After hearing the report from the Party Committee of the Provincial People's Committee and the opinions of the meeting participants on the progress of implementing key projects and works of the province, the Standing Committee of the Provincial Party Committee unanimously concluded: The implementation of key projects and works of the province is of great importance in using public investment to promote and lead private investment, attract social resources, gradually improve economic and technical infrastructure, and promote the socio-economic development of the province. In the past, the Party Committee of the Provincial People's Committee has led the Provincial People's Committee in directing the implementation of key projects and works of the province. However, to date, the progress remains slow, especially in compensation, support, resettlement, land clearance, and the work of formulating, appraising, deciding on investment policies, and approving projects. Therefore, strengthening the review and synchronously implementing solutions to accelerate the progress of key projects and works of the province is an urgent requirement. Accordingly, the Standing Committee of the Provincial Party Committee requests the Party Committee of the Provincial People's Committee to focus on leading the Provincial People's Committee to establish mechanisms and solutions for regularly inspecting and monitoring the progress of key projects and works, resolving difficulties and obstacles; in particular, directing the urgent completion of project dossiers and procedures, especially in the investment preparation phase. Promptly resolve difficulties and obstacles, accelerate the progress of land acquisition, compensation, support, resettlement, and site clearance; and at the same time, review and develop resettlement projects to ensure they serve the implementation of key projects of the province in the current phase and key projects for subsequent public investment phases. The organization shall effectively implement the bidding process in accordance with the law, selecting contractors with sufficient capacity and experience to meet requirements and ensure the quality of the project. It shall direct and supervise the development of detailed implementation plans, construction schedules, and disbursement schedules for each project.

At the same time, strengthen land management and construction order in the project areas, preventing land encroachment, illegal construction, and complications that could affect the compensation and land clearance process.

1. Ca Ty River Embankment Project (section from Duc Thanh Bridge to Ung Van Khiem Street), Phan Thiet City: Urgently research and develop a compensation, support, and resettlement policy that is feasible, rigorous, and in accordance with the law; transparent and open, creating high consensus among the people. Expeditiously complete all necessary documents and procedures to commence the project.

2. Ca Ty River Apartment Project, Phan Thiet City: Complete all necessary documents and procedures in accordance with the law to commence construction of the four apartment blocks A1, A2, B1, B2 and some auxiliary facilities as soon as possible, aiming for completion and commissioning before June 2026. Focus on addressing the requests of households whose land is being acquired for the project, resolving obstacles in compensation work; and promptly determine the selling price, rental price, and lease-purchase price of resettlement housing.

3. Ka Pét Reservoir Project: Regularly monitor and closely coordinate with the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to promptly complete the appraisal of the Environmental Impact Assessment Report and the Feasibility Study Report. Strive to complete all necessary documents and procedures to commence the project by the end of 2024.

4. Phan Thiet Airport Project: Direct relevant departments, agencies, and localities to urgently complete the land acquisition, compensation, support, and resettlement work; ensuring strict adherence to legal regulations. Regarding the civil aviation component: Actively coordinate with ministries and agencies to urgently finalize and submit the adjusted investment policy to the Prime Minister for approval; simultaneously, direct relevant departments and agencies to proactively prepare documents, promptly adjust and submit the feasibility study report for approval to the competent authority, and proceed with the investor selection process in accordance with legal regulations.

5. Coastal arterial road project DT.719B (Phan Thiet - Ke Ga section): Strengthen guidance to accelerate the progress of compensation and land clearance, especially work related to the titanium mining project of Tan Quang Cuong Trading Co., Ltd. and the intersection between DT.719B and DT.719 (in Tan Thanh commune, Ham Thuan Nam district) to ensure construction and early completion of the project for use.

6. Hung Vuong Park Project (wetland ecological park): Instruct relevant agencies to continue completing land acquisition, compensation, support, and resettlement according to regulations. Expeditiously finalize the dossier to submit to the Provincial People's Council for adjustment of the investment policy to carry out the next steps of the project.

7. Van Thanh Bridge Project: Focus intensely on completing compensation, support, resettlement, and land clearance as soon as possible; at the same time, require the construction unit to mobilize manpower and equipment to accelerate construction progress, striving to complete the project within the set timeframe.
