Opening of the 17th Congress of Hue City Party Committee, term 2025-2030

On the morning of October 3, the 17th Congress of Hue City Party Committee, term 2025-2030, with the participation of 400 delegates representing more than 58,200 Party members in the entire Party Committee, officially opened its session. Towards a "green-smart-identity" city

Speaking at the opening of the Congress, Comrade Le Truong Luu, Central Party Committee member, Secretary of the City Party Committee, Chairman of the People's Council, Head of the City National Assembly Delegation, said that implementing Directive 45-CT/TW of the Politburo, the City Party Executive Committee has led and directed 44 subordinate Party Committees to successfully organize the Congress, demonstrating the combined strength and intelligence of the entire Party Committee and all classes of people. The documents and reports submitted to the Congress are the crystallization of intelligence, expressing the will, belief and aspiration of the entire Party, army and people of the city.

Over the past 5 years, with the aspiration for development and the spirit of solidarity and innovation, the Party Committee, government and people of the city have strived to overcome difficulties and challenges, transformed strongly, steadfastly in the sustainable development strategy, promoted internal resources, took advantage of external resources, achieved important and comprehensive results in all fields, and completed the goal of turning the whole province into a centrally-run city.

“This congress marks a strong turning point for the city on its new development path. Each delegate must promote the spirit of solidarity, democracy, discipline, and innovation to contribute to the formulation of correct policies so that Hue is worthy of the status of a heroic city and a heritage city,” Comrade Le Truong Luu emphasized.

Presenting the draft political report, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong said that after 5 years of implementing the Resolution of the 16th Provincial Party Congress and the Resolution of the 13th Party Congress, the City Party Committee and people have achieved important results in all fields. The average GRDP growth rate in the 2020-2025 period reached 7.54%/year, higher than the national average; average income per capita was 3,200 USD; 14/15 main targets met and exceeded the plan.

The structure has shifted in the right direction, with services accounting for nearly 50% of GRDP. Tourism has recovered strongly, welcoming 6 million visitors since the beginning of 2025, including 2.4 million international visitors. Industry and construction have maintained growth of 8.1% per year with many large-scale projects.

In urban planning and development, the urbanization rate reached 66.3%. Many key projects were completed. Total budget revenue for the 2021-2025 period reached 64,500 billion VND.

Culture and society have many positive changes. The city has 8 heritages recognized by UNESCO; Hue Festival is increasingly professional, affirming the brand "Vietnam's typical Festival City". Social security and sustainable poverty reduction have achieved many outstanding results. The multidimensional poverty rate has decreased to 1.15%, A Luoi district (formerly) has escaped from the national poor district.

In Party building, the political system has been comprehensively consolidated. The administrative apparatus has been streamlined by 30% after the reorganization. Mass mobilization work, the Fatherland Front and socio-political organizations have had many innovations, creating social consensus.

Opening a new, stronger development phase for Hue

Speaking at the Congress, on behalf of the Politburo, General Luong Tam Quang commended the great achievements that the Party Committee, government and people of Hue city achieved in the past term.

At the same time, he highly appreciated the careful and meticulous preparation of documents and personnel by the Hue City Party Committee, closely following the new viewpoints in the draft documents of the 14th Party Congress and in accordance with local realities.

“The Party Committee and people of Hue city have united and made efforts to comprehensively implement all aspects of work, achieving many outstanding results, especially officially becoming a centrally-run city, realizing the long-standing aspiration of the Party Committee, government and local people. This is a milestone opening a new, stronger development period for Hue,” Comrade Luong Tam Quang emphasized.

Minister of Public Security Luong Tam Quang noted: The Congress needs to frankly acknowledge the limitations and weaknesses that have been reviewed. It is necessary to tell the whole truth, clearly identify the causes and responsibilities, and propose solutions to completely overcome them, not allowing them to persist.

"Hue enters the 2025-2030 term with new requirements: synchronous organizational restructuring, innovation in operating methods; restructuring the socio-economic development space associated with the 2-level government model. In particular, it is necessary to shift from "right direction" to "right and sufficient results", measurable results, reaching every family, every citizen", comrade Luong Tam Quang noted.

Comrade Luong Tam Quang suggested that Hue city focus on key tasks: Continuing to build and rectify the Party and political system, effectively implementing the Central Resolutions; effectively operating the two-level government model; creating breakthroughs in economic development; strongly developing heritage economy associated with tourism, transforming heritage space into a growth driver.

Promote sustainable marine economy; invest in completing synchronous, modern, and smart strategic infrastructure. Take care to improve people's lives, implement sustainable social security; focus on poverty reduction policies, vocational training, digital skills education, care for remote areas, ethnic minorities; improve people's health and spiritual life; build a creative, transparent, modern government, and reform administrative procedures to the maximum...

Strengthen national defense, security, and foreign affairs. Hue must build a revolutionary, disciplined, elite, and modern armed force; ensure grassroots security, prevent and combat crime and drugs; and effectively implement ethnic and religious policies.

"The new Executive Committee must be a strong collective, continue to promote the tradition of solidarity, steadfast political will, pure moral qualities, strict discipline, and close ties with the people," Comrade Luong Tam Quang emphasized.

The motto of the Congress is "Solidarity-Democracy-Discipline-Development".

General Luong Tam Quang expressed his belief: "With the desire for innovation, strong will to rise, high solidarity and unity within the entire Party Committee, along with the attention and direction of the Central Committee, the companionship and support of neighboring localities, the Party Committee and people of Hue city will successfully implement the Resolution of the 17th Congress, build Hue to develop in the direction of "green - smart - rich in identity", making worthy contributions to the cause of building and defending the Fatherland".
