The Congress was also attended by Party Central Committee members: Lam Thi Phuong Thanh, Deputy Chief of the Office of the Party Central Committee; Tran Sy Thanh, Chairman of the Hanoi People's Committee; Nguyen Quoc Doan, Deputy Chief Justice of the Supreme People's Court; Nguyen Hoang Anh, Deputy Head of the Central Policy and Strategy Committee; Nguyen Long Hai, Alternate Member of the Party Central Committee, Deputy Secretary of the Party Committee of the Central Party Agencies; leaders of central departments, ministries and branches; leaders of neighboring localities; leaders of Lang Son province through the periods, delegates representing enterprises inside and outside the province.
The congress was attended by 398 delegates, who are outstanding party members, representing more than 71,000 party members, from 69 party committees under the Provincial Party Committee.
Speaking at the opening of the congress, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province informed that, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and the guidance of the Central Party Committees, in recent times, the Lang Son Provincial Party Committee has focused on leading and directing the successful organization of congresses at grassroots party committees and directly superior grassroots party committees under the Provincial Party Committee. The congresses were organized in the spirit of innovation, democracy, intelligence, solidarity, in accordance with the principles of the Party Charter, instructions and regulations of superiors.
Along with the process of organizing the congress, Party committees, authorities, the Fatherland Front and socio-political organizations at all levels have directed and organized many patriotic emulation movements to achieve achievements in welcoming the Party congresses at all levels, towards the 18th Provincial Party Congress, the 14th National Party Congress and major holidays of the country and the province.
The Secretary of Lang Son Provincial Party Committee also shared that during the 2020-2025 term, the Provincial Party Committee, the entire Party Committee, government and people of all ethnic groups in the province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields.
The work of Party building and political system building has achieved many important results; discipline and order have been maintained; and the organization and administrative units have been resolutely reorganized according to the two-level local government model.
National defense, security, and border sovereignty are maintained, and the Party and State's foreign policies and guidelines are effectively implemented. Judicial reform, anti-corruption, waste, and negativity are seriously and effectively implemented.
During the 2020-2025 term, the socio-economy continued to develop, maintaining rapid and sustainable growth; the investment and business environment was positively improved; many large investment projects were deployed connecting with border economic zones, inter-regional and infrastructure of industrial parks and industrial clusters of the province was gradually completed, creating the foundation and premise for innovation of the growth model, promoting the province's economy in the coming time.
Speaking at the congress, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, on behalf of the Politburo and the Secretariat, praised the achievements of Lang Son province in the past term; the development achievements of the province over 40 years of renovation have created a new face, consolidating and strengthening the people's trust in the Party. Thereby, creating an important premise for Lang Son province to develop rapidly and sustainably in the coming years, contributing positively to the overall development of the country.
He also highly appreciated Lang Son province for actively grasping, concretizing, and systematically implementing the Party's guidelines, directives, and resolutions, and the State's laws and policies, upholding the spirit of solidarity, determination, and efforts to overcome all difficulties and challenges, striving to complete and exceed the 18 main targets set for the 2020-2025 term.
In particular, Lang Son province has resolutely led the implementation of the Central resolutions and conclusions on streamlining the organizational apparatus to open up new development space.
Besides, to overcome the existing shortcomings and limitations, comrade Bui Thi Minh Hoai suggested that the congress focus on discussing thoroughly, analyzing and evaluating more clearly the causes, especially subjective causes and drawing lessons, to direct and propose remedial measures in the coming time.
He emphasized that Lang Son province needs to continue to thoroughly grasp, effectively and promptly implement the Party's policies, the State's laws and policies, and the directions of the Politburo and the Secretariat, headed by General Secretary To Lam, on protecting people's health, developing education, training, science and technology, innovation and digital transformation, private economy... effectively implementing two-level local government, ensuring closeness to the people, serving the people and businesses best.
Along with that, the province needs to continue promoting administrative reform associated with digital transformation; promoting decentralization and delegation of power associated with strengthening inspection, supervision and control of power; promptly removing difficulties, obstacles and "bottlenecks" from institutions, policies to implementation organization.
Party committees at all levels in the province need to continue to promote the work of building and rectifying the Party and a clean and strong political system, improving the leadership capacity and fighting strength of grassroots party organizations; strengthening mass mobilization work, promoting the role of supervision and social criticism of the Fatherland Front and political and social organizations.
Lang Son province needs to pay attention to promoting new driving forces of digital economy, green economy, circular economy, creating more room and motivation for sustainable development in the long term. At the same time, strongly develop border gate economy, build Lang Son into a logistics center, an important import-export hub of the whole country, create momentum to promote trade, services, and tourism, contributing to building Lang Son province into one of the growth poles of the Northern Midlands and Mountains region by 2030, becoming a fairly developed province by 2035.
He suggested that Lang Son province continue to preserve and build a culture imbued with national identity as the spiritual foundation of society, creating a driving force for sustainable development. Prioritize the construction and development of tourism products associated with the Lang Son UNESCO Global Geopark; rationally exploit geological, landscape and cultural values to serve sustainable tourism development.
He emphasized that Lang Son needs to strengthen national defense and security, firmly protect the national border sovereignty. In particular, Lang Son has the responsibility of being a "national fence" in terms of defense and security, and at the same time an "economic fence", firmly protecting the domestic market is also protecting the country's sovereignty and economic security.
