Gradually improve labor quality
In the 2020 - 2025 term, the Provincial Party Committee and the Provincial People's Committee focused on leading, directing, developing programs, plans and proposing many solutions to implement vocational education; at the same time, investing in building modern facilities and teaching equipment for vocational education institutions. The work of channeling junior high and high school students into vocational colleges and colleges was carried out synchronously and effectively. Guidance, urging, inspection and supervision of the Party's guidelines, policies and laws of the State in the field of vocational education were regularly carried out by all levels, sectors and localities. Along with that, vocational training institutions have proactively innovated enrollment consulting, improved training quality, linked with training units and businesses to improve skills, and created stable jobs for graduates... Thanks to that, from 2020 to the end of 2024, Khanh Hoa province before the merger provided vocational training for 150,023 people and Ninh Thuan province before the merger provided training for 49,528 people.

After the merger, the whole province has been focusing on synchronously implementing vocational education solutions with the goal of training 42,343 people by the end of 2025, contributing to raising the rate of trained workers to 80.5% (of which 32.7% have degrees and certificates). The province also sets a target of raising the rate of trained workers to 90% by 2030, of which 40% have degrees and certificates. To successfully achieve this goal, in the coming years, the whole province will focus on developing an advanced and modern education and training sector, inheriting and promoting the fine traditions of the nation and locality, absorbing human civilization, comprehensively developing Vietnamese people, meeting the requirements of socio-economic development in the new era. In particular, focusing on improving the quality and efficiency of university and vocational education institutions to contribute to training and improving the quality of human resources according to the requirements of socio-economic development of the province; training associated with employment, ensuring social security and sustainable development. The province is interested in training workers at all levels with qualifications to meet human resource needs, with vocational skills, proactively participating in the international human resource training market, in which some occupations approach the level of countries in the ASEAN region.
In addition, develop a system of vocational training institutions with sufficient capacity to meet the demand for trained human resources for the labor market in terms of quantity, quality, occupational structure and training level. Training occupations closely follow the goals and orientations of the province's development planning; invest and create breakthroughs in fundamental and comprehensive innovation in education and training, develop human resources, especially high-quality human resources; develop human resources with vocational skills, contributing to improving labor productivity, increasing provincial competitiveness in the new situation; improve the capacity and effectiveness of state management of vocational education; strengthen career guidance and student streaming; issue training support policies, especially for policy beneficiaries; pay attention to in-depth and specialized training and fostering for vocational education staff and teachers; apply information technology, digital transformation, build smart schools, and green vocational education according to the province's development orientation. At the same time, prioritize investment resources for vocational education, especially key and spearhead occupations of the province; expand cooperation, exchange information and experience with schools at home and abroad...
Focus on creating new jobs
Comrade Nguyen Thanh Son - Deputy Director of the Department of Home Affairs said that along with the development of vocational education, the whole province has implemented synchronous solutions to promote the development of the labor market. Localities have proactively developed and issued specific targets and tasks in implementing activities to support job creation for people. In particular, the Provincial People's Committee has issued and implemented many programs and policies on labor and employment with new contents that meet practical requirements and are in line with regulations and instructions of the Central Government. From those policies and solutions, they have contributed to creating jobs for many local workers. Specifically, in 2021, the old Khanh Hoa province created new jobs for 5,900 people; in 2022, there were 16,560 people; in 2023, there were 18,046 people and in 2024, there were 18,750 people. For the old Ninh Thuan province, in the 2020-2025 term, on average, more than 16,000 new jobs were created each year, exceeding the resolution's target. After the merger, the whole province has been drastically implementing socio-economic development solutions, striving to create additional jobs for 16,000 people by the end of 2025. The solution to send workers to work abroad has also been effectively implemented. Since the beginning of the year, the whole province has sent 309 people to work abroad; by the end of 2025, it is expected to reach more than 450 people. The whole province also strives to reduce the unemployment rate in urban areas from 3.25% to 3.2% by the end of 2025.

To effectively implement the set targets, in the coming time, the province will continue to improve employment and labor market policies in line with the local socio-economic development orientation; research, develop and organize the implementation of policies to support job creation for disadvantaged groups and vulnerable groups in society. Along with that, focus on effectively implementing the Project on solving labor and employment in the province for the period 2021 - 2025, with a vision to 2030, with the determination to create a solid foundation for the synchronous construction and development of labor market factors; mobilize, allocate and effectively use human resources, shift the labor structure in line with the socio-economic development structure, ensure connection of labor market information inside and outside the province; increase policy credit support through loan activities to create jobs, maintain and expand employment; Promote the work of sending workers to work abroad under contracts, support young people to start innovative businesses associated with the labor market; synchronously implement projects and sub-projects on creating sustainable jobs for workers from poor and near-poor households, ethnic minorities...
