The Standing Committee of Luong Son District Party Committee has seriously led the implementation of the work of streamlining the organization and apparatus to be more effective and efficient in accordance with the direction of the Central Government and the province. At the same time, it has focused on directing political tasks to ensure no interruption or stagnation; in which, it is determined to do a good job of site clearance for key projects, absorb growth resources, and improve budget collection efficiency to be among the top in the province.
Leaders of Luong Son district closely follow the grassroots to direct the site clearance work for the road connecting Luong Son town - Xuan Mai.
The district has merged the Propaganda and Education Committee of the District Party Committee into the Propaganda and Education Committee of the District Party Committee; dissolved 8 Party cells, established 4 grassroots Party cells directly under the District Party Committee and appointed Party cells, secretaries, and deputy secretaries of the Party cells; and rearranged specialized agencies under the District People's Committee. After the rearrangement, 4 agencies and units were reduced; 7 civil servants receiving salaries from the state budget were reduced; 4 grassroots Party cells directly under the District Party Committee were reduced; 1 committee of the District People's Council was reduced; 3 specialized agencies under the District People's Committee were reduced. Implementing Resolution No. 830/NQ-UBTVQH14 of the National Assembly Standing Committee on the rearrangement of district- and commune-level administrative units, the number of commune-level administrative units under Luong Son district has been reduced from 20 to 11. Currently, Luong Son district has 146 hamlets and sub-regions, corresponding to a reduction of 40 party organizations. After the merger, hamlets and residential areas have operated stably. Up to now, 100% of Party secretaries and People's Committee Chairmen at the commune level are not local people.
The reorganization and merger of the apparatus affect the mindset of cadres and civil servants. However, Luong Son district is identified as the core of the key economic region, with high requirements for tasks. Therefore, the district resolutely directs the resolution of difficulties and obstacles, accelerates the progress of key projects and works; strengthens management, exploits budget revenue sources, and removes difficulties for production and business.
Comrade Nguyen Duc Dung, Secretary of Luong Son District Party Committee, said: The district is directing the implementation of ideological work for cadres and party members, while focusing on directing site clearance work, creating new development momentum. The district has closely coordinated with relevant agencies, established a working group to grasp the grassroots to clear site clearance for key projects and works of the province and district.
The Hoa Binh - Hanoi Regional Linking Road Project and Son La Expressway (Hoa Binh - Moc Chau) have completed the recovery of 27.29 ha/41.21 ha (reaching 66.2% of the land acquisition area). Due to difficulties and problems in the process of compensation and land acquisition, the district requested the Provincial Traffic Construction Investment Project Management Board, Cao Son Commune People's Committee and related units to urgently resolve the issues, as a basis for implementing the next steps.
For the project of connecting road between Luong Son town and Xuan Mai (phase 1), the district People's Committee has recovered 13.88 ha/34.75 ha, reaching 39.9% of the recovered area; approved and paid compensation and support to 139 households and individuals with 73.4 billion VND. The project of investing in construction and business of infrastructure of Nhuan Trach Industrial Park has a total of 1,420 households and individuals affected by land recovery, in 10 hamlets: Dong Chanh A, Dong Chanh B, Suoi Seu A, Suoi Seu B, Gieng Em, Dong Sam, Dong Se (Nhuan Trach commune); Gieng Xa, Ram, Gua (Cu Yen commune). Up to now, the recovery of 210.42 ha/213.68 ha has been completed, reaching 98.4% of the recovered land area. The district is asking the investor to closely coordinate with the district's departments and offices and the People's Committees of Nhuan Trach and Cu Yen communes to resolve difficulties and problems with the remaining area of the project. At the same time, complete the application for land allocation with the cleared area.
In addition, the district directed the implementation of solutions to promote administrative reform and improve the investment and business environment. Continue to reorganize the political system to be streamlined and operate effectively and efficiently. Promote the application of information technology in directing, operating and handling administrative procedures. Strengthen administrative discipline and order, improve public ethics.
