Addressing the issue of completed bridges awaiting access roads.

Many bridges in Da Nang city have been completed and the main construction is basically finished, but they cannot yet be put into use due to the lack of a synchronized connecting road system.

The Tam Hoa Bridge, spanning the Truong Giang River, is part of the Tam Hoa main road project connecting National Highway 1 to Vo Chi Cong Road and DT613B, and the investor is aggressively accelerating the construction progress.

According to statistics from the Da Nang Investment and Construction Project Management Board for Transportation and Agriculture Projects, the city currently has 18 bridges that have been built but whose access roads are incomplete. A review has revealed that land clearance issues are the core reason, significantly impacting the entire progress. In many localities following administrative mergers, land records are complex, and verifying land ownership is extremely difficult. Many households affected by land clearance have been unable to hand over their land due to the lack of resettlement land or the need to wait for the completion of infrastructure in the new area.

Besides land acquisition issues, a lack of coordinated investment from the outset is also a significant factor. In some projects, the bridge section is often prioritized for implementation first, while the approach roads have not yet completed the investment procedures. Furthermore, project adjustment procedures are often lengthy, especially when updating planning or changing technical designs, due to multiple inter-agency review steps. Coordination between units is sometimes inadequate, lacking a single point of contact responsible throughout, leading to delays in resolving arising issues.

At the end of March 2026, the Da Nang City People's Committee issued Official Document No. 1966/UBND-ĐTĐT, requesting relevant agencies and localities to urgently complete the already invested bridge access roads. The Chairman of the City People's Committee directed the handling of each case definitively to ensure the project is put into operation as soon as possible. At the same time, the investor was tasked with coordinating with the City's Land Fund Development Center and local authorities to develop a detailed plan, clearly defining the roadmap, land requirements, construction progress, and accelerating the completion of the project.

Representatives from the Da Nang Project Management Board for Investment and Construction of Transportation and Agricultural Projects stated that the primary objective is to prevent any further bridge completion delays due to road construction. The Board is implementing solutions to temporarily utilize structures that meet safety standards. For the Van Ly, An Binh, and Song Thu bridges, a temporary connection via gravel or asphalt roads is being studied. However, the most fundamental solution remains accelerating land clearance and assigning specific responsibilities to local government leaders.

The Management Board is committed to completing the access roads for 5 key projects: An Binh Bridge by July 2026; Song Thu Bridge by September 2026; Van Ly Bridge by the end of 2026; Nghia Tu Bridge and Tam Hoa Bridge by the period from 2026 to 2027.

According to Vo Nguyen Chuong, Director of the City's Land Development Center, the unit has developed a plan and assigned each member of the Board of Directors to closely monitor the site. Specifically: Branch Area 6 is responsible for 4 bridges (Quang Da, Van Ly, DH7, Nghia Tu); Branch Area 8 is responsible for 5 bridges (Le Bac, Song Thu, Tay An 1, Tay An 2, Tra Dinh); Branch Area 9 is responsible for Tay Giang bridge; Branch 11 is responsible for Tam Hoa bridge; Branch 12 is responsible for An Binh and Van Ly bridges; Branch 14 is responsible for Cho Dun, Ly Ly, railway overpass, Tan Binh, and Tra Dinh bridges. The Tam Tien bridge is being cleared by Ky Ha Chu Lai Investment and Development Co., Ltd. Thanks to coordinated efforts, bottlenecks are gradually being resolved, allowing the projects to be put into service for future development.
