He affirmed: The first revolutionary ethical quality must be the determination to fight for the Party and the revolution for life; must strive to work for the Party, maintain Party discipline, well implement the Party's guidelines and policies; must put the interests of the Party and the working people above and before one's own personal interests. Wholeheartedly serve the people. Selflessly fight for the Party and the people, be exemplary in everything.
To build revolutionary ethics, he required cadres and party members to first of all: “Strive to study Marxism-Leninism, always use self-criticism and criticism to improve their thinking and work and progress with their comrades”. But studying Marxism-Leninism means learning the “spirit of handling all matters”, the “universal truths” of Marxism-Leninism, learning to do, theory combined with practice, not mechanically, dogmatically, or learning for decoration. At the same time, to improve revolutionary ethics, we must wipe out individualism, because it is the worst and most dangerous vestige of the old society; it is a root disease, the mother disease that “gives birth” to hundreds of other dangerous diseases.
Thoroughly grasping the viewpoints of Marxism-Leninism and Ho Chi Minh's thought on Party building and rectification,education and training of revolutionary ethics for cadres and party members, and based on the requirements and demands of reality, the 11th Congress of the Party Committee of the Army determined: The Party Committee of the Army and cadres and party members in the entire army, first of all, leaders and commanders at all levels must be exemplary in moral qualities and lifestyle.

Over the past years, the work of Party building in terms of ethics has always been given special attention by the Central Military Commission; Party committees and Party organizations at all levels in the Army Party Committee. Party committees and Party organizations have effectively implemented the Resolution of the 4th Central Committee, 11th and 12th terms, in conjunction with the implementation of Directive No. 05-CT/TW of the Politburo, Directive No. 87-CT/QUTW of the Central Military Commission Standing Committee on promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle throughout the army with creative, appropriate and effective methods. Timely inspect Party organizations and Party members when there are signs of violations; resolutely fight against and strictly handle violations, without forbidden areas, creating consensus, discipline, solidarity and high unity; strengthening the trust and prestige of Party committees, Party organizations, leaders and commanders at all levels. Focus on encouraging and motivating exemplary models, creating a widespread influence throughout the entire army in particular and the entire Party, political system and society in general; detect and strictly handle all manifestations of individualism and degradation in political ideology, ethics and lifestyle. Thanks to that, the Party Committee of the Army is evaluated by the Central Committee as an exemplary Party Committee in the work of Party building and rectification.
The results of the work of building the Party Committee of the Army in terms of ethics are the basis for improving the qualities and revolutionary ethics of cadres and soldiers throughout the army. Party committees and organizations at all levels focus on building and implementing the standards of Uncle Ho's soldiers in the new period, focusing on: Political qualities; ethics, lifestyle; culture, knowledge; democracy, discipline; internal solidarity, military-civilian solidarity, international solidarity. Over the past years, the vast majority of cadres and soldiers throughout the army have preserved and promoted the qualities of Uncle Ho's soldiers in the military, national defense and social life. In particular, in the work of rescue and relief; prevention and control of natural disasters and epidemics, cadres and soldiers of the Army have clearly demonstrated their qualities of courage, bravery, and readiness to sacrifice to protect the lives and property of the people. Actively participating in building and consolidating strong local political bases; help people eliminate hunger and sustainably reduce poverty... deepen the close relationship between the army and the people, contributing to strengthening people's trust in the Party, the State and the socialist regime.
In the coming time, the task of building the Army in the direction of revolution, discipline, elite, and gradual modernization, with a number of military branches, arms, and forces advancing straight to modernization, and by 2025 basically building an elite, compact, and strong Army, creating a solid foundation to strive from 2030 to build a revolutionary, discipline, elite, and modern Army has been posing very high requirements for improving the leadership capacity and fighting strength of Party organizations and the qualities and capabilities of cadres and Party members in the Army Party Committee. Therefore, thoroughly grasping President Ho Chi Minh's instructions from the work "Revolutionary Ethics", Party committees and Party organizations at all levels need to continue to promote the building and rectification of ethics; considering this a key issue and a fundamental basis for building a truly clean, strong, exemplary, and representative Army Party Committee.
First of all, focus on improving the leadership capacity and fighting strength of grassroots party organizations, especially party cells of military agencies and units; on that basis, promote the role of party committees and party cells in managing, educating, training, inspecting and supervising cadres and party members in ethics and lifestyle; innovate the content, form and methods of self-criticism and criticism; ensure effective and substantive periodic reviews of cadres and party members in the spirit of Resolution 4 of the 11th and 12th Central Committees; help cadres and party members "self-examine and self-correct" in their ethical awareness and behavior, and properly implement his advice: "No matter how difficult it is, resolutely follow the Party's policies and resolutions, and set an example for the masses. All party members must enhance their sense of responsibility before the people and the Party; must prevent and resolutely fight against individualism".
Continuously improve the quality of Party member building work in the Party Committee of the Army. Pay special attention to the political qualities, ethics, and lifestyle of outstanding union members, youth, and masses in the process of discovering, nurturing, and admitting them to the Party, so that they truly are people who know how to put the interests of the Party and the working people above and beyond their own personal interests. Wholeheartedly serve the people. Fight selflessly for the Party and the people, and be exemplary in everything. Building a team of Army cadres, especially cadres in charge of units, must prioritize criteria such as: Having a strong political stance, having pure ethics, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, daring to act for the common good, having high prestige, being truly pioneers, exemplary, and being the nucleus of solidarity. Have a mechanism to closely monitor the power of cadres in charge at all levels. Regularly screen and resolutely remove individuals who lack moral qualifications from the Party and from the ranks of the Vietnam People's Army.
Thoroughly grasping the spirit and viewpoint of President Ho Chi Minh "Our Party is moral and civilized", it is necessary to continue to study, supplement and perfect the revolutionary ethical values of cadres and party members in the Army, both inheriting the ethical standards of the nation and bearing the characteristics of the nature and fine traditions of the Vietnam People's Army and suitable to current conditions. The ethical values that cadres and party members in the Army strive for, cultivate and practice have a harmonious combination of revolutionary ethical values of "diligence, thrift, integrity, uprightness, impartiality and selflessness" with the noble qualities of Uncle Ho's soldiers in the new era. These values form ethical standards, serving as a basis for cadres and party members in the Army to adjust their behavior in living, studying and working at the unit.
Along with that, Party committees and organizations need to have plans for each person to voluntarily cultivate, strive, and practice according to the revolutionary ethical standards of cadres and Party members in the Army. Each cadre and Party member himself needs to promote the spirit of self-criticism and criticism; frankly acknowledge shortcomings and shortcomings in order to overcome and correct them resolutely and thoroughly through personal moral cultivation. Regularly and lifelong moral cultivation is carried out, just as His teachings: “Revolutionary ethics do not fall from the sky. It is developed and consolidated through daily struggle and persistent training. Just as jade becomes brighter the more it is polished, gold becomes purer the more it is refined”; especially cultivating and practicing in the practice of carrying out difficult and complicated tasks assigned by Party committees and organizations.
Closely combine the work of educating revolutionary ethics for cadres and party members with the annual political education program and promote the study and following of Ho Chi Minh's ideology, moral example and style. Actively propagate and encourage good examples of ethics of cadres and soldiers of units along with strengthening the fight against unethical and unethical views and behaviors; negative manifestations, corruption and waste in society in general and in the Army in particular.
