Prime Minister: Reduce focal points and increase the scale of health and education public service units

(Dan Tri) - According to the Prime Minister, the two fields of education and health care have many public service units, so it is necessary to review and evaluate the overall operations of the units and arrange them in the direction of reducing the number of units and increasing the scale.

On the evening of October 6, Prime Minister Pham Minh Chinh chaired a meeting of the Government Steering Committee to summarize Resolution No. 18 on the arrangement of public service units under ministries, branches and localities according to Official Dispatch No. 59 of the Central Steering Committee.

Pursuant to Document No. 59 of the Central Steering Committee on summarizing Resolution 18, the Government Steering Committee issued a Plan to reorganize public service units, state-owned enterprises, and organizations within the State administrative system.

Accordingly, the Central Government continues to review and streamline the organizational structure in ministries, ministerial-level agencies, and government agencies, especially department-level units under ministries and branches, to ensure that there is no overlap in functions and tasks. The Government Steering Committee also strictly implements the policy of not establishing departments within departments under ministries and branches.

At the local level, the Steering Committee requested to review and promptly issue regulations on the functions, tasks, and organizational structure of provincial and communal agencies, units, and organizations, especially agencies, units, and organizations after mergers and acquisitions under the new model.

Localities also need to continue researching and proposing plans to streamline internal organizations of provincial departments, agencies, branches, agencies and units.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the goal of streamlining the apparatus of the political system, making it operate effectively and efficiently, enhancing autonomy, increasing the quality of public services, reducing state budget expenditures, and increasing the enjoyment and participation of the people.

The Prime Minister requested the Ministry of Home Affairs to guide ministries, branches and localities to continue to reorganize public service units, state-owned enterprises and focal points within agencies and organizations in the political system.

With the two fields of education and health having many public service units, the head of the Government requested the Ministry of Education and Training, the Ministry of Health and localities to review and evaluate the overall performance of the units in the recent past.

Along with that, the Prime Minister requested an analysis of good and bad aspects, and a review to see if the arrangement is in accordance with the Party's policies and legal regulations.

In particular, the Government leaders require closely following the practical situation of the locality to propose the most reasonable arrangement of public service units in these two fields, in the spirit of how to best serve the people, improve people's lives, the highest goal is to ensure people's health care, and ensure students can go to school.

The Prime Minister emphasized that the important goals of the reorganization are to reduce the number of units, increase the scale; improve services for people and businesses; reduce State spending and investment, promote the growth of public service units, and enhance people's enjoyment.

The Prime Minister requested ministries and branches to develop principles, criteria, and standards and assign localities to base on them and actual conditions in their localities to propose arrangements and reorganizations.

“If in practice, Party documents and State laws do not cover everything, report and propose to competent authorities to make amendments,” the Prime Minister directed, adding that it is necessary to thoroughly grasp the spirit of “not taking examples from 1-2 communes to generalize to the whole country.”
