating multi-functions including resort, trade, logistics and developing in a chain with its own identity.
Hoa Thiet said that the group has experience designing more than 100 rest stops in China and has built 8 design plans applying advanced technology for Deo Ca rest stop projects. In addition to design, Hoa Thiet expressed its desire to contribute management and operation technology, as well as integrate AI into station management software to improve operational efficiency.

In addition, Deo Ca also orients Hoa Thiet to participate in cooperation in applying digital technology - smart technology for consulting, human resource training, project management and operation management (pilot application at the Dong Dang - Tra Linh expressway project phase 2 invested by Deo Ca); Surveying projects invested by Deo Ca to advise on optimal solutions for electricity use in operation management.
Commenting on the choice of building bridges or tunnels for projects, Professor Duong Ve Dong said that the decision depends on many factors. If in the past, tunneling techniques only allowed 4-6 lanes, now with modern technology, it is possible to build 8-lane tunnels, even two-story tunnels with 12 lanes. Tunnels have outstanding advantages in protecting the landscape, limiting noise and environmental impact. Discussing the cooperation mechanism, Deo Ca Group proposed 3 specific deadlines for the two sides to establish a joint working group to carry out the following tasks: In the short term (3-6 months), the two sides will study consulting-designing, supervising, and managing projects at Deo Ca projects that are being implemented, in the form of contractors or providing experts to jointly implement. In the medium term (6 months - 3 years), forming a joint venture in Vietnam. In the long term, training to improve capacity, internationalizing consulting enterprises, expanding project implementation in Southeast Asia, and listing enterprises on the Vietnamese stock market.
Agreeing with the organization of the cooperation mechanism of Deo Ca Group, Professor Duong Ve Dong expressed his hope that through cooperation programs, the personnel of the two groups will connect and support each other to enhance mutual understanding for successful cooperation, bringing practical and sustainable results.
