In a volatile world, Vietnam is determined to create an accelerated "track" to realize its dream of prosperity. The ultimate goal must be genuine indicators of happiness, where economic growth goes hand in hand with social progress.

The revolution of constructive government

The significance of the 14th National Congress lies not only in its grand goals, but also in the requirement to "achieve" those grand goals. The draft documents presented to the 14th National Congress exude a strong, proactive spirit, eliminating the mindset of holding back. This is a congress of "shifting" the development model and raising the standards of national governance. The main message resonates proudly: the country must enter a phase of acceleration to reach the strategic milestones of 2030 and the vision of 2045. The five pillars of "Unity - Democracy - Discipline - Breakthrough - Development" are erected as a solid launching pad. In this, the dialectical relationship between "Breakthrough" and "Discipline" is considered the key: breakthrough without discipline will lead astray, but discipline without breakthrough will slow down the pace of development.

The aspirations of the 14th National Congress are quantified by weighty figures. We set a target of average GDP growth of 10% or more per year for the period 2026-2030, a challenging but necessary figure to elevate the size of the economy . The destination is a Vietnam with a GDP per capita of approximately US$8,500, where the digital economy accounts for up to 30% of GDP and the processing and manufacturing industry contributes about 28%. Notably, labor productivity, the "lifeblood" of the economy, is expected to increase by about 8.5% per year, with the contribution of total factor productivity (TFP) reaching over 55%.

For the nation's ship to move forward quickly, the administrative apparatus cannot be cumbersome. Let's look at the "telling" figures of the recent restructuring and streamlining of the apparatus: a reduction of 34.9% in the number of central-level agencies; a 46% reduction in the number of provincial-level administrative units; and a record 66.9% reduction in the number of commune-level units compared to before October 2024. In particular, the two-tiered local government model, officially operational from July 1, 2025, marks a turning point in governance thinking.

Streamlining the administrative apparatus allows for the smooth flow of administrative "blood vessels," enabling policies to be implemented more quickly. The philosophy is simple yet profound: a streamlined system leads to faster operation; faster operation opens up broader opportunities for the economy. This is a revolution from within, requiring sacrifice and decisive action, but the result will be a proactive administration that effectively serves the people and businesses.

GDP growth must be accompanied by an improvement in the quality of life.

The 14th National Congress clearly stated that the future cannot rely solely on cheap capital and labor. New drivers of growth must come from science and technology , innovation, and digital transformation. Technology has been elevated to the status of a "main driving force," a way to reorganize national competitiveness.

Simultaneously, an unprecedentedly groundbreaking and open mindset emerged: the private sector was elevated from a "significant driving force" to the "most important driving force." The business environment will become more transparent, compliance costs will decrease, and access to land, capital, and technology will be more equitable. As the private sector grows stronger, the economy will have more powerful "locomotives," helping the three-horse chariot of the economy to steadily reach its finish line.

Amidst the aspiration for rapid growth, the 14th National Congress of the Communist Party of Vietnam steadfastly upheld a humane spirit: rapid development without sacrificing social progress and the environment. The human development targets were set with great respect: the average life expectancy of Vietnamese people will reach approximately 75.5 years, with a minimum of 68 years of healthy life. The healthcare system aims for 19 doctors per 10,000 people, and 100% of the population will receive annual health check-ups. Regarding the environment, we committed to maintaining forest cover at 42%, reducing greenhouse gas emissions by 8-9%, and requiring almost 98-100% of production facilities to meet environmental standards. This serves as a "passport" for Vietnamese goods to enter the global market, while affirming the principle that GDP growth must be accompanied by an improvement in the quality of life.

Following the agenda of the 14th National Congress, every Vietnamese citizen feels a new surge of energy. High goals always come with great pressure – a crucible for forging character. With a transparent system of targets, a streamlined apparatus, and strategically planned breakthroughs, we have every right to expect faster, stronger, and more decisive progress for the country. This is the time for the entire nation to join hands, so that Vietnam can confidently enter a glorious era of growth.
