Mr. Tran Duc Tinh, Deputy Director of the Department of Construction, stated: "The province has proactively integrated environmental protection and climate change adaptation into urban planning through several measures, such as: surveying and planning to identify safe urban development areas; improving technical infrastructure, green infrastructure, and building smart cities. These solutions are implemented within the framework of the local 'Action Plan for Responding to Climate Change'. The selection of new development areas must take into account topography, natural disaster risks, and infrastructure sustainability."
In the central areas of the province, a series of green infrastructure and technical infrastructure projects have been invested in and renovated comprehensively. Sidewalks on many streets have been newly paved, expanding space for pedestrians; additional trees have been planted to reduce the urban heat island effect; and public facilities have been upgraded to be more environmentally friendly. In particular, the drainage system has been significantly improved. Old sewers and ditches have been replaced or cleared and widened to increase the capacity for rapid drainage during prolonged heavy rains.

Ms. Nguyen Thi Minh, from Minh Tan 2 residential area, Yen Bai ward, shared: "The timely upgrading of the drainage system not only helps water drain faster and significantly reduces flooding, but also gives us peace of mind every time the rainy season comes."
Besides infrastructure solutions, Lao Cai focuses on applying technology to urban management. Many environmental sensors have been installed to monitor air quality, rainfall, river and stream water levels, etc.
Data is continuously updated in the Smart City Operations Center, supporting early warning of natural disaster risks and improving the quality of governance. In addition, the province encourages the adoption of green building models, the use of renewable energy, and energy-efficient lighting systems.

To complete the structure of a smart, sustainable green urban area, the province is coordinating with consulting firms and experts within the framework of the project "Integrating climate change resilience and environmental protection into green urban development".
Mr. Tran Duc Tinh, Deputy Director of the Department of Construction, provided further information: "The project focuses on four strategic components. These are prioritizing the completion of key transportation projects to enhance connectivity along the Red River urban chain, connecting horizontally East-West with the Noi Bai - Lao Cai expressway and the standard gauge railway Lao Cai - Hanoi - Hai Phong; researching and investing in the construction of embankment works to prevent flooding of rivers and streams, and drainage canal systems for urban areas...".

To address urgent issues of environmental pollution and disaster prevention, the province is focusing on building a central urban wastewater treatment plant and promptly implementing projects to build river and stream embankments to prevent flooding and landslides.
In addition, the project will invest in construction and landscaping to expand green public spaces; and coordinate training programs for government officials and the community to improve skills in responding to natural disasters and floods, as well as the capacity to operate new management systems.

Synchronized efforts ranging from planning and infrastructure investment to technology integration and capacity building demonstrate that Lao Cai has correctly oriented its strategy for building a green city and adapting to climate change. The remaining issue is the realization of this policy at each level, sector, and locality. This is not only a reactive requirement but also a sustainable development strategy aimed at creating a safe, sustainable, harmonious, and happy living space for its people.
