The Congress was attended by 350 outstanding delegates representing the intelligence, political mettle, will, belief and aspirations of more than 67,000 party members in the entire Central Public Security Party Committee.

The 8th Congress of the Central Party Committee of the Public Security is an event of special significance, affirming the growth and maturity of the People's Public Security force after 80 years of building, fighting and growing under the leadership of the Party; is a milestone that opens a new chapter in the development of the Party Committee and the entire People's Public Security force, all for the successful implementation of the Party's strategic goals, for "peace, stability, sustainable development, high quality and improving all aspects of people's lives". The decisions of the Congress are the basis for continuing to improve the leadership capacity and fighting strength of the Central Party Committee of the Public Security and Party organizations in the People's Public Security; building a revolutionary, disciplined, elite and modern People's Public Security force; consolidating and enhancing the potential and strength to protect security and order to meet the requirements and tasks in the new revolutionary period.
